Shafaq News/ The Rafidain State Bank decided to wait to sell dollars to travelers in some of its branches in Baghdad due to the Central Bank of Iraq not enhancing its share of the American currency.

 

According to a circular issued by the bank to its branches regarding their shares of the dollar, appended with the signature of the bank’s general manager, Ali Karim Hussein, it was decided to wait to receive travelers’ deposits in exchange for exchanging the cash dollar.

 

The wait includes the following branches: (Palestine Street), (Al-Ma’rifa), (Bab Al-Muadham), and (Al-Khadra).

 

The Iraqi traveler to countries specified by the Central Bank is given $3,000, and in the case of treatment, he and the companion are given $6,000 at the official rate, with the exception of Iran, Syria, and Lebanon.

 

The branches of the Rafidain Bank in Baghdad included in depositing the dinar and receiving the dollar from Baghdad Airport are (Al-Ma’rifa - Al-Khadraa - Al-Firdaws Square - Al-Mashtal - Bab Al-Muadham - Al-Quds - The Main Branch - The General Secretariat of the Council of Ministers - Al-Muhit Street - Al-Sinak - The Arab Quarter - Al-Amel Neighborhood - Buratha - the Palestine street ).

According to a document obtained by “Baghdad Today”, issued by the general administration of the bank on (September 24, 2023), it included an instruction to some of its branches in Baghdad to wait for the process of selling the dollar to travelers due to the Central Bank of Iraq not enhancing the bank’s share of the dollar.

Shafaq News/ The Parliamentary Integrity Committee announced, on Tuesday, the opening of an investigation into the file of granting dollars to travelers due to suspicions of corruption, while warning of imposing taxes on citizens who received dollars from the electronic platform and did not travel.

 

Committee member Ahmed Al-Rubaie told Shafaq News Agency, “The electronic platform for granting dollars to travelers has become a type of corruption, whether directly or indirectly,” noting that “there are many parties involved, starting with the Central Bank, considering that the movement of funds originates from the bank.” Tourism companies that receive passports and travel documents for the purposes of booking an airline ticket or travel visa, and banking companies that give dollars to people who are not travelling.”

 

He added, "We received many complaints from citizens who had travel tickets and visas but did not travel. As a result, the dollar was tampered with and the documents of these people were withdrawn from the travel platform."

 

Al-Rubaie stated, “The Parliamentary Integrity Committee sent official letters to the Central Bank and the Integrity Commission for the purpose of conducting investigations in a transparent and high-level manner. This issue poses a danger to citizens who withdraw money in their names, and the taxes imposed on citizens may reach billions of dinars.”

Today, Saturday (October 7, 2023), Kurdish politician Latif Al-Sheikh warned of a stifling economic crisis as a result of the continued rise in the price of the dollar.

 

The Sheikh said in an interview with “Baghdad Today” that “two parties are bearing the crisis of the continuing rise in the dollar exchange rate, namely the Central Bank and the Association of Iraqi Banks.”

 

He added, "The two parties failed to resolve the crisis and profited at the expense of the citizen, who was a victim of the large disparity in the official and parallel prices," noting that "those who benefited were the banks and private companies, and we warn of a catastrophic economic crisis."

 

Dollar prices are still flying in the parallel market with a large difference from the official exchange rate, as prices reached around 157 thousand dinars per 100 dollars, a difference of 25 points from the official price of 132 thousand dinars per 100 dollars.

 

Private banks are accused of taking over the largest part of the currency selling window, especially for the cash dollar, which has become extremely difficult for travelers to obtain, which forces them to buy the dollar from the parallel market, while the travelers’ share of the dollar in these banks goes for the purpose of speculation.

The exchange rate in the parallel markets is still recording a significant increase compared to the official rate, while the dollar exchange rates in Iraq have not witnessed stability despite the attempts of the government and the Central Bank to control the exchange rate in the parallel (black) markets.

