The American Fox News reported that  Iraq,  which has been suffering for decades from wars, economic sanctions and local corruption, is facing its worst crisis since the terrorist ISIS control of Mosul in 2014 until it was eliminated.

She pointed out that Mustafa al-Kazemi, the prime minister-designate, will face a wide range of challenges in the country, and its success is important for the United States, which needs a reliable partner in Iraq, to ensure the continued difficult victory over ISIS.

The network added that  Al-Kazemi is  a good qualified for the mission, as he is the former head of the country's intelligence apparatus, he led successful anti-terror operations against ISIS, and played an important role in the killing of its leader Abu Bakr Al-Baghdadi.

He was also a highly respected political refugee inside Iraq, and internationally for his defense of human rights, and he was director of the Iraqi Memory Foundation.

And if  Al-Kazemi  becomes Prime Minister, he will have to deal with the outbreak of the Corona virus, which threatens to overwhelm the deteriorating health care system in Iraq, a country facing a significant budget shortfall as a result of the sharp drop in global oil prices.

The network pointed out that corruption is a daily challenge. Iraqis took to the streets earlier this year to protest against corruption, high unemployment, foreign interference in internal affairs, and poor public services, while the government suffers from a huge credibility gap with the population.

She pointed out that the exhausted Iraqi political system does not help the situation, as there are parties and political parties allied with Iran determined to increase their influence in the country, after the assassination of the Quds Force commander Qassem Soleimani.

And she considered that if  Al-Kazemi retained the  prime minister’s mission after the elections, he would have an opportunity to deal with difficult long-term issues, including improving governance, strengthening Iraq's sovereignty, and reviving the oil-dependent Iraqi economy, and he would also have to deal with religious and ethnic divisions in Iraq. , Which pose the greatest threats to the sovereignty of the nation.

The network concluded by saying: No one is better suited to do all this than Al-Kazemi, the independent politician who has devoted his life to keeping Iraqis safe from terrorism and promoting human rights. He may be the only person in  Iraq  who can unite the nation, in preparation for the upcoming long and arduous journey.

An American magazine shows "a new position" for America towards "Iraq" ..!

Baghdad / Sky Press

The American Foreign Policy magazine published a report that the Trump administration clearly reached the conclusion that engaging in Iraqi politics is a waste of energy.

Consequently, the US position on choosing the Iraqi prime minister has become a minimal practice as the person is acceptable as long as he is an “Iraqi nationalist”, which means that the person is not on the Iranian payroll. Al-Kazemi has passed the test.

But this does not diminish the current course of US policy toward Iraq, which (finally) places the burden on the Iraqis to know their own situation. This will upset some of them, especially the Sunnis who want to be allies of the United States but have no choice but to accept their new reality.

Washington's position may be a strategic wise, no doubt that al-Qaeda will remain a threat in Iraq, which is why the United States and NATO will want to maintain a relatively small training mission in countering extremism in Baghdad.

Otherwise, America's lack of interest will force Iraqi leaders to make fundamental changes or face the wrath of the angry Iraqis who continue to demand the end of the regime. If the Iraqi political class moves one way or another, the country's cumulative problems will be at least Iran's responsibility

And these problems get worse with the merging of the coronavirus pandemic, which led to a decrease in global oil demand and a price war between Saudi Arabia and Russia. There does not appear to be a way to work out the Iraq budget figures, which foreshadow the country's collapse.

It is a terrible situation for Iraqis, but there are very few in the United States who want to invest time and resources in Iraq, especially now with the devastating health of Americans and Congress spending trillions of dollars just to keep the economy afloat .

Al-Kazemi may be competent, as declared, but he will not save Iraq. The political system is very corrupt, the Americans are very dispersed, and Iran loves Iraq as it is.

The Trump administration realized that engaging in Iraqi politics was a waste of effort

It is a terrible situation for the Iraqis, but there are very few in the United States who want to invest time and resources in Iraq, especially now with the devastating Corona virus spreading to the health of Americans and Congress spending trillions of dollars just to keep the economy afloat. Mustafa Al-Kazemi, the new candidate for the head of the Iraqi government, may be competent as announced, but he will not save the country. The political system in Iraq is very corrupt, the Americans are dispersed, and Iran loves Iraq as it is dispersed. This is the conclusion of the magazine "Foreign Policy", in its article entitled "No one can help Iraq anymore."

