Please explain what this means. Is this general rule of thumb for instance is the rv happens on 10/13 then it would be effective as of 10/15? Thanks for the post.

The UN posts two days ahead of time, twice a month, the operational exchange rates of every nation. It posts on the 29th of a 30 day month or the 30th day of a 31 day month, the 13th of every month, any changes in rates for each nation. That is called the publishing date. The actual rate becomes effective two days later, on the 1st or the 15th of each month. They are saying there are no changes for mid-October and while I confess to being quite addicted to checking this sheet often, I believe that to hope for a two day heads-up on the RV is daydreaming.
