Economist: The money wasted in the outlets since 2003 until now is estimated at about 100 billion dollars

Economist Abdul Rahman Al-Mashhadani confirmed, on Tuesday, that the money wasted at the border outlets since 2003 until now is estimated at about 100 billion dollars, indicating that between 5 and 6 border outlets with Iran are losing control of the country after six in the evening.

In a press statement, Al-Mashhadani said, "The country's border revenues can include a large part of the country's current crisis, with taxes and customs duties forming the most important part of non-oil revenues in IraqIndicating thatIraq It has about 22 border outlets represented by land and sea ports and airports, but all these outlets did not meet the expected revenues that are supposed to be included in the general budget.

He added, "What has entered the budget for these revenues over the past years does not exceed a quarter of the assumed real income, except for some years in the period of the former Prime Minister. Haider al-AbadiAnd, especially between 2016 and 2017, when the country's achieved revenues increased to about $ 3 billion, pointing out that the money wasted through the border outlets since 2003 until the moment is estimated at $ 100 billion.

Al-Mashhadani attributed the reason for this to "the widespread corruption within the border outlets in a large way, in addition to the hegemony of some influential political parties that possess armed arms," noting that "between 5 and 6 border outlets with Iran The state loses control over it after six o'clock in the evening, as well as smuggling through unofficial outlets, in addition to customs exemptions for many goods for governmental and non-governmental agencies such as import operations and other exemptions under many addresses. The Parliamentary Economic Committee criticized the Parliamentary Economy and Investment Committee, on Tuesday, calling the Finance Minister Ali Allawi to take a two-year austerity policy , stating that the government should start with financial and administrative reforms first to be visible to all.
Committee member Nada Shaker Jawdat said in a statement that “the meeting that Prime Minister Mustafa Al-Kazemi held yesterday with the Finance Committee did not address the issue of resorting to austerity policy”, noting that “what the Minister of Finance announced regarding thinking of adopting austerity policy for two years is incorrect It is the first of it and of the government collectively that they undertake financial and administrative reforms first and they are able to get out of the financial crisis.
Jawdat pointed out that "the expenditures of the three presidencies should be reduced significantly and stop the extravagance in these presidencies, which will provide tremendous funds to the treasury through strict measures and steps, as well as full control of border crossing resources and receipt of oil money from the region."
She stressed the necessity of "controlling the currency auction and other resources such as collecting government taxes that will generate significant funds for the state if it prevents the corrupt from continuing to dominate it", explaining that "the government should follow up and recover all the looted funds and put them in the treasury of future generations."

Tehran awaits "very important" visit to Al-Kazemi and expects "positive effects"

ARBIL (Kurdistan 24) - An Iranian official said on Tuesday that his country was awaiting the first visit of Iraqi Prime Minister Mustafa Al-Kazemi to Tehran soon, and expected that the visit, which he described as very important, would result in "positive effects" between the two sides.

Al-Kazimi intends, during the coming period, to make his first foreign trips with his country's urgent need to overcome an economic crisis in light of the outbreak of the Corona virus.

The semi-official Fars News Agency quoted a member of the board of the Iranian-Iraqi Chamber of Commerce, Hamid Hosseini, as saying that Al-Kazemi's visit is "extremely important and would reflect positive effects on the level of political and commercial relations" between the two sides.

The Iranian agency stated that Hosseini made this statement while replying to "the upcoming visit" of Mustafa Al-Kazemi to the Islamic Republic.

If the visit materializes, it will be the first for Al-Kazemi to Tehran since he took office as Prime Minister in May of this year.

The Iranian official did not specify any date for the visit, nor was there any official confirmation from the federal government about the visit, at a time when reports indicated that Al-Kazemi plans to visit the United States during the month of July or August to enter the second rounds of the strategic dialogue .

About a week ago, Al-Kazemi announced that his country stood by Iran in its difficult circumstances, and stressed the need to resume trade exchange between the two sides. This came during a meeting with Al-Kazemi with the head of the Iranian Central Bank, Nasser al-Hamati, in Baghdad.

