On Wednesday, the spokesman for the General Secretariat of the Council of Ministers, Haider Majid, announced the details of the Iraqi-Chinese agreement.  

Majid said in a statement that "Nass" received a copy of it, (December 15, 2021), that "the first contract that was signed within the Iraqi-Chinese framework agreement is the project to develop Nasiriyah International Airport, and the project will be started soon, after the foundation stone has been laid."  

He added, "The second contract is a project to establish 1,000 model schools in all governorates, as a first stage out of 7,000 schools, and it will be signed very soon."  

And he indicated, "The rest of the projects proposed within the plan, the Sadr City development project, to create 90,000 housing units, energy and infrastructure projects, and the agreement entered into force."

In a report published on "Beijing's bets and investments in Iraq," the newspaper said that Chinese government companies signed an agreement with the Iraqi authorities to build 1,000 schools, indicating that Baghdad hopes to restore the education system destroyed by war with the help of the People's Republic of China.

They can bluster, saber rattle & play all their brinkmanship games they want...while everyone else is focused on these issues, China is subtlety & at times in the open, taking over key & strategic countries all over the world—Economically 

 

Putin/Ukrainian issue - he’ll get what he wants by squeezing this issue like a grape. He risks allot by invasion, he’s crafty/he’s KGB. Winter offensives are perfect for Armored assaults. We know he’s amassed heavy armor on the border. 
 

The Brandon Administration ( largely hell bent on absolute control over the USA population & pawns of China ) is focused on the Ukraine. China appears not to be our focus; the exception is some in Congress have been very outspoken in this but largely are ignored.

 

If Putin doesn’t move on the Ukraine this winter, the spring thaw could mire much of his armor in mud, slowing the attack leaving his forces vulnerable. This leaves mid summer/early fall when the ground is harder able to support heavy metal.
 

Let’s see what he really wants. Meanwhile China rolls along in the M.E. ( Silk Road ), Asia & Africa, S. America & even in the USA. They’re a patient people & we’ll be left just a third world country in the future...unless the USA can grow a pair

There is no doubt that China relies in its diplomacy on soft power and non-interference in the internal affairs of countries and its indifference to the issue of human rights. It is pragmatic in its foreign policy.  It is noteworthy that China is the main creditor of three African countries, namely the Democratic Republic of the Congo, Djibouti and Zambia, while it acquires a large proportion of the external debt of other African countries, amounting to about 32 percent.

According to Chinese official data, the value of Beijing's loans to the continent last year amounted to 50.8 billion dollars.

Beijing has lent African countries billions of dollars as part of the "Belt and Road" initiative launched by Chinese President Xi Jinping in 2013, including $5 billion to build a 480-km railway from the Kenyan port city of Mombasa to the capital, Nairobi.

 

In the last decade, Arab countries have become thirsty for investment and money, especially countries such as Iraq and Egypt that have emerged from a war on terrorism and internal turmoil.

These countries tended to search for investment that is no longer easily available, because every country in the world, in light of the current crises, wants to attract money to it, and not pump it into another country, not to mention that most Arab countries do not have the appropriate infrastructure.

However, there is a client, which is China, that is ready to invest in these countries, in the form of loans, but will not often pump it as liquid money into the state treasury, but offers to implement certain projects, with its companies and workers, and then calculates the cost, as a debt with interest close to the private market price, The debt is contingent upon guarantees and assets owned by the state, such as obtaining oil, for example, in return for project financing and interests.

On September 23, 2019, the former Iraqi Prime Minister, Adel Abdul-Mahdi, during his visit to China, headed a high-level delegation, signed the controversial “Iraq-China agreement.”

Iraqi economists and political experts believe that Chinese loans come as part of the soft nibbling policy practiced by China in the Middle East, and the issue is too big to be limited to economic loans, as it comes as a Chinese strategic direction to dominate the third world countries and thus complete control of that The countries are economically, politically and geographically.

The two parties stressed, "It is necessary for the next government, whatever it may be, to focus on reviving the economic situation in Iraq, and that the file of the Chinese agreement, especially the Silk Road, be a priority away from political strife, and that this demand be based on a national sovereign decision."  

At the end of the meeting, the two sides commended the "people's efforts being made to advance the Silk Road project and the Chinese agreement, and the continuous education to remove this great project and its great importance will contribute to advancing the Iraqi economy forward."

An economic agreement between Iraq and another country did not arouse any controversy and media clamor like the Iraqi-Chinese agreement that was signed during the former Prime Minister’s visit to China on 9/23/2019.

And this agreement is one of the previous pivotal bilateral agreements that started since the resigned Prime Minister received the portfolio of the Ministry of Oil during the presidency of Haider Al-Abadi.

Some who wish to discuss only analyze matters from one side, which is the aspect of acceptance, without analyzing the contents of the agreement that took place, its content, and its focus on mortgaging Iraq’s oil and the economic collapse that followed it.

To discuss the issue, we have to analyze the reality of the Iraqi economy since the year of change in 2003. The Iraqi economy neglected the developmental aspect of the economy and strengthened its consumer aspect.

Where he invested oil resources in operational budgets, where 100,000 barrels of oil per day must be reserved and placed in a credit account in one of the Chinese banks, through which the disbursement will be made to companies that implement projects in Iraq, according to what is approved by the Iraqi Ministry of Planning and with a credit ceiling of 10 billion. That is why China offers loans operational, in addition to the existence of penal terms, meaning that Iraq cannot exit the agreement easily, knowing that Iraq has signed 8 agreements and the duration of the agreement is 20 years.

