The Speaker of the Parliament called for the reconsideration of the decision and the annulment of the sanctions imposed by the President because the rules of procedure of the Parliament in Article 139 and 140 did not expressly provide for the possibility of suspending the membership of any deputy if he disrupts the system within the session, And the weakness of the duration of the deprivation must be decided by the Council and not the President of the Council or even presiding over the session of the Presidency, and so far has not formed a committee to investigate what happened in the said meeting did not raise any of the recommendations and therefore needs a vote of the Council .

Sheikh Mohammed also believes that the threat of dropping membership is illegal and is not provided for in the rules of procedure or in the parliamentary code of conduct and that referral of the deputies referred to the Committee on the application of the rules of parliamentary conduct is unfair and exaggerated and that the disciplinary powers of the Speaker of the House of Representatives in paragraph III of the Code In addition to the provisions of Articles 139,140 of the Rules of Procedure, following the 
warning of the Deputy by the President of the Council and in accordance with Article 140 of the Rules of Procedure of the President of the Council, the member shall be suspended for one day or for a period not exceeding six days. 
(B) The concerned deputy may submit an application for appeal to the Chairman and the Committee of Parliamentary Conduct only after leaving the session hall.
C- Imposing fines on the suspended MP because of the violation of the Code of Conduct and the decision of the Committee to apply the rules of parliamentary behavior, and notes that none of these powers the issue of dropping membership or suspension of membership for more than six days and therefore the sanctions against the three deputies exaggerated and no support for the nature of these Penalties in the Rules of Procedure and in the Code of Conduct of Deputies, and what took place in session No. (11) last Monday did not exceed the verbal quarrels between the deputies and their differences of opinion no more, after the inclusion of the first reading and the second without achieving a quorum and the waving of indifference and taking Considering the remarks of the Kurdish component in the House of Representatives on the budget law.
Therefore, sovereignty demands that President Jubouri withdraw the parliamentary order, 14 especially since the removal of the membership of any deputy is not the prerogative of the Speaker of Parliament, and to maintain the guidance of sanctions against the Kurdish parliamentarians will negatively affect the functioning of the parliament for the coming sessions and the political process.

Speaking of conduct, remember last summer when these fools were throwing water bottles at each other in Parliament?? That whole group of camel jockeys need to be dismissed. They will be lucky to get the budget passed before they all head out to canvas for re-election. I mean, they all deserve to be re-elected, right?? They've done so much in 4 years. I'd love to see a list of all those who haven't attended a single meeting since 2014 elections. They're a farce to democracy and the process.
