The United Nations Development Program suggested that the budget deficit in Iraq will reach an unprecedented level in 2020.

(2) Supporting the non-oil private sector in achieving growth and reducing dependence on oil, while continuing to provide job opportunities for a large number of the most vulnerable and low-income families by expanding the scope of social assistance programs.

Zina Ali Ahmed emphasized that "the United Nations Development Program and its partners are ready to support the government of Iraq in implementing these measures, to achieve economic stability and ensure the protection of the most needy people."

The report continued, "The impact of the oil crisis and Covid-19 on the fragility of Iraq," which was issued in August 2020.

While the Shiite forces are working to impede the holding of early legislative elections on the date set by Prime Minister Mustafa Al-Kazemi in June 2021, through parliamentary procedures, they are taking parallel steps to prepare for the next elections, should they be held.  

  

Shiite forces and the upcoming elections  

The upcoming election season in Iraq will not be similar to the rest of the previous election seasons, in terms of clarity of ideological political identities, and the revealing of sectarian or ethnic-oriented goals that the previous election campaigns followed, especially by the radical Shiite forces known for their sectarian rhetoric of a political nature.  

It seems that the protest movement in Iraq has turned the balance of the political and electoral process in particular. Most of the Shiite forces began to evade in their speeches towards the public who were angry about the general situation in the country, and the evasiveness reached the point of blurring the political identity of the parties through the formation of alternative or auxiliary entities to their parent entities, in order to get out of the next election battle with the least losses, and to preserve what remained of Decrepit power gains in Iraq.  

The failure of the forces of Shiite political Islam to lead Iraq towards safety and stability, in achieving services for its citizens, and in the country’s dependence on Iranian decisions and interests, imposed on it to move towards raising civil or regional signs, perhaps approaching the sentiments of the inflammatory local street and demonstrating against the practices of the Shiite dominated authority 17 years ago.  

The forces of political Shiism, with its two parts "loyal" to Iran or those opposing it, have been working for months to prepare their future political conditions in line with the new reality. It began to feel the danger in light of the growing base of popular protest, whether in the demonstration squares or on social media, and today it is gathering its ranks and thinking about how to participate in the upcoming elections and under what electoral name or identity.  

In this regard, the following may be noted:  

Badr organization seeksLed by Hadi al-Amiri and with a strict ideological structure, to enter the elections under a civilian banner; Al-Amiri is trying to get close to small civilian forces (losers in every election, such as the National Democratic Party and the Arab Socialist Movement) to come up with an electoral list with "patriotic" features that removes from people's minds the well-known militia-affiliated ideological character of the organization, especially since Al-Amiri began to present a different political discourse. As for the rest of the leaders of the state factions, as he has recently called for the necessity to impose the prestige of the state, and to support the decisions of the transitional government (the government accused of Americanism by Amiri's allies), as stated in his last statement on August 31, and the media platforms of the Badr Organization are now dealing with current events In a different way, in terms of moving away from the language of betrayal and sectarianism (for example, the Badr Organization platforms and their means of support did not participate in the attack on the "Degla Tarab" channel  

As for the pro-state factions , which include Asa'ib Ahl al-Haq, the Imam Ali Brigades, the Sayyid al-Shuhada Brigades, the Sindh Movement, the Jihad and Building Movement, and the Iraqi Islamic Supreme Council, they are working to establish a new electoral formation under the name A "patriotic jihadist" with regional goals, to win the mood of the Iraqi voters in the southern provinces and the central Euphrates. These factions exploit the regional tendency and mobilize against regional and national competing forces, especially against the "forces of the Kurdistan region"; These factions link the injustice of the southerners and their deprivation of services and a decent life with the blame of the Kurdish forces that "subsist on the oil and goods of the Iraqi south," according to the discourse currently prevailing among the residents of the southern oil-producing provinces, which is increasingly evident today in the discourse of the pro-state representatives and the state media in general.  

Since the last elections, the "State of Law" coalition led by Nuri al-Maliki has tended to support a youth line represented by Maliki's son-in-law, Karbalai MP Yasser al-Maliki, who heads a youth movement under the name of "Al-Bashaer". This young MP is trying to rehabilitate himself again for the upcoming elections, by adopting a media discourse that ostensibly opposes the discourse of "no state", criticizes the proliferation of weapons, and supports the civil state. The aim behind this is to draw the attention of young people in the strongholds of the public, who previously elected the State of Law coalition heavily, especially in the cities of Karbala, Najaf, Babylon and Diwaniyah.  