The trade exchange between the two neighboring countries decreased significantly due to the spread of the Corona virus and the huge economic and financial losses that it left amid the drop in oil prices.

Kurdish deputy: Kurdistan Region delegations no longer ask Baghdad about the application of Article 140

{Baghdad: Al Furat News}, the Kurdistan Democratic Party’s deputy, Ardlan Nur ad-Din, affirmed that all Kurdish delegations that came to the capital, Baghdad, no longer asked about the implementation of Article 140.

Nour El-Din {for Al-Furat News} said that “the number of Kurdish delegations increased recently as a result of the increase in the number of problems between Erbil and Baghdad, and the solutions that were put forward in time and that ended with the end of the prime minister’s session.”
He added, "Since 2013, we are suffering from financial problems, and the employees in the region are not receiving their salaries correctly, just as the employees of Baghdad and the provinces are receiving."
Nour El-Din said that "the visit of the President of the Kurdistan Region, Nechirvan Barzani, to Baghdad came for two reasons, the first of repeated attacks by neighboring countries on the region and being sovereign, it concerns the federal government, and the second economic problems in the region and cut the budget."
He pointed out that "the will of the region's government today towards resolving the differences with the federal government once and for all, and we touched the spaciousness of Sadr Al-Kazimi's understanding of the region's problems," recalling "Previously we were asking about the application of Article 140 and today we are asking the dues of employees in Kurdistan and the budget for that same problems has not changed There is no clear will to resolve it. "
Noureddine concluded his speech by saying that "the region's government needs 900 billion dinars per month to pay the salaries of employees, and what we have received from the federal government is not enough to pay the salaries of employees."
A high-ranking delegation from the Kurdistan Regional Government, headed by Deputy Prime Minister Qubad Talabani, arrived in Baghdad this morning and met with Prime Minister Mustafa Al-Kazemi and a prominent delegation from the Federal Government in Baghdad.
During the meeting, extensive discussion took place on the options of the two parties in order to reach an agreement on several financial and oil files, ports, customs, salaries and others.

Wednesday's newspapers are concerned with the borrowing and debt law of Iraq

839915-a4eed27b-b8e6-47aa-b3db-b8a75c5f2

Baghdad / Nina / Newspapers published today, Wednesday, the twenty-fourth of June, the law of borrowing and debt incurred by Iraq.

Al-Zawraa newspaper, issued by the Press Syndicate, dealt with the details of the internal and external borrowing law, the specific funds specified therein, and the size of the debts incurred by Iraq.
The newspaper quoted Member of the Finance Committee, Shirvan Mirza, as saying that the internal and external borrowing law, which the House of Representatives intends to vote on its approval in Wednesday's session, does not replace the budget bill, but was found in order to bridge the financial deficit in salaries and necessary state expenditures.
He added: The law limited the amount of money that the government will borrow by 20 trillion dinars, including 5 trillion from abroad and 15 trillion dinars from local banks at home, pointing out that the reasons required of the legislation to cover the salaries of employees and retirees and other necessary financial expenses.

He explained: The law cannot replace the budget or be a substitute for it, noting that there is a parliamentary decision obliging the government to send the budget to Parliament until the end of this month.
He stressed that there is a government insistence not to send the budget to parliament for reasons including the lack of months for the fiscal year and the lack of revenues, pointing out that the law of internal and external borrowing will be free of investment projects, but only to pay salaries expenses.

For her part, warned member of the Committee on Economy and Investment, Nada Shaker Jawdat, the consequences of external borrowing on the future of the Iraqi economy and future generations.
Jawdat said: The size of the external debt incurred by Iraq is estimated at 26 billion dollars, pointing out that the external borrowing law will have serious consequences for the Iraqi economic situation and will incur future generations.

She added: The government will borrow according to the new law $ 5 billion, meaning that the amount of debt will reach 31 billion dollars, and it will have financial benefits, and Iraq cannot pay these debts, which means that their value will increase annually and these will incur future generations and make the future of the Iraqi economy at stake.

She pointed to external borrowing, which also entails political conditions from the lender, and thus the Iraqi economy becomes a hostage in the hands of those parties, calling for not to resort to external borrowing and resort to radical solutions to confront the financial and economic crisis.

