WASHINGTON (AP) — A national infrastructure bank that would entice private investors into road and rail projects could be a major part of the jobs package that President Barack Obama hopes will finally bring relief to the unemployed. The White House hasn't divulged the contents of the package that Obama is to unveil in an address to a joint session of Congress next week. But the president has pushed the idea of an infrastructure bank in recent speeches and has praised Senate and House bills that create such a government-sponsored lending institution. Whether the bank, which would need time to organize, could have any real impact on the jobs situation in the coming year — and particularly before the November 2012 elections — is in dispute. Obama seems to think it would. "We've got the potential to create an infrastructure bank that could put construction workers to work right now, rebuilding our roads and our bridges and our vital infrastructure all across the country," he said at a news conference in July. But Janet Kavinoky, director of infrastructure issues at the U.S. Chamber of Commerce, cautioned that "even in the next two years I don't believe the bank is going to be that kind of job creator." The best way to spur job growth in the short term is for Congress to pass long-stalled bills to fund aviation and highway programs, she said. The Chamber of Commerce strongly supports the infrastructure bank. Kavinoky said the United States is one of the few large countries that lack a central source of low-cost financing for construction projects. But she said it's going to take time to get it running and come up with a pipeline of projects where funds can be invested. Sen. John Kerry, D-Mass., who's sponsoring an infrastructure bank bill, argued that "we have projects all across America that are ready to go tomorrow." He said the bank "could have money flowing in the next year easily." Michael Likosky, senior fellow at the NYU Institute for Public Knowledge and author of "Obama's Bank: Financing a Durable New Deal," says he is working with transportation agencies in California and New York that "are waiting for the federal government to say they are going to support these projects." A commitment to a national infrastructure bank could also provide a positive spark to financial markets and encourage investment, he said. The bank would supplement federal spending on infrastructure by promoting private-sector investment in projects of national or regional significance. The private sector currently provides only about 6 percent of infrastructure spending. Supporters, which range from the Chamber of Commerce to the AFL-CIO, say pension funds, private equity funds and sovereign wealth funds have hundreds of billions of dollars ready to be invested in low-risk infrastructure projects. It's better than having pension fund money go to Treasury bonds, Likosky said. "It's really about changing our approach; we're in tough economic times and we will be for a while. We have to make sure the money we have goes further." The Kerry bill would require $10 billion in start-up money from the government to get the first loans going and cover administrative costs. The bank would be government owned, run by a board of directors, independent of any federal agency and self-sustaining after the initial expense. Public-private partnerships, corporations and state and local governments would be eligible for the loans. The bank's directors would pick which projects to finance based on an analysis of costs, benefits and revenue streams, such as from tolls or fees, for repaying the loan. Once the terms of the loan, including interest rates and fees to cover risk, are set, the Treasury Department would disburse the loan. Urban projects would have to be at least $100 million in size, rural ones $25 million. The infrastructure bank's loan could cover no more than 50 percent of a project's costs. "There is going to be a revenue stream for payback and therefore the project is going to stand on its own because it will be a good enough project to attract private-sector funding," said Sen. Kay Bailey Hutchison of Texas, one of several Republican co-sponsors of the Kerry plan. Supporters estimate the bank could set up as much as $160 billion in government loans over a decade and anchor as much as $650 billion in projects. In the House, Rep. Rosa DeLauro, D-Conn., has a similar bill that relies on $25 billion in start-up money and makes use of bonds as well as loans to stimulate construction projects. Both Kerry and DeLauro would cover transportation, water and energy projects. DeLauro would also include communications projects. She says her bill is modeled after the European Investment Bank, which has been financing infrastructure projects for 50 years and last year invested more than $100 billion. Obama, in his 2012 budget proposal, envisioned spending $30 billion to start an infrastructure bank within the Transportation Department that would provide grants as well as loans to transportation projects. That idea drew opposition from the House Transportation Committee chairman, Rep. John Mica, R-Fla. He said in a recent article in the congressional newspaper Roll Call that it would be better to increase help for existing state infrastructure banks "rather than increasing the size of the bloated federal bureaucracy, as some advocate, by creating a national infrastructure bank." Kerry pointed to a 2009 American Society of Civil Engineers report that said $2.2 trillion needs to be spent over five years to bring the nation's roads, bridges and water systems up to an adequate level. He said Congress needs to both pass a new highway bill and agree on alternatives like the bank. Probably a very silly question, but I have recently have seen a debate about the 10K bills (on another site) where there is a concern about us not being able to cash them in or alot harder to cash in because of not being able to tell if counterfeit or not. I might have miss understood but Those are the only bills I have! Ick, makes your head spin

  6. Actually, I guess I should have taken that part out because it was a statement from the original poster. I do not know who his (Freeway Bill) contacts are, but I do like most of his posts so I decided to share here.