Al-Kazemi's nomination

The magazine tests its readers, “Raise your hand if you are aware of a new Prime Minister in charge. No, not the man who was nominated in mid-March or the man before him, but the new one. ” It says, “On April 9th, Iraqi President Barham Salih appointed Mustafa al-Kazemi as the next prime minister of the country. The incumbent, Adel Abdul Mahdi, resigned in late November, but continues to lead a caretaker government. The man who was initially chosen to succeed him, Mohammed Tawfiq Allawi, was unable to form a government, and then Adnan al-Zarfi came, who was also unable to mobilize sufficient support for the same mission, which led to the nomination of Al-Kazemi.

American newspapers have in turn published routine articles about the new Iraqi prime minister, saying "Foreign Policy", perhaps who reads much like many previous articles on all other Iraqi prime ministers dating back to the invasion of Iraq, will realize that Al-Kazemi, like his predecessors, can balance the states United and Iran, a person with integrity who can obtain political support from various factions. But such testimonies, in an exemplary fashion, are followed by caveats about the major deficiencies in the Iraqi political system that are likely to make it difficult for the prime minister-designate to form a government and then rule.

False Dawn

The American magazine says that a large sector of Iraqis took to the streets not because they did not like the work that Abdul Mahdi was doing, but rather because they understood how the corrupt political system in Iraq destroyed any hope they had for a more prosperous and decent future.

“Fighting to hoard resources and distribute them to a preferred audience is the definition of politics, but in the Iraqi system, sectarian and subsequent differences within these groups are reflected across the government. Proving that the Arab uprisings were a false dawn does not diminish the fact that the Iraqi political institutions and the social system that the regime is strengthening need to be overthrown before the Iraqis have a real opportunity to achieve their goals.

“This is something better left for the Iraqis. For many years, the United States has been pushing and urging Iraq’s leaders to do the right thing for their people, but the system that America helped set up motivates Iraqi politicians in Baghdad to do what serves their narrow interests at the expense of others. The sectarian nature of the party system is particularly weak and puts fragmented pressure on the country. One can sit in front of five Iraqi Ministry officials, who have different loyalties and follow different agendas. The record of failure is so clear that it is striking that anyone will ever defend intense American engagement with Iraqi political actors in the absurd effort to make them make better decisions. ”

America's policy towards Baghdad

The Trump administration clearly reached the conclusion that engaging in Iraqi politics is a waste of effort. Consequently, the US position on choosing the Iraqi prime minister has become a minimal practice. The person is acceptable as long as he is an "Iraqi nationalist", which means that he is not on the Iranian payroll. Al-Kazemi has passed the test, but this does not diminish the current course of America's policy toward Baghdad, which finally puts the burden on the Iraqis to know their own situation. This will upset some of them, especially the Sunnis who want to be allies of the United States but have no choice but to accept their new reality.

Face the angry

Washington's position may be strategic wise. There is no doubt that the “Islamic State” will continue to pose a threat in Iraq, which is why the United States and NATO will want to keep a relatively small training mission in fighting terrorism in Baghdad, otherwise America’s lack of interest will force Iraqi leaders to make fundamental changes Or confront angry people who continue to demand the end of the system. And if the Iraqi political class moves one way or another, the country's cumulative problems will be at least Iran's responsibility. These problems are exacerbated by the merging of the Corona pandemic, which has led to lower global oil demand and a price war between Saudi Arabia and Russia. There does not seem to be a way to work out the Iraq budget numbers, which foreshadows the country’s collapse.

The spokesman for the Armed Forces Commander-in-Chief, Major General Abdul Karim Khalaf, revealed on Sunday the developments of the Iraq-US negotiation file on the military presence and other files.

Khalaf said in an interview with the official newspaper, followed by "NASS" today (April 26, 2020), that "the two countries will discuss, during negotiations in the coming June, the setting of timetables for the withdrawal of US forces in full, based on the decisions of the House of Representatives to leave the American forces, and that is with the agreement of both sides" .

