Mustafa Fahs

Iraqi Prime Minister Mustafa Al-Kazemi succeeded in his quest between Riyadh and Tehran; As the two capitals are close to carrying out a diplomatic plan that breaks the ice between them after months of discussions that were surrounded by Baghdad in complete secrecy, and even the two sides (Iranian and Saudi) were satisfied throughout the previous period with short statements of positive content away from any detail in order to ensure its success. It is noteworthy that since Baghdad revealed in April 2021 the first round of discussions between Riyadh and Tehran, and so far, all concerned have not given dates for the end of their work, nor have they set binding time ceilings, which provided Baghdad with sufficient time to complete its mission.

Tehran (AFP) - Iran has been informed of Saudi Arabia's agreement to move the dialogue aimed at restoring the relations severed for years between the two regional rivals from the security level to the political level, according to what its Foreign Minister Hossein Amir Abdollahian said.

In addition, the Iranian minister confirmed that the UAE and Kuwait intend to raise their diplomatic representation in Tehran to the level of ambassador soon, after reducing it following the severing of relations between Iran and Saudi Arabia.

The two countries held five rounds of dialogue in Baghdad starting last year. The last round was held in April, and was attended by officials from the Secretariat of the Iranian Supreme National Security Council and the Saudi Intelligence Presidency, according to press reports.

"With regard to Saudi Arabia, we conducted five rounds of negotiations, mainly on the security level, and progress has been made in these negotiations," Amir Abdollahian said, in an interview with state television on Thursday night.

He added, "Last week, we received a message from the Iraqi Foreign Minister (Fouad Hussein) that the Saudi side is ready to transfer the talks to the political and public level, and we have expressed our readiness for the talks to enter the political stage."

He expressed his hope that this would lead to "the return of diplomatic relations between Saudi Arabia and the Islamic Republic of Iran to normal."

Saudi Arabia cut ties with Iran in January 2016, after its embassy in Tehran and its consulate in Mashhad were attacked by protesters over Riyadh's execution of the Saudi opposition Shiite cleric Nimr al-Nimr.

Dialogue sessions between the two countries began in April 2021, facilitated by Iraqi Prime Minister Mustafa Al-Kazemi, who has good relations with both sides.

Al-Kadhimi visited Riyadh and Tehran in June as part of efforts to facilitate dialogue, and stressed the importance of "the stability of the region."

The Islamic Republic and Saudi Arabia are the two most prominent regional powers in the Gulf, and they are on opposite sides in most regional files, most notably the conflict in Yemen, where Riyadh leads a military coalition in support of the internationally recognized government, and accuses Tehran of supporting the Houthi rebels who control large areas in the north of the country, most notably Sanaa.

Likewise, Saudi Arabia expresses its concern about Iran's regional influence and accuses it of "interfering" in Arab countries such as Syria, Iraq and Lebanon, and is concerned about its nuclear program and missile capabilities.

Amir Abdollahian's statements regarding dialogue with Riyadh come days after the UAE confirmed that it was looking into appointing an ambassador in Tehran, after it reduced its representation following the severing of Iranian-Saudi relations.

"We are already discussing the issue of sending an ambassador to Iran," said Anwar Gargash, advisor to the Emirati president for diplomatic affairs, stressing, in statements to reporters, the need to reduce the regional "escalation."

The Iranian minister confirmed that "the UAE has decided to send an ambassador to Tehran," expecting this matter to happen "soon."

He also reported a similar Kuwaiti move.

"Kuwait presented its ambassador and we agreed (on his name). The new Kuwaiti ambassador will arrive in Tehran in the next few days," he said.

And Irani indicated that "the sixth round of negotiations between Iran and Saudi Arabia was supposed to take place last month in Iraq, which would naturally have culminated in a meeting between Foreign Minister Hussein Amir Abdullahian, with his Saudi counterpart Faisal bin Farhan, immediately after the end of the round, in the event that they were invited by the The host country for the consultations.

On Tuesday, the Kuwaiti newspaper Al-Rai quoted an Iranian as saying: "After the recent events in Iraq, it is natural to wait until the host country is ready to host and manage negotiations."
