Said a member of the Iraqi List, Monday, the negotiating committee had reached three to the final version of the enactment of the National Council for Higher strategic policy, asserting that the formula to meet the desire of the Iraqi List and the National Alliance.

The Deputy High Nassif in an interview for "Sumerian News", the Tripartite Committee negotiating the problem of Representatives Rafie al-Issawi and Hassan Sinead, and Rose Nuri al-Shawish and Mohammed Jubouri agreed to the revised and final enactment of the National Council for the strategic policy Higher agreed upon by the leaders of blocs within the Initiative Barzani " , adding that "the amended version will be presented on the agenda of the next meetings of the House of Representatives for the first reading."

She Nassif that "the amended version and the balance is maintained between the wishes of the Iraqi Trovernma make the Council an executive and the desire of the National Alliance by making it an advisory," indicating that "the mechanism agreed upon to be making important strategic gain acceptance of an absolute majority of 100% of the members of the Council, and some decisions can get 80% of the total membership to be an executive decision. "

The member of the Iraqi that "the membership of the National Council is composed of the President and his deputies, the Prime Minister and his deputies, the parliament speaker and his deputies and the President of the Supreme Judicial Council and representatives of the political blocs."

The "Alsumaria News" had obtained a copy of the draft Law of the National Council of the policies presented to the top of the political blocs, the Presidency of the Republic in preparation for submission to parliament next week for a vote.

Under the draft to be bound by decisions of the Council unanimously adopted in the event, but in the absence of unanimity in the strategic issues the Supreme Council shall take decisions by two thirds of its members and be in this case binding on the authorities concerned as well.

The draft law also stipulates that the Council take decisions in matters other than the usual strategic matters Supreme absolute majority of its members, and in the case of an equality of votes shall prevail to the side on which its President, also gave the draft to the Council the right to pursue the good execution of its decisions binding.

And I knew the draft of the National Council of the policies the Supreme that the Council act in accordance with the Constitution and consists of a President and the Prime Minister and the President of the Republic and President of the Council of Representatives and the President of the Kurdistan region of Iraq, and have a financial and administrative independence with The candidate to the presidency of the National Council of the policies the Supreme Council of Representatives for a confidence vote by an absolute majority of its members , carries on its work after the constitutional oath before the House of Representatives.

The draft that the work of the Council and its President and its members continue for one cycle to form a government of the session following the establishment of the Council, and the Congress may extend the work of the new Council for a second session with the consent of an absolute majority of the members of the new Council of Representatives.

According to the draft objectives of the Council in contributing to dissolve the contract, which opposed the political process in Iraq and to develop policy guidelines the Supreme Assembly of the State and all the authorities and make recommendations and proposals on legislation and laws and on the reform of the judicial system.

The areas in which it operates by the Council are nine areas include ensuring that ensure compliance with the constitution, drawing up foreign policy, and establish strategic military and security, and policy development of economic, financial, monetary and energy policies, investment and development, reforming the judicial system and to achieve national reconciliation in addition to developing strategies for the organization of environmental services, health, and human rights, culture, human development, and education

The number of deputies from the National Alliance have expressed their opposition to the bill of the National Council for the strategic policy because it gives the executive powers to make it over the prime minister and the House of Representatives, which may raise a conflict of terms of reference of the executive branch, as the new National Alliance more than once on the lips of a number of deputies call to make the Council an advisory, without executive powers.

Thanks, Ron. Yes, it sounds like they are getting the details worked out. Still, it doesn't mean that, once enacted, they will be able to actually accomplish anything. If the Council includes the Prime Minister and requires 80% approval on most issues and 100% on others, then Allawi won't be able to achieve anything that Maliki doesn't support. So what's the point? How could they ever get consensus to enact anything independently of Maliki? Or am I missing something?
