Adel also pointed out that "in the last visit of the regional government delegation headed by Prime Minister Masrour Barzani, a set of understandings took place between him and the head of the federal government, Muhammad Shia' al-Sudani, stressing that there are points of contention between Erbil and Baghdad, but the dialogues will continue between the two sides to overcome them." And he went on to say that "the dialogues will continue on the budget, as well as that pertaining to the legislation of laws included in the agreement concluded between the forces and political parties involved in the state administration coalition, which resulted in the formation of the Iraqi government and has become a program for it." Adel stressed that "there are positive indicators and understandings to move forward in resolving the disputes and outstanding issues between Erbil and Baghdad, including bridging security gaps in conflict areas, and applying Article 140 of the Constitution, which if implemented, many problems would have been resolved in addition to the Sinjar Agreement."