Form the stream of "wisdom"Led by Ammar al-Hakim, in the recent period, a parliamentary bloc called “Iraqis” that includes deputies from the “Irada” bloc led by Hanan al-Fatlawi and the “Al-Nahj” bloc (the formerly the Virtue Party bloc); To support the transitional government within parliament. The "wisdom" is the most volatile current of each election season in terms of political renewal. This time he attempted to produce a shadow stream for his official current; As he entrusted one of its former leaders, Salah Al-Arbawi (the executive office official in the Wisdom Movement, who announced on April 24 his withdrawal from Al-Hikma because he was not convinced of party work, as he stated), to lead a new movement under the name of "awareness"; To win over the protesting youth and influential figures in traditional and social media. Al-Arabawi scored remarkable successes in leading the new trend by attracting a group of famous people in the media and social media, such as "Ali Wajih", "Khatam Al-Gharawi" and "Saqr Al Zakaria"

The "awareness" and "wisdom" streams could converge under an electoral umbrella that brings them together and the forces allied with them in the "Iraqi" bloc, and go down in a consensual formula, the biggest winner is Hakim's official party after it receives the votes of its small allies.  

As for the "victory" coalition led by Haider al-Abadi, it has not yet created a shadow current for it. Because the strategy of this alliance is based on addressing the Shiite civilian public in the capital, Baghdad, and the cities of the Middle Euphrates in particular. The coalition is trying to build on its main faces, such as its leader, "Haider al-Abadi," and the prominent Najafi leader, "Adnan al-Zorfi."  

  

Liquidation and intimidation operations  

The pro-state forces fear the repercussions of the popular protests, which have started since the first of October 2019, against their deep existence and authority (as the protests, with the support of the Shiite religious authority, forced the government of the Fatah Alliance headed by Abdul Mahdi to resign). Among the possible secretions is the export of popular figures who are acceptable to the protesting public to compete in the upcoming elections with the radical forces that hold power. Several active personalities have emerged in the demonstrations in the southern governorates and the central Euphrates, and have become an important media and public resonance.  

With the close of the first anniversary of the protests, and the fear of investing their momentum again in early elections, militant Shiite parties are on a state of alert, especially after the many popular demands that a political gathering be formed from the womb of the protests competing with traditional politicians for power through the next election arena.    

 The armed groups with political cover did not like the emergence of civilized figures in the southern governorates, which are supposed to be their guaranteed arena. Therefore, they deliberately disturbed the security situation in the governorates of Basra, Maysan and Dhi Qar by carrying out a series of assassinations that targeted southern figures active in the protest movement, it was hoped that they would participate in the elections, and those operations also led to intimidation of all activists in those governorates (some of them left to Turkey or the Kurdistan region as a result of receiving a threat or fear of being liquidated later). Weakening the protest movement and intimidating the sympathetic public has become a strategic goal of the armed groups, as they kill two birds with one stone. Clean up the square from potential competitors, and put the Iraqi government in a spiral of security embarrassment in front of the public who are indignant over the entire situation.  

Last August was considered the month of the security setback in the cities of southern Iraq, due to the insecurity and the control of armed groups that there is almost unanimous support behind the assassination of civil society figures in those cities. According to the High Commission for Human Rights in Iraq, the number of assassinations for that month was "nine assassinations" in the governorates of Basra, Maysan and Dhi Qar.  

The southern Iraqi cities are considered the electoral arena for the pro-Shiite factions in particular, and the recent assassinations of the active activists are in their interest by spreading a state of terror and intimidation to all competitors in the upcoming elections (according to the belief of these factions). The security turmoil also leads to a state of popular breakdown, and an increase in the electoral boycott of the masses opposing the ruling forces, which makes the balance tilted in favor of electorally loyalists, after ensuring the broad participation of its public in exchange for the boycott of its opponents.  

  

Election date and blocking of the procedure  

The calls of some Iraqi political blocs for the necessity of holding legislative elections "earlier" than the date set by Prime Minister Mustafa Al-Kazemi on June 6, 2021, were nothing but an outbidding and attempt to win the friendliness of the street that boils over the repercussions of the failure of the political system in the country. Betting on holding early or early elections requires the passage of important laws; Most notably, the "elections law" and "the law of the Federal Court" (the body that approves election results), while the Iraqi political consensus on important laws usually requires long dialogues of up to months, especially since the election law faces great complications related to the form of dividing electoral districts. Individualism, which has become the focus of heated debate between the various political blocs.  

The political forces are still procrastinating in the implementation of these laws, which reveals the unwillingness of the Shiite blocs that hold power to hold actual elections at the present time, and this is due to the following:  

Fear of the escalating protest climate against it until now, which would negatively affect its electoral results.  

Its need for sufficient time to organize its internal ranks, in parallel with the protest movement bulldozing its symbols and destroying its image in the eyes of its audience.  

