  2. What bothers me about the Multiple Currency Practices is that Kaperoni studies this constantly and he insists that Iraq is NOT Article VIII compliant. It seems that every time they get to 2%, they are unable to hold it there for 3 months (which is the IMF requirement). He insists that until this 2% for 3 months IMF requirement is met, they can't raise the price of the currency.

Credit Cards Visa, Mastercard and JCB are now widely accepted in Vietnam, especially in typically touristy or expat areas. A 3% commission charge is standard and those businesses which accept Amex often add on an extra 4%. HIgher end hotels and restaurants don’t usually add the additional charge. For a cash advance using one of the above cards, you can visit most Vietcombank branches in big cities, and some foreign banks in Hanoi or HCM. Exchanging money in Vietnam The black market operates quite liberally in Vietnam, so many shops will happily exchange money, usually dong for dollar or vice versa. While it is officially illegal, the law enforcement is virtually nonexistent, and ironically, exchange rates are usually worse on the black market than in official exchangers. You are thus better off exchanging money at a legal and legitimate exchanger, because the only benefit of the black market is the convenience of being able to choose when and where you exchange your money. If you are confronted by people on the street offering to exchange money for a better rate than the official one, it is too good to be true. Either by short-changing you, giving you fake notes or tricking you with the domination of notes, you will be the victim of a scam, so you should avoid these street exchangers at all costs.

  13. I just read in Dinar Recaps, where Frank 26 said that now that they have electricity 24/7, the ATM machines will work. Everything we are waiting for to happen, takes electricity! I never thought about it that way before.

  15. I really would like to see it in writing. Once in a while, I go over to Kaperoni's board and he's always insisting that they have not been able to hold the 2% for 3 months and therefore, not able to go into Article VIII or get off the peg. I had forgotten about this being a stipulation.
  16. How/when will we know if Iraq is in compliance of the "2% for 3 months" in order for them to be in article VIII? As I understand it, they cannot RV without being in article VIII. Is this correct?