He stressed that "the government is serious about fully implementing the decisions of the House of Representatives to withdraw US forces from the country with the agreement of the two countries."

Khalaf explained, “The message that the American ambassador to Baghdad delivered to the resigned Prime Minister, Adel Abdul-Mahdi, was very positive, and included discussing the strategic relationship in all its forms between Iraq and the United States in a manner that is separated and meaningful.” Foreign forces seriously and in detail. "

Back, he noted, "The United States significantly reduced its forces, and in agreement with the Iraqi government as a goodwill gesture, and there is positive understanding and signals from the American side."

Khalaf emphasized that "the security relationship between Iraq and the United States will continue in the context of training and exchange of experiences even in the event of the implementation of the withdrawal decision," explaining that "the negotiations will discuss all forms of relationship between the two countries in the economic, political, security and security areas."

The advisor to the Prime Minister, Abdul Hussein Al-Hanin, had confirmed, on Tuesday, that the Mahdi government had finished the file of naming the Iraqi delegation to the negotiations with the United States, which is scheduled to be launched next June.

Al-Hanin said in a statement to the official agency, followed by "Nass" (April 21, 2020), that "the American side agreed in practice to see the Prime Minister in the redeployment and withdrawal."

He added that "the message that the Iraqi government received includes the opening of a strategic dialogue in next June," noting that "the government named the negotiating delegation of Iraq, which will be headed by the Undersecretary of the Ministry of Foreign Affairs and representatives of the army, national security, intelligence, intelligence, and other parties concerned with this file."

He explained that "the last American message was referring to the redeployment of their forces out of Iraq," stressing that "Iraq wants to build balanced relations with all countries and did not allow its lands to be used as a springboard to threaten countries."

Iraq in the face of power and money monsters

- 17 Hours Have Passed

%D9%84%D8%B9%D8%B1%D8%A7%D9%82-1-300x198

It is no longer a secret that Mustafa al-Kazemi, the appointed Iraqi Prime Minister, is having difficulty forming a government that is at the level of the stage in which Iraq, the region, and the entire world go through. There are Iraqi parties that want to ignore what is left of Iraq, refusing to take note that the rich country has dried up its legacy after a systematic looting operation since 2003, preceded by the adventures of a regime that did not realize the meaning of an adventure of the kind of occupying Kuwait, then falling long under the international sanctions regime ...

There is no need to confirm how important Iraq was in determining the future of the region, either because of the wealth it possesses, or because of its strategic location. It was sufficient for the fall of Iraq under the American occupation in 2003 and the fall of the border between it and Iran in order for the regional system to fall in one go. This regional system was built on the ruins of the Ottoman Empire in the 1920s. Iraq was one of the pillars of this regional system that collapsed as soon as America removed the border between Iraq and Iran, and handing Baghdad over a plate from Silver to Tehran.

The inability to establish a new system with solid institutions reduces the chain of challenges facing Al-Kazemi to confronting the monsters of power and money. On top of all that, he must take into account the need of Iran, which has invested the most in Iraq, to hold the hands of any government formed in Baghdad in order to maintain the ability to negotiate with the US administration at a certain stage.

If saving Iraq is required, the Iraqi parties, especially the Shiite parties, will have to make a qualitative shift and think about the future of the country and whether it is possible to separate its interests and the interests of the regime in Iran. Is such a separation out of the question or is it an impossible task at a time when the current US administration is considering moving to a stage in which the future of relations between Washington and Baghdad will be organized.

Among what is circulating in Washington is that the American administration is considering negotiating with Iraq regarding the future of the American presence, including the military presence, in this country. Moreover, the administration wants to seriously consider the future of the Iraqi army, and will it be the only armed force in Iraq, or will the "popular crowd" remain a recurring force, indeed a real force, similar to the "Revolutionary Guards" in Iran.

There is far beyond the formation of a new Iraqi government headed by a person who, through the names he nominated, seems keen to form a different task force away from sectarian and sectarian quotas. Has Mustafa Al-Kazimi turned into a person who dreams that Iraq is nowhere else and that the Iraqi parties have changed ... in the sense that they have changed from the inside, as has the nature of their connection to the “Islamic Republic” established by Ayatollah Khomeini?