Work to bring down opponents and competitors, and wager on the failure of the existing government, which seeks to expose the corruption of the parties in control of previous governments.  

The shadow currents also need time to prove themselves and convince the public of their rhetoric and goals, in order to reach the desired electoral results.  

Accordingly, disrupting the holding of early elections will be an option for the Shiite forces, especially the states, and they will often work to exploit security gaps and further increase the security turmoil, specifically in their areas of influence in southern and central Iraq, as well as obstructing the passage of the necessary laws regarding elections within the House of Representatives, to prevent elections from taking place in early time.  

  

Expectations  

So far, it does not seem that the Shiite forces, whether loyal or anti-Iranian, will lose their positions in the political scene even if they suffer from a decline in the number of their representatives in early elections, for several reasons, the most important of which are:  

The protest movement has been unable, until now, to sort leaders with charisma and an inspiring vision for the masses of people who have gone out to demonstrate for months, in a way that motivates and mobilizes them in order to vote for a new electoral list.  

The state of rupture that began to hit the wings of the protest movement, for personal and regional reasons, as well as the natural rivalries in the front of the movement.  

The security pressure that civilian activists are subjected to through assassinations and intimidation, as well as smear campaigns and incitement against the Iranian media in Iraq, and social media that state electronic armies have come to control by flooding them with sectarian hashtags.  

The uncertainty surrounding the date of holding the elections has become clear that it confuses the calculations of the anti-ruling forces camp, and encourages them to slow down in mobilizing their energies to communicate between the main sit-in and protest squares, in order to crystallize the nucleus of an alternative project capable of attracting the electoral bloc that boycotted the last parliamentary elections, which are no less than 60 % Of all citizens who are entitled to vote.

{Baghdad: Al Furat News} The head of the Women and Childhood Parliamentary Committee, Maysoon Jasem Al-Saadi, revealed proposals to amend Article 57 of the Personal Status Law of 1959 related to the provisions on custody of children between the father and the mother, between whom divorce was differentiated.

Al-Saadi said in a press statement, "At the beginning of the legislative term, we were surprised that there was a paragraph for voting related to amending Article 57 of the Personal Status Law, and because the concerned committees were not aware of this, we submitted a request to the Presidency of the Council of Representatives to wait and lift the paragraph after the deliberation after the meeting of the four competent parliamentary committees." Women, human rights, civil society organizations, endowments, and religious affairs) in addition to the Legal Committee, convey the majority opinion that custody remains for the mother, but not as it was in the past.
She added, "There is a suggestion that custody be equal between a man and a woman, meaning seven years for the mother and seven years for the father, with some modifications related to witnessing and accompanying, in the case of the marriage of a divorced or widowed woman."
Al-Saadi acknowledged that “despite the mother’s entitlement to custody of the child, there is a grievance to the father by watching the child for two hours in the execution cycle, so we are with the modification of viewing, and changing the place and time, and the suggestion was that watching be 48 hours, that is, two days a week, and that there be leave Quarterly at the end of each year to accompany the child by the father, and the mother’s participation in raising the child during her custody period.
She indicated, "The task of examining the amendments has been assigned to a small committee consisting of 10 deputies from the five concerned parliamentary committees mentioned above. It is expected that this small committee will submit its final recommendations within 15 days to be presented for the first reading."
On September 18, fathers demanded the House of Representatives to amend Article {57} of the Personal Status Law in effect regarding the right to custody of children in cases of marriage and after divorce, which would also grant them the right to custody of children.
It is noteworthy that Article 57 of the Personal Status Law in Iraq states the following: 
1 - The mother has the right to custody and upbringing of the child in the event of marriage and after separation, unless the child is harmed by that.
2- It is required that the incubator be an adult, rational and faithful, capable of raising and maintaining the child, and the custody of the divorced mother does not drop by her marriage, and the court decided in this case that neither mother or father is entitled to custody in light of the interest of the child.
3- If the incubator disagrees with the person who is obligated to spend on the foster care fee, the court's capacity is not to judge the wage of the incubator as long as the marital status is still in place or the wife is on the waiting period from a revocable divorce.
4- The father does not consider the affairs of the fostered child, his upbringing, and his education until he is ten years old, and the court may authorize the extension of custody of the child until he completes the fifteenth, if it is proven to it, after referring to the specialized medical and popular committees, that the interest of the young child requires that, provided that he does not stay overnight except with his incubator.
5- If the child in custody has completed fifteen years of age, he shall have the right to choose to reside with whomever he wants from his parents or one of his relatives until he completes eighteen years of age, if the court forgot him of maturity in this choice.
6- The incubator whose custody has been terminated by a ruling may request the recovery of the child from her if it is proven that the child was harmed during his stay with him.