The question is why did Iraq choose China for its economic renaissance?

The answer is that China has a technological and operational capacity

Reports indicate that oil funds have been deposited since 10/1/2019, as their cumulative amount reached half a billion dollars, with China ready to provide a credit of 10 billion dollars, and the first project was supposed to start, but the resignation of the (Abdul-Mahdi) government prevented that.

The Sino-Iraqi agreement, known as "oil for reconstruction", raises a lot of controversy in the Iraqi street.

Especially with Beijing's attempt to expand its influence in Iraq, by exploiting its good relations with Iran, in the fields of energy, reconstruction, bridges, housing projects, and others.

However, many specialists in the economic field question the feasibility of Chinese projects, and some even consider them harmful to the Iraqi economy.

And that Iran is pressing for the implementation of the Sino-Iraqi agreement, which will mortgage Iraq's economy, knowing that all the projects implemented by Beijing are very poor, and do not match international standards.

The Iraqi-Chinese agreement aroused great controversy in Iraq, due to the refrain from presenting it to the public opinion, or putting it before the Iraqi parliament, for the purpose of viewing and voting on it.

There are several problems in the Sino-Iraqi agreement, the first of which is that it obliges Iraq to supply Beijing with crude oil, in exchange for the latter's establishment of projects with Iraqi funds, and not the expansion of Chinese investments, as parties close to Iran are trying to deceive citizens.

In September 2019, the governments of China and Iraq signed a multilateral agreement, at the conclusion of talks held in the Chinese capital, Beijing, during the period in which Adel Abdul-Mahdi assumed the presidency of the Iraqi government.

The government of resigned Prime Minister Adel Abdul-Mahdi announced the signing of eight agreements and memoranda of understanding in the fields of infrastructure, communications, industry, security and energy.

And according to economists, the agreement includes China lending the Iraqi government more than hundreds of billions of dollars on the condition of guaranteeing and mortgaging Iraqi oil for the next 50 years to repay the loan with the benefits arising from it.

And this agreement will put the economy of Iraq and the future of its future generations at risk if these clauses are proven in the agreement that was signed.

But there are those who went further and linked this agreement to Iran and saw the China agreement as an economic rescue plan developed by Iran and imposed on the Iraqi government in order to finance its economy from the Iraqi money subconsciously, as it has been doing for years.

There is no doubt with certainty that from that time until this moment all Iraqi forces close to Iran started a campaign on social media and its media channels to promote the importance of the agreement with China.

Chinese companies have been working in Iraq for years that may exceed a decade, and they focus a lot on projects related to oil and its derivatives or logistics services related to oil extraction operations in the regions of southern Iraq rich in natural resources.

But these companies, which have annual investments worth billions of dollars, are almost absent from oversight, and among the practices carried out by Chinese companies in Iraq are tax evasion and the payment of bribes, and in 2020, one of the Iraqi parliamentarians stated that the Integrity Committee will investigate files of corruption and evasion A tax tax belongs to the Chinese company operating the “Al-Ahdab” oil field, which owes $180 million to the Iraqi government. And in cooperation with some influential people in the Ministry of Oil and the General Tax Authority, to pay the financial dues owed.

A number of Chinese companies are working in Iraq in the Iraqi oil fields, most notably the “CNPC” company, which signed in 2008 a 23-year contract to develop the field, and it is one of the companies accused of tax evasion and offering bribes to Iraqi officials.

With the presence of Chinese companies in Iraq for more than a decade, their work has not been clear on the ground, and there has been no tangible change in the level of services in the country, although they put reconstruction and community assistance programs and development programs in the items of their offers, but this did not get up to this point.

". 

The department stated, "The share of Al-Diwaniyah Governorate is (61) schools distributed in all districts and sub-districts of the governorate," noting that "the stages of completion are proceeding at an escalating pace, and that all the received sites are open and continuous work is in accordance with the required technical specifications."

She added, "The logistics of work from the security and technical aspects in the work sites are fully secured by the security services in the governorate and all relevant departments." 

During the tour stops, the representative of the General Secretariat of the Council of Ministers conveyed the greetings of the Secretary-General, Al-Ghazi, to the Iraqi and Chinese staff working in the implementation sites, reminding them that the Secretary attaches great importance to this vital project, which will provide a great service in the education sector, by entering the students into an experience Learning within urban spaces designed with modern, efficient and high-quality urban methods, and urging them to make more efforts to complete the construction of schools according to the time limits specified in the contract clauses.

Shafaq News/ Today, Saturday, Iraqi Prime Minister Mustafa Al-Kazemi laid the cornerstone of a school project within the Iraqi-Chinese agreement.   

 

Al-Kazemi's office said, in a brief statement received by Shafaq News Agency, that the latter laid the foundation stone for the first phase of the school buildings project, which includes building 1,000 model schools throughout Iraq, within the Iraqi-Chinese agreement.

 

In mid-December 2021, the Iraqi government announced the signing of 15 contracts with the Chinese side to build 1,000 schools in different parts of the country.

 

On the twenty-eighth of November 2021, the Iraqi military authorities reported a security alert to protect Chinese companies implementing a project to build 1,000 schools across Iraq.

 

The Joint Operations Command said, in a statement issued at the time, that the Deputy Operations Commander, Lieutenant-General Abdul Amir Al-Shammari, met with deputy operations commanders and police commanders about building a thousand schools across Iraq, stressing that all units will be on alert, to protect Chinese companies and remove abuses on overrun lands. .