In the end, the future of the Iranian regime is tied to Iraq. From this standpoint, it will be difficult to find any margin between the Iraqi government and Tehran, even though Iraq no longer has anything to offer Iran. But what to do when there is only one bet before Iran is the bet of Donald Trump falling to Joe Biden in the presidential elections scheduled for next November.

Well, Trump fell, but what about the future of Iraq? This is what the Islamic Republic cannot understand. The Iranian presence in Iraq no longer provides or delays in a world after the fall in the oil price. Iraq is a bankrupt country in which nothing can be looted. Moreover, the population of Iraq is about 35 million. The country does not have any infrastructure after billions of dollars evaporated between 2003 and 2020 in the shadow of the hegemony of a new hybrid system that has nothing to do with the construction of modern countries. There is no safe water or electricity in Iraq, and there is no proper health system, nor is there any educational level in a country that was a beacon for the whole region.

This is just the tip of the iceberg that Iraq suffers from, as the public sector swells to the point where it is difficult for any budget to carry. How, after all these billions evaporated and after the barrel of oil evaporated?

In the event that Mustafa Al-Kazemi managed to form a government, and this possibility diminishes day after day in the absence of statesmen among Iraqi political leaders, this will be a last chance for Iraq. The new government will be an opportunity for the country to catch its breath in a region that has completely changed, and in a world in which all concepts have changed. The region changed in light of the drop in the price of oil and gas and there is no indication that this price will return to rising soon. As for the world, it is another world in the post-Corona era. Post Corona America is not like pre-Corona Trump won or defeated Biden.

There is no doubt that America will be able at all times to invest again in Iraq. But the nature of its investment and its new relationship with which it has agreements and treaties with Iraq will depend on two factors. The first is the future of the Iranian regime, which will not be able to withstand the collapse in the price of a barrel of oil and US sanctions. As for the other factor, it is Iraq itself, which is difficult to get a real awakening despite the popular movement that started in October / October 2019, and which revealed that Iraq is Iraq, and that Iran is Iran ... and that it is difficult for Iraqi Arab Shiites to be affiliated with Iran .

Mustafa Al-Kazemi’s ability to form an Iraqi government remains important for Iraq, but every day that passes reveals the absence of the political horizon in Tehran, where a regime believes that its expansion project is still alive and kicking, and that Iraq can be used as a card to pressure America. It is a system that is not viable in the long run, one that does not realize that launching a satellite means nothing as long as more than half of its people are below the poverty line. Such crooked thinking also applies to the relationship with Iraq, whose problems and complexities are increasing day by day. Iraq is no longer a card, as it has become a burden after all that has happened since 2003. The history of Iraq in the past 17 years is a series of frustrations, and nothing else. Can Mustafa Al-Kazemi make frustrations turn into success? A man needs a miracle in a world where people who believe in miracles can no longer but naivety!

The Iraqi border ... What is its importance for Iran?

unnamed-file.png

In an effort to curb the outbreak of the new Corona virus, the Iraqi government on March 16 closed the land border with Iran completely to the movement of people and goods, as of March 16 this year. The post-Corona world is not the same as before, so international experts expected. Thus, the virus reflected on the relationship between Iran and Iraq. Initial reports from Iraq indicate that the virus has primarily succeeded in reshaping relations between the two countries.

The closing of the borders and the cessation of most of the daily imports from Iran increased the dependence on the agricultural local production, which led to an increase in the area of land planted with products needed by the Iraqi daily market such as tomatoes, cucumbers, potatoes and various other types of crops.

Ahmed Awad Al-Subaihi, the engineer in the Ministry of Agriculture's Operations Unit, explained that the abundance of water and the demand of traders to buy farmers ’crops directly contributed to increasing production because of a material incentive for the farmer, and that the ministry provided great support at the level of fertilizers and seeds in most of the Iraqi provinces.

On the other hand, Ayed Al-Baldawi, a member of the Agricultural Society in the northern province of Salah ad-Din, affirmed that "Iraq is approaching, in light of a severe economic crisis, the harvest of 13 million dunums of wheat, barley and rice, and this area is the largest for many years."

