revealed the Commission on oil and parliamentary power, on Tuesday, that the Kurdish delegation high-level, headed by President of the Region Government Nechirvan Barzani will visit Baghdad soon to complete the negotiations between the center and the region on the outstanding issues. 

The deputy head of the Oil and Energy Committee Ali Fayad told / information / , "The president of Iraq's Kurdistan region Nechirvan Barzani plans to visit Baghdad at the head of a high-level Kurdish delegation to complete the negotiations with the central government on the outstanding issues and the most prominent Behold the region's share of the budget in addition to the export of oil."

TC ....the HCA is in the Budget and is Law, which is the start (got start some where) of the HCL...The HCL will take some time and more amendments (Fine tune it), Iraq and the Kurds output of oil, is just in the beginning stages..so as output of oil increase...changes will need to be made to the HCL...to distribute the wealth to the citizens..that what this is all about...as far a RV..lets wait some more and see what happens...again this is JMO
