A large delegation from the regional government heads to Baghdad

{Politics: Al-Furat News} This evening, Tuesday, a delegation from the Kurdistan Regional Government went to the capital, Baghdad, to discuss several common files between Erbil and Baghdad.

The delegation included: Minister of Finance and Economy Awat Janab Nouri, Chairman of the Bureau of the Regional Council of Ministers Omid Sabah, Secretary of the Council of Ministers Amanj Rahim, and Head of the Coordination and Monitoring Office Abdul Hakim Khosrow, in addition to a number of advisors and general directors in the Ministries of Finance and Natural Resources.

According to a statement by the Ministry of Finance and Economy of the Kurdistan Government, the Finance Committee in Parliament is scheduled to submit, tomorrow, Wednesday, in the presence of the Ministers of Finance and Economy of the two governments (federal and Kurdistan Region), a report on the outstanding problems between Erbil and Baghdad regarding salaries and the budget.

The Joint Financial Oversight Committee between Erbil and Baghdad is also scheduled to provide the Parliamentary Finance Committee with detailed information about the expenses and revenues of the first six months of 2023, and the number of employees of the regional government and their salary records.

The National Union proposes a solution to the region’s salaries dispute with Baghdad

{Politics: Al-Furat News} The leader of the Patriotic Union of Kurdistan, Saadi Birah, proposed a solution to the region’s dispute with Baghdad.

And beer said; For the program {Free Speech} broadcast by Al-Furat satellite channel this Tuesday evening, it said: “There is a solution to separate salaries from the budget and provide the region with the amount it deserves, and the list of employees and retirees will be transparent and approved by the financial oversight.”

He added, "The existing problems should not be at the expense of employees and retirees who are victims of political disputes. Article 14 of the Constitution stipulates that all Iraqis are equal, and amending Article 11 of the budget solves the problem of actual spending or excluding salaries from allocations."

Bira continued, "These advances and loans do not solve the problems and remain open between Baghdad and Erbil. There is no confidence in the stability and continuity of this relationship, and there is a very great concern among Kurdish citizens about not securing salaries."

He added, "Employees in the region are the victims of these disputes and misinterpretation of the three budgets. Some legal terms have become the biggest obstacle because they make employee salaries dependent on the amount of the region's actual spending," adding, "The region's government says there is no full liquidity to disburse salaries, and there is a problem between the center and the region over the interpretation of these matters."

Birah said, "Baghdad without a strong relationship with the region is unstable and vice versa. Diagnosing the problems is insufficient and we must go to address them. We have been greatly harmed by external dictates and interference as a result of the dispute between Baghdad and Erbil."

Regarding the agreement to protect the Iranian borders, Beira explained, “The agreement with Iran stipulates the non-existence and activity of armed groups in the region, and they are bound by what the regional government dictates to them. The presence of the Workers’ Party in Mount Qandil was an agreement in 1992, but there is no seriousness in resolving the Baka issue, and today it has become part of the agreement.” From the election campaign in Turkey.

He stated, "The military solution is not the best solution to the problem of the Workers' Party. They do not enter the region officially, and the National Union has no political or military relationship with these groups. They do not pass to Turkey through the Union, and there is no need for that."

Bira advised, "The regional government should not be involved in aggravating the situation with Turkey regarding the Bakaka, and it should not deal with this issue on the basis of differences between the two Kurdish parties. Disintegration in the region is out of the question, as is the continuation of disputes."

Regarding Kirkuk, Birah said, "There is no difference between Kirkuk and other governorates. There is Constitutional Article 140 and the UNAMI Committee has classified the disputed areas, and we need a strong government to solve these problems."

Birah concluded by saying, "Kirkuk is an Iraqi city that includes all sects. It should belong to Kirkukians, and those who try to play the Kirkuk card are not from it, but are sitting in the Gulf and Turkey mixing the cards."

This evening, Tuesday, a delegation from the Kurdistan Regional Government headed to the capital, Baghdad, to discuss several common files between Erbil and Baghdad.