Al-Baldawi added that “Iraq can declare self-sufficiency for more than 15 agricultural products at the moment, including eggs and chicken, and from daily vegetables such as tomatoes, onions, potatoes and eggplant, and these are materials that Iraq imported on a daily basis from either Iran, Turkey or Jordan, and that their prices are appropriate in comparison with Prices of imported agricultural products.

He stressed that the government should now seize the opportunity to restore consideration to the agricultural sector as a second economic and financial resource after oil. Continuing reclamation and cultivation of lands corresponds to the availability of water this year, so Iraq saved large amounts of hard currency that were going out to purchase basic materials that Iraq can originally secure from within.

He pointed out that "closing the borders to imported goods due to the outbreak of the Corona virus revealed the ability and capabilities of Iraq to rely on its domestic product, while continuing to import other products that are not available."

For his part, the representative in the House of Representatives, Malhan Makutar, said that "if the Iraqi government developed a successful agricultural program and paid great attention to this sector by exploiting millions of unexploited dunums of long years, then Iraq would, within a short period, be one of the countries exporting many crops after His declaration of self-sufficiency. ”McCutter pointed out that closing the borders due to the Corona crisis contributed significantly and significantly to the reduction of imported agricultural products, which encouraged farmers to take an interest in growing many crops that were neglected during the past years.

For his part, said the deputy in the Iraqi parliament for the Basra province, Badr al-Ziyadi, "The health situation is not controlled in Iraq, so it is not acceptable to open the Iraqi border now. We demanded that it be kept closed until it was reassured that the conquest would not cause negative effects on citizens. After that, the borders can be opened, and we in Basra border governorate consider that its closure is now important and necessary. ”

He added: "As for goods, they enter through Iraqi ports on the Persian Gulf and other ports in a calculated manner, and there is no problem in this matter, but the issue of reopening the borders before making sure that they will not cause a health relapse is rejected."

On the other hand, a member of the Finance Committee in the Iraqi parliament, Hoshyar Abdullah, said that "the priority must be to control the epidemic regardless of any other considerations." Iraqi government".

The Iraqi government has extended measures to confront the new Corona virus outbreak in the country for an indefinite period, confirming, in a statement, that the measures imposed will determine its continuity of data on the ground in relation to coping with the epidemic.

But this extension, which Iraq revives agriculture and promotes self-sufficiency and maintains the safety of Iraqi citizens, does not like Iran and its militias in Iraq, pressures exerted by the highest Iranian authorities and by Iraqi political leaders and Iraqi armed factions also to reopen the Iraqi borders with Iran in front of the trade movement, and that “ Crossings in Diyala and Wasit have also been under pressure from armed factions in this regard, and officials have been subjected to threats because of their refusal to enter trucks and Iraqi people present in Iran, and they want to enter Iraq contrary to the controls.

The reason for these pressures is primarily financial, as closing the borders caused trade and financial damage to Iran, as it was receiving daily amounts of hard currency due to the export of building and construction materials and various electrical, household and electrical materials, a large part of which is commercial activities managed by the Iranian Revolutionary Guard. And the health crisis cell warned that reopening the borders in the previous form, whether with Iran, would cause a high rate of casualties in Iraq.

For the first time, Iraq has succeeded so far in imposing its vision as a country independent of Iran and refusing to open borders with it despite the great Iranian pressure. Iran, which was severely affected by the virus, wants to reopen it immediately, and it needs to trade with Iraq to help stabilize its economy, while Iraq resists Afraid to open the border with her.

Now, desperate Iranian leaders are trying to start reviving their shattered economy in light of US sanctions and low oil prices. They recently reopened the cities and ended the state’s policy of closing the country to try to get the Iranians back to work.

But without trade and transportation between Iran and Iraq, it will be difficult for Tehran to fully operate some of its non-oil industries again. Before the coronary virus closed the borders, Iraq was a major market for Iranian agricultural products, building materials, dairy goods, as well as fish, shrimp, and others.

The bottom line is that opening the borders between Iraq and Iran brings the latter economic benefits that are most needed in their difficult economic conditions, and opening them also means ensuring continuous communication with their militias in Iraq, while regionally, its usefulness is an important part of Tehran's grand project in order to reach its allies in the Arab environment .
