Yada  Im of the mind that we are going to see this rate release just before they pass the budget...The rate is the driver of the budget, not the other way around..

The rate is not in the Budget.  This confirms it.  We been saying it all along.  The Gurus are full of it...

The Budget, the RV & the HCL are separate identities.  however, each one has an effect on the others.