I think this post does a great job of providing a history of our ride and hopefully its soon-to-arrive conclusion…See what you think Well now, after all of the dates and rates, where are we? FREEWAY BILL We have been riding along lately with this sense of hopefulness and insecurity of what is going on with the IQD RV. We hear that the RV was attempted and failed and then attempted again and went through the next morning. Now we are waiting to see what happens and when. Right? In the meantime, we go from day to day telling ourselves just to tend to our other day to day business and it will come when we least expect, all the while expecting it every day. Right? Well as I always have said that we must be patient. The blessing is indeed coming and come it will and very soon. Now WHEN IS VERY SOON? Well, let’s see ….. June 30 was the drop dead date and $5.25 to the GBP was the rate and that came and went without our bank accounts changing. Then a few weeks went by and we had another date with a $ 4.40 rate that would come …. but it came and went and our bank accounts did not change. So, we sit here on August 28, the very day that they said could not go by without an RV and unless something happened and nobody told us, our bank accounts have not changed. We get little tidbits of “WE ARE IN THE BEST PLACE WE COULD BE RIGHT NOW”… I totally disagree and so do you. The best place we could be is sitting, relaxed with a bank account full of money and all of this behind us. So does this mean we are not in great shape? No, actually we are in excellent shape if we are holding dinar. Let me give you a few things that have changed this event dramatically…. The US had a great rate negotiated and all eyes were looking at the same target and then we (the US) got a little greedy. We decided that if a little bit was good, a whole lot more would be better, so we stopped the designated event date and tried to renegotiate a better deal for us. At the same time, our own finances was going down the toilet and our country was becoming divided about the debt ceiling issues. The Republicans were standing firm that we could not raise the debt ceiling unless we agreed to cut spending of an equal or greater amount and the President ( not necessarily the Democratic Party ) was insistent that this was just not going to fly. It was his way or the highway and the default would happen. The Republicans did not bite and they (The Obama administration) eventually embarrassed our entire population by publicly airing our dirty laundry throughout the world with having a make shift bill passed, a SUPER CONGRESS to be put in place and our credit rating falling lower than ever in history. Now we have this problem that without the Global Settlement, which Obama has been quoted as saying he would not sign as long as he was President, needing to be signed and implemented in order to fund the cash in process. Well, doesn’t that just want you to go out and celebrate? We are not only letting a congress and senate that cannot pull off an agreement without a dominating President stomping it in the ground, run our country, but we have to tell the entire World how ignorant we actually are. Well the RV CAN and WILL HAPPEN because the IMF and IRAQ has had enough! The US cannot run the world into the ground along with our own financial stability or lack of! So, with that, RELAX, it is coming and they have already figured out how to fund this without the cooperation of the US. So, don’t worry about the US as we can ban together and change all of this next election. The matter at hand will also take care of itself. The RV will go, you will get your blessing….. Time is of the essence and they know it. GOD is carrying those who are struggling right now waiting on this to happen. He always does. Keep your eyes on the Lord, he will Safely SEE YOU THROUGH. When the contractor came to her house they did a walk-through and he asked her what colors she would like. They came to the living room and she told him that she would like a nice, warm cream color. The contractor wrote something down on his pad, then walked to the window and yelled, ”Greenside up.” The lady is a little confused, but doesn’t say anything, and they continue to the dining room where she tells him, ”I would like a nice warm white in here, nothing stark.” The contractor writes something down on his pad, then walks to the window and again yells, ”Greenside up!” The lady is really confused now but still does not say anything. They continue to her bedroom and she says, ”I would like a nice, cool, relaxing blue in here.” The contractor writes something on his pad and again walks to the window and yells, ”Greenside up.” The woman is now totally perplexed and says to the contractor, ”Three times I have told you the color that I want, and you write something on your pad, then you walk to the window and yell greenside up. What is going on?” The contractor replies, ”You see, I have four blondes laying sod across the street. LOL....

  12. I really like him too. My husband and I went to one of his seminars and sure wished that we had went years earlier. He just basically teaches common sense with your finances. It is amazing how screwed up you can be money wise when you have never had anyone there to show you any different. So it was a great change for us. I didn't hear the radio broadcast, and I do believe he said it. But like most people I have spoken to about the Dinar they all have their own opinion...

  20. Thanks for posting kcw I missed it this morning.... I am really not surprised that we havent seen the RV yet, even though I would have been soooo happy. Lucky for us the end of August is here in just a couple of days. So what is a little longer? LOL. Adam, no Porsche for me, but darn it I will be so happy to become debt free!!!!
