What is the process for passing the HCL? Can a single committee pass the law? Does it have to go through other bodies and get published in the Gazette? Do any or all of these events need to happen during the work week on Bagdad time? With Ramadan beginning soon will there be enough time to put the HCL in place and RV prior to Ramadan? If not are we looking at either 3 more months or 6 more months to stay on clean breaks in the fiscal calendar? Unfortunately after July 1st passed I am leaning towards Janurary 1st 2014, hopefully I am way off base. So far in my opinion, I think that all parties in the HCL need to agree on a Final Draft. That Final Draft then goes to the Parliment to get passed into Law. That Law then goes to the Prime Minister of Iraq who signs the Law. From there the Law is Published in the Gazette where it becomes active when published. What am I missing? Where are at in this process?

It could be feasible to have a .10 RV and use use the lower portion of currency in circulation with the addition of the two coins. That would give Iraq Dinars in 25 coin, 50 note, 100 coin, 250 note and 500 note. Then they could have a 90 day cash in window to get all the current larger; 1000, 5000, 10000 & 25000 notes out of circulation. And another 90 day window to replace the smaller values with another currency all together.

Adam, do you think the US elections in the first week of November have a strong effect? Say for instance that the Republican side has orchestrated this through the Bush presidencies, would then the Republican Party want to hold off the RV from being a significant impact on the US economy until another republican gets elected into office? That way the Republicans have more to claim as positive ecomomic turn around during a Romeny Presidential term if it happens. Also, would the election or the swearing in of the president be more pivotal? Thanks.

Adam, What changes in the currency denomination do you expect after an RV? Will the new demoinations all be in paper or will there be coins as well? Will it be a 1000 fil per 1 dinar system like the Kuwait curency? It would hopefully be a system that would allow a single currency change allowing the IQD to RV relatively low say 1 IQD : (.10 - 1) USD and eventually rise even with their neighbors up to 1 IQD : 1 KWD over a longer period of time. No disrespect intended and in my opinion . . . He cannot quit his job, that is foolish. There are more people involved than himself, his family needs his help. He could just get another job. This dinar thing is a huge risk, there still is the possibility that they reissue new currency and you have a bunch of really fancy wallpaper. Then where will he have lead you? There is no way to tell when the dinar will re-value. This June is the date that I believe something will happen but that deadline was already pushed back by the IMF from december of last year.

Wouldn't it be interesting if the Live Firing Drill in South Korea was a designed to create a distraction in the world press. That sound like another good step. However it sounded like I heard the Finance Minister was the only unselected position and now it seems that there are three more. Interesting . . .

After reading the report it sounds like getting a clean start is taking longer than expected. That's okay, if it takes a while to build a strong foundation it should last longer. It seems like they are doing a few things to get a number which they can take to the global arena as their net worth. It seems they need to do a few things first; 1. audit two banks, Rasheed and Rafidain 2. install a third party audit system in the CBI 3. pay all national debt from here the country can establish all the currency export rules and guidelines. It looks reasonable to me that first square away all assets and national issues. However it does look like it may be mid 2011 or 2012 before anything comes forward on the international arena. Personally that's fine by me and encouraging to see Iraq completing a structure that will benefit the people in the long run, i am merely an outside investor. It is good to see that Iraq can put itself in front and not give into outside sources and pressures. I sincerely hope that when ever this happens it strengthens the country and the people first and foremost
