Hello Everyone – RE: Iraq: Letter of Intent, Memorandum of Economic and Financial Policies, and Technical Memorandum of Understanding I have received quite a few requests to review this document, and so I read the March 3, 2011 MOU in detail (all 24 pages LOL ) and then went back to check the February 8, 2010 MOU for any substantive differences. They appear to be largely the same wording with some updates. Here are the links: Mar 3, 2011 - http://www.imf.org/external/np/loi/2011/irq/030311.pdf Feb 8, 2010 - http://www.imf.org/external/np/loi/2010/irq/020810.pdf I have to say, for something so dry, dull, mundane and ordinary (I need more adjectives to describe “boring” LOL ), this MOU has generated an amazing amount of excitement in the dinar world. If the lawyers and finance geeks who penned this knew their work was so exciting, they would fall over from shock! In short, this MOU only tells us that the public portion of the financial management program has requirements with a due date of December 31, 2011. And that is it. This MOU does not cover any confidential matters, which would likely include details such as any RV deadline for the IQD. Here is what I found: First, there is nothing in these documents that refers to revaluation of the currency (in those words or any other). These documents lay out definitions and a framework for financial management of the country’s revenues, expenditures, assets and liabilities, including all manner of details on how things are to be defined, evaluated, measured, audited, restructured, and so on. It is unlikely that I missed a reference to any RV deadline. Given the nature of these documents, such information would be detailed and take up at least one good-sized and obvious paragraph under a relevant subheading (which does not exist). Second, with respect to dates, the MOU outlines several semi-annual dates for performance, each of which is matched to a reporting date starting about 5 months later. The latest performance date is end of December 2011. So any requirements would have to be completed by December 31, 2011. It would then be reviewed and reported on 5 months later, on or after May 31, 2012. Here are the relevant excerpts: Page 2, paragraph 2 - “Furthermore, we request an extension of the SBA by five months, through July 24, 2012. This would allow time for an additional review based on end-December 2011 performance criteria…. [Note: this is the “fifth review”] …. In this regard, we understand that the ….completion of the fifth review—expected to take place on or after May 31, 2012—will require observance of the quantitative performance criteria for end-December 2011.” The May 31, 2012 date DOES NOT mean that any requirements may be extended to that date. Only that the requirements DUE ON December 31, 2011 will not be reported until months later. That is typical of all financial reporting. Even your tax return does not get filed until months after your tax year end. That said, I do find something intriguing in this MOU and its dates. Given the nature and scale of the finances covered by this MOU, the “program rate” of 1170 IQD to 1 USD appears out of place. Given that so many other minute details are provided, one would expect to see a section in the MOU that addresses a potential revaluation of the IQD, and how or whether this would affect anything else discussed in the MOU (especially since currency revaluation has been discussed in public articles). IMO, any agreement on the revaluation of the IQD will not be found in any public document, but rather in a separate confidential document that would be governed by the same framework of dates as are laid out in the MOU. (Though it is entirely possible that it could have a completely different set of dates – just to be sneaky! LOL ) Historian LINK
