Different day...same old D-baggery!

Last week this same bank had a different exchange policy, now they are suddenly changing it up. Very unusual indeed...only thing I can think of is maybe they have been overwhelmed with IQD exchange inquiries. I can't imagine them knowing anything that other banks wouldn't know.
