She added that the budget focused on installation contracts in most provinces and increasing grades and the launch of a grant for retirees of $ (600) thousand dinars, although there is determination and calls by members of the House of Representatives to the Council of Ministers to issue a law of public pension of half of this segment large in the state. http://www.baghdad-news.com/home.asp?mode=more&NewsID=45511&catID=10

zigmeister
I read this to mean people will get a raise in their salaries and pensions, thereby being able to buy more.

When they say "raising the purchasing power of the citizen", many Iraqi citizens do not have jobs, therefore they do not have an income. With what they are trying to achieve with this project why would it just benefit those with jobs and incomes ? I take it as the second portion of the definition as the change in "the value of a particular monetary unit" for the benefit of all Iraqi citizens.
