1. Provide guidance to the House of Representatives about the standards of behavior that it is hoped that complied with the MPs when the performance of their duties as members of the House of Representatives. 

2. Draw the general principles that apply to the conduct of MPs in the Council and in the committees, by virtue of the rules of procedure and other rules of parliamentary members, including the Presidency Council Aalnwab.