She pointed out that the government has an economic vision through the reform paper that it intends to implement, in the event that it is implemented that will generate additional money for the state, making the country does not need external and even internal borrowing, indicating that cash reserves can be used to meet the current expenses as a temporary measure until the exit from the current crisis.

For its part, Al-Sabah newspaper said that the House of Representatives is meeting today, Wednesday, in a session called for its presidency to vote on a draft law on internal and external borrowing to bridge the budget deficit.

The newspaper quoted Nada Shaker Jawdat, a member of the Economic Committee, as saying that today’s session is devoted to voting on the draft of the internal and external borrowing law, indicating its objection to the law because there are alternatives through which the government can maximize budget revenues.

Jawdat said that Iraq borrowed about $ 26 billion, which entailed consequences and financial benefits that increase with the passage of days, warning that voting on the project will mortgage the country to terms and benefits of borrowing and will shackle the government and future generations with heavy burdens.
Jawdat added that the country has many resources other than oil that can be invested to address the economic crisis without going to borrow as an accessible solution, indicating that the benefits derived from borrowing are not commensurate with the huge economic problems and burdens that will cause it.

Jawdat suggested putting three plans to cross the economic crisis, the first of which is short and fast by reducing corruption in state institutions, the first of which are border ports and ports, the collection of revenues for the state, and control of the currency auction because it is a waste of the country's wealth and hard currency.

She pointed out that it is important to collect the huge revenues of the state’s real estate in addition to controlling the region’s outlets, noting that two years ago the region did not pay the amounts of its oil exports and the federal government pays the salaries of the employees of the Kurdistan region and it is better to let the region address its problems without the state’s interference, wondering where the network revenue is Communications, which represent permanent oil, and the budget can be fed from, as is the case with tax revenues?

She added that the second plan is to start rehabilitating the stalled factories and opening investments without imposing a system that hinders investors and thus the industry is recovering, while the third stage of the plan focuses on caring for agriculture, reducing gas import, rehabilitating oil refineries, and providing gasoline without relying on import, and this will save billions of dollars and run the workforce , Calling for the establishment of a national company with Iraqi technical cadres by training, qualifying and advising international companies and establishing an agricultural industry that would support the state and the budget and cover all state expenditures from salaries and protection net in addition to raising incomes for citizens.

Al-Zaman newspaper was interested in the Jordanian foreign minister’s visit to Baghdad today and said that Jordanian Foreign Minister Ayman Safadi is scheduled to arrive in Baghdad today, Wednesday, on an official visit.
The newspaper indicated that Al-Safadi will meet during the visit with the presidents, ministers, deputies and Minister of Foreign Affairs Fouad Hussein.

Al-Safadi had visited Baghdad in the middle of last January and delivered to the Iraqi leaders a letter from the King of Jordan Abdullah II, and he held talks with Iraqi political leaders on easing tensions and working to calm and stand Besides Iraq and its support. On the
other hand , Iraq participated in the emergency meeting of the Council of the Arab League to discuss the developments in Libya, and the crisis of the Renaissance Dam.
The Foreign Ministry spokesman, Ahmed Al-Sahaf, quoted the Foreign Minister as confirming during his speech Iraq at the meeting (the need to resolve differences by peaceful means, and unify the word, to prevent foreign interference in Arab affairs) He explained that (Iraq’s position on developments in Libya is to support all regional and international initiatives that help in strengthening security and stability in sister Libya, and reject external interference in the internal affairs of Libya, And maintain its unity government and people).
Regarding Iraq’s position regarding the Renaissance Dam crisis, the Minister affirmed that (Iraq supports the rights of Egypt and Sudan in the waters of the Nile River, and supports their efforts to reach a final agreement for a fair division that guarantees their rights. The Ethiopian side calls for understanding with the Arab countries concerned to guarantee their rights in the waters of the Nile River) ./ End