 

The power of the dollar, the head of the chambers of commerce in Diyala, Muhammad Al-Tamimi, said in an interview with “Baghdad Al-Youm” that, “about 8 months ago, the Central Bank set an official exchange rate for the dollar, but the truth is that the parallel market has become more powerful, and the difference between them is very high, and it is burdening the shoulders of millions of simple and poor people.” Wondering where the Central Bank’s procedures are.”


Despite the approval of the country's general budget, and the Central Bank selling more than $200 million per day, many questions are being asked about the reason for the continued rise in the exchange rate.

 

Corruption and complaints

 

Al-Tamimi added, “The dollar breaking the exchange barrier of 160,000 dinars for every 100 dollars calls for reconsidering the plans of the Central Bank and making changes that contribute to correcting the situation in a way that does not lead to exhausting the markets and raising prices to alarming levels,” pointing out that “even simple measures are taken to secure the dollar.” At the official price for multiple packages, they did not arrive correctly, and there are negatives and corruption, and the complaints are countless.”


Al-Tamimi pointed out that "the Central Bank's efforts to reduce the parallel market are ink on paper. The evidence is that the level of difference between them is very high, and all indicators indicate that prices are on their way up, which means more pressure on the markets."

 

Prime Minister Muhammad Shiaa Al-Sudani repeatedly confirmed that the exchange rate would decline immediately after the approval of the country's general budget, which was confirmed by many government officials over the past months, but that has not happened so far.

Shafaq News/ On Thursday, the Central Bank of Iraq issued a directive to Class A exchange companies regarding travelers obtaining dollar currency at four airports inside the country.

 

Deputy Governor of the Central Bank, Ammar Hamad Khalaf, said, according to an official letter, a copy of which was obtained by Shafaq News Agency, that “the Central Bank directed the A-class exchange companies to facilitate travelers’ access to the dollar currency through their companies and by opening offices in (Baghdad) airports.” - Basra - Najaf - Erbil).

 

Khalaf addressed companies wishing to open an office in one or more of the above airports, depending on the geographical area of the spread of their branches, by “submitting their applications to the Central Bank, specifying the airport in which they wish to work.”

 

The Central Bank of Iraq decided, earlier today, Thursday, to suspend the “Western Union” international financial transfer service until further notice.

 

The bank's governor, Ali Al-Alaq, had decided last September to limit internal commercial transactions to dinars instead of US dollars, with the exception of those delivered to travelers.

Shafaq News/ The representative of the State of Law coalition, Arif Al-Hamami, expected today, Friday, that the exchange rate of the US dollar against the Iraqi dinar will decrease during the next few days.

 

Yesterday, Thursday, the dollar prices were recorded at the Al-Kifah and Al-Harithiya stock exchanges, 160,400 dinars for 100 dollars, according to Shafaq News Agency correspondent, while the selling price in the exchange shops in the local markets in Baghdad reached 161,500 Iraqi dinars, while the purchase amounted to 159,500 dinars for every 100 dollars.

 

As for Erbil, the selling price of the dollar in banking shops was 160,400 dinars, compared to 100 dollars, and the purchase price was 160,300 dinars, compared to 100 dollars.

 

Al-Hamami said in an interview with Shafaq News Agency, “The State of Law bloc seeks in all ways and urges the government to take the necessary measures to reduce the exchange rate of the dollar, because of its direct impact on the people, especially the poor and middle classes.”

 

Al-Hamami confirmed that “there are ongoing communications with the government, the Central Bank, the Prime Minister’s Office, and the Parliamentary Finance Committee in this regard.”

 

He added, "Government measures are continuing to reduce the dollar, including preventing smuggling outlets and opening outlets to sell the dollar at airports, but there are external circumstances that put pressure on the government, and the global situation also has an impact on the status of the dollar in Iraq."

 

He explained, "Previously, the dollar rose more than the current price and then fell again, so we hope that the dollar exchange rate will decrease during the next few days."
