And I don't remember ever reading anything about a vice president acting in Talabani's behalf, over the last year and a half. Which begs the question (as far as I'm concerned), is there one of you knowledgeable individuals out there that could basically lay out the differences in power and responsibility between the president of Iraq, and the prime minister of Iraq.