Report: Al-Kazemi's white paper ... a quick solution or a waste of time

27/06/2020

Private- Mawazin News
The financial part is taking the large part of cabinet sessions and agendas headed by Mustafa Al-Kazemi, who won the confidence of the Iraqi parliament in May. To find himself in front of the maze of the rentier economy and the Corona pandemic storm that struck all the economies of the world, including the Iraqi economy.
A few days Iraq will end the second half of the year 2020, and does not have a financial budget, the first for two reasons short life of the current government , and the second failure of the previous fair government Abdul Mahdi sends the budget 2020 due to public pressure demanding the resignation of Abdul - Mahdi , and the fight against financial and administrative corruption and several other reasons. "
* The paper White
Prime Minister Mustafa Al-Kazemi recently announced the issuance of the white paper on which he said that "what you will work on, which is a paper of reform and distribution of justice to all; on this side, economic expert Muhammad Sharif talked about the existence of indications that the current government is moving towards the establishment that the American administration worked on." In Iraq, through the shocking data of the transition towards a liberal market economy led by the capitals of globalization
, Sharif told / Mawazine News: The first of these indicators and evidence related to the secrecy of negotiations with the American side, which was soon nominated to present a borrowing law that opens the doors wide to complete the debt file that It was and still is a weapon in the hands of the capitalists of globalization and their international institutions, to subjugate and subjugate civil states. "
He pointed out that "the presentation of the budget law that gives supervisory authorities the right to monitor exchange and follow-up on borrowing steps has been ignored, which means that the country is on the path to more debt due to a financial deficit claim."
Sharif added, “This economic system, which is based on the authority of the capital under the pretext of freedom, ownership and responsibility, is not bound by a system that is absent in the features of social justice.”
For its part, expert and economic researcher Salam Smismem, on the white paper, said: “We are waiting for some changes that could happen in changing the reality And the features of the Iraqi economy. ”
During her talk to Mawazine News, Ms. Sumaisem indicated that“ these changes can cost time, but in reality they need a mindset that believes in the process of moving from the rentier economy to the market economy. ” In addition to her belief in the multiplicity of funding sources for the Iraqi economy, and not only the association with oil.
Sumaisem stressed the necessity of giving more spaces to the youth and the private sector to undertake pilot projects that could enable the economy's financial resources to do more. "
She concluded her speech: These matters need only touches and not laws," adding: I hope that they appear in the white paper.
* * The best bad solutions,
while the economist Ahmed Hattal warned of the danger of the internal borrowing project on future generations and the Iraqi Central Bank, stressing its importance at the present time to end the crisis that differs from the 2014 military-economic crisis.
He told Mawazine News that "the current government's arrival to this dangerous level has It was previously warned and is more dangerous than the level experienced by Iraq in 20104, in which oil prices were stable and that Iraq is not suffering from a health crisis as is currently the impact of the Corona pandemic.
Hattal pointed out that "the Iraqi government's request for external borrowing at a value of $ 5 billion for investment and internal borrowing at a value of 15 trillion dinars is distributed for current spending items to cover the financial affairs of the country," noting that "the decision of internal borrowing according to the government's vision in the white paper is the best bad solution" that the government can Their use, and with regard to external borrowing, represents a significant financial cost to future generations due to the existence of debts pending for the previous regime or called “abhorrent debts” according to international norms and payable in the future and at any time and those creditor countries will resort to international organizations and courts in the event that Iraq does not pay these debts; It will generate the addition of other financial numbers to calculate past debts for future generations. "
He pointed out, "The debts of these countries, such as Saudi Arabia, Kuwait, Iran, and some countries are suspended according to political opinions, but according to indicators of financial sustainability and the sustainability of public debt, those debts are very important and very dangerous as a result of the inability of the Iraqi economy to bear the size of those debts."
* Waste money from the
academic economist at Basra University, Nabil Al-Marsoumi reveals through his personal wall on the Facebook site of which Mawazine News followed, "a model of corruption and waste of financial resources."
The decree stated that "the credit and bank transfers for the four months of this year amounted to 13 billion dollars, while the customs fees collected from the customs authority amounted to 208 million dollars."
He adds Marsoumy: that the proportion of customs duties obtained 1.6% , while the rate in the regulations of the Commission up to 10% meaning that the proportion of waste has reached 8.4% and the value of 1.092 billion dollars , in four months , just as the monthly waste value of 273 million dollars. "
He Marsoumy that Assuming that the waste rate remains the same during the other months, the value of the waste during the year 2020 will be equivalent to $ 3.276 billion.
And the decree relates waste in five reasons: 1 - the presence of mafias of corruption in the official border outlets
2 - the control of some parties and clans over unofficial outlets of more than 10 outlets
3 - entry of goods from Kurdistan outlets that do not deliver their proceeds of customs duties to the Customs Authority
4 It is linked to exemptions from paying customs fees obtained by influential parties in the country and some investors
5- Concerning the exemption of 371 Jordanian commodities from customs duties according to the economic agreement signed with them. ”
The statement remains that the advancement of the Iraqi economy and the strengthening of power against any crises requires work on strengthening financial resources, expanding the size of investment projects and supporting the private sector and making it more productive instead of being imported only For goods, merchandise, and others that deplete hard currency; the government must consider service, health, and housing projects. Yassin Iraq: Baghdad

