Political chaos in Mosul Al-Obeidi ran for governor

The name of former defense minister Khalid al-Obeidi, who was sacked more than a year ago in an exciting parliamentary session, has been brought to light again as a possible candidate for governor of Nineveh.

But al-Obeidi, who is bracing himself for the next parliamentary elections, has no "political cover" in Mosul to qualify for the post.

The Al-Nahdha coalition, which claims to have a majority in the provincial council, denies agreeing on the name of al-Obeidi as a candidate for governor Nofal al-Aakoub, who belongs to the same bloc. 
The name of the former minister was raised more than once, before and after the liberation of Mosul, as head of the transitional administration or military governor, without knowing who is behind the promotion of his name. 
In addition to al-Ubaidi, the names of "Sunni-Arab" figures, as agreed years ago in the administration of the province, are listed as potential candidates for governor. 
But it is interesting to note that there is another person with contradictory political backgrounds and affiliations who is seeking the post, according to some local sources. 
But these scenarios are still in the wings, as the conservative governor may be able to abort the arrangements of his opponents and return to office by a court order. The governor is waiting for the federal court to decide the appeal against the decision to dismiss him.
He did not rule out those who were in the loop to open fire, if he returned, to the coalition that removed him from the post depending on the files of corruption in his possession. But the majority that toppled the scorpions vowed to kill him again. 
The Nineveh provincial council unanimously agreed in early November to remove the machete on charges of "corruption, waste of public money and exploitation of power." 
The Ninewa Council confirmed its intention to refer "all papers and evidence that prove the involvement of the governor in these cases" to the judiciary. Akoub, who did not attend the dismissal, denied the charges against him and described his dismissal as "illegal". 
A coalition of Arab and Kurdish forces in the Nineveh Council, which has a majority of 21 members out of 39, succeeded in agreeing to change the portfolio.


In the closed rooms and 
according to the scenes of the Nineveh Council, the Nahdha bloc, the largest bloc within the coalition, provided that it is the right to submit the candidate. 
The Nahdha coalition is an alternative name for the United, led by former governor Athil Nujaifi. 
The Nineveh Council opened last Sunday the candidature for the post of governor, on condition that he be a resident of Nineveh for "10 years" continuously, and that his stay in the province is not the "purpose of demographic change." 
A source close to the political dialogues of the (range), and asked not to be named, one of the terms of the alliance with the renaissance that the candidate "is not involved in cooperation with the da'ash and have clear national positions after June 2014." 
The new alliance consists of 10 members of the Nahdha bloc, led by provincial council member Owaid al-Juhaishi, as well as 8 members of the Democratic Party and 3 of the National Union.

For this very reason, a soldier, in a statement to (the extent) yesterday, that the acceptance of the nomination of Minister of Defense Khalid al-Obeidi, because he "will face many questions from the alliance with the Nahdha bloc, the reason for his dismissal from parliament." 
Some parties, according to the local official, are concerned about the reasons for the dismissal of al-Obeidi, which would deprive him of winning the post. 
The majority voted in August 2016 to withdraw confidence from Defense Minister Khalid al-Obeidi, against the backdrop of mutual accusations between him and the council's president Salim al-Jubouri about corruption suspicions. 
Over the past two weeks, al-Obeidi has been relegated as one of the top stakes in the job as a substitute for Nofal al-Aakoub.
But Ali Khodair, a member of the Renaissance coalition, denied that his bloc had put the name of the former defense minister or any other name in lieu of Al-Aakoub 
. Khudair told Al-Mada yesterday that "the former defense minister has no chances in that position." "Obeidi does not have any political bloc in Nineveh, and he does not have a member of the provincial council." 
Khalid al-Obeidi was a member of the United coalition that formed the local government in Nineveh after the 2013 elections. Before the removal of its conservative president, Atheel al-Nujaifi in May 2015, the bloc split most of its members and founded the Nahdha bloc and then decided to dismiss their former leader. 
"I do not expect Khalid al-Obeidi to present himself as governor," said Zuhair al-Jubouri, a leader of the United Alliance in Mosul.
Jubouri, in contact with (the extent) yesterday, "Obaidi can not accept a position less than a minister," adding, "I know he is planning to declare a political bloc and run in the parliamentary elections." 
According to the source familiar with the discussions of political forces in Mosul, "the parties in Baghdad may be, including Prime Minister Haider Abadi behind the payment of al-Obeidi for that position." 
Abadi was adamant, even to the last few times with the former defense minister. Some observers at the time suggested that the prime minister pushed al-Obeidi to talk about the thorny corruption files in his dismissal session.


Who wins the position? 
As for the other candidates, the source close to the scenes says that "Owaid al-Juhaishi, the head of the Renaissance coalition, is seeking the position, as well as the two sons of Jarba, who is from the same bloc." 
On the other hand, the name of Abdulrahman Al-Waka'a, a member of Al-Aakoub team, emerges as one of the most prominent candidates. This reinforces the fact that the Aakoub community confirms that "the next candidate will be of the same mass as the governor." 
The source also confirms that Zuhair al-Araji, who suddenly appeared in Mosul after a period of absence, was appointed mayor of the city, and was named as one of the candidates for the post of governor. Al-Araji is one of the prominent figures close to former Prime Minister Nuri al-Maliki, but is now allied with Kurdish parties, according to the same source, who is surprised by the nomination of the latter "because it is Shiite and the political agreement in Nineveh to be conservative Sunni Arab."


Surprisingly 
, the governor is expected to bring a surprise to his opponents that will bring him back to office. 
A member of the Nineveh Council, close to the observer, told Al-Mada that the latter was "close to getting a judicial decision to reinstate him." 
"I do not have any file of corruption and I will appeal against the decision to dismiss him before the Administrative Court," said Aakoub, who belongs to a 15-member coalition headed by Agriculture Minister Falah Zaidan. 
"The governor, when he returns, will open fire on the front that I sacked, by opening files of corruption against some of the figures," said the member of the team, who asked not to be identified for the sensitivity of the subject. 
Al-Aakoub revealed earlier that he had filed lawsuits against 13 members of the provincial council on charges of administrative and financial corruption.
In turn, confirms Ali Khudair, of the opposition team, that "Al-Akoub is looking in Baghdad for a way to bring him back to his post." "If he returns, a second interrogation session will be held and then removed," he said.