Despite the government's continuous assurances about the fate of the employees ’salaries, especially after the parliament voted on a decision that allows the government to borrow, the signs of salary delays are beginning to appear and employees feel, while the crisis may begin to turn into a“ political stick ”that is being waved against the Al-Kazemi government.

Some of the tweets on social media began shedding light on the delay in salaries, while some used them as a "political stick" to wave them against the Al-Kazemi government.

On the political level, considered the leader of the coalition of state law Nuri al-Maliki, that the funds are available with the government, but it was late to spend it to employees.

Maliki said in a tweet monitored by "Yassin Iraq", that "after the issuance of the borrowing law, the government has an opportunity to borrow from the central bank and other banks," noting that "this means the availability of the amounts required to spend the salaries of citizens that are much overdue while they are in financial and health distress."

He called "the government and the concerned ministry not to disrupt salaries and expedite the payment of them to citizens without delay."

Why are salaries delayed?

And revealed the decision of the Finance Committee in the House of Representatives, Ahmed Al-Saffar, a problem that delayed the distribution of employee salaries, while stressing the direction to solve it.

Al-Saffar said, in press statements, that "the government is obligated to distribute the salaries of employees as soon as possible, and the salaries are late and the government feels the conditions of people, and it is necessary to find a specific mechanism for the delivery of salaries, whether in relative terms, or to determine specific days for the distribution of salaries."

He pointed out that "Parliament agreed to borrow from banks for the salaries of employees," noting that "the problem of delay is the availability of financial liquidity, but it will be resolved."

What is the problem?

For his part, the independent deputy in the Iraqi parliament, Muhammad Shi'a Al-Sudani, announced that the employees ’salaries are guaranteed for the next six months.

"Our financial problems are represented by the multiplicity of accounts. For example, some time ago from now, there was a billion dollars in the sumo company account, and this amount was spent to pay salaries," Al-Sudani said.

Al-Sudani indicated that there is a "round account for ministries that have not spent their budgets, investment plans and projects, and these are all controlled." He added that when collecting all these accounts "we have more than this amount, and for this I say there is no problem with the issue of employee salaries during these six months and you will be insured with the obtaining of the loan."

Al-Kazemi directs the payment of salaries

Al-Kazemi stressed in a meeting with the Minister of Finance, Ali Abdel Amir Allawi, the release of salaries without delay, and that the Ministry work with all its capabilities to put the solutions that were discussed into practice, stressing that the government apparatus is continuing to maximize non-oil revenues and find financial cover for employee salaries.

He pointed out that "the current financial crisis constitutes an opportunity to face the challenge of implementing financial and administrative reform, and that the government has resolved to proceed with this reform until it is positively reflected on economic development, and the provision of welfare and good governance to all Iraqis."

Iraq relies on oil sales revenue to finance 95 percent of the country's expenditures, but the country has lost about $ 11 billion since the beginning of this year, due to lower oil prices, according to data from the Iraqi Oil Ministry.
