Parliament extends its legislative term and votes on two resolutions and ends reading three laws (expanded)
(VOI) - The House of Representatives voted in its ordinary session of 29, chaired by Salim al-Jubouri, Speaker of the House of Representatives and in the presence of 170 deputies, on Tuesday to extend his current legislative term for 30 days and two parliamentary decisions.
A statement by the Information Department in the House of Representatives received the agency {Euphrates News} a copy of it today, "At the beginning of the meeting voted the Council to approve the extension of the current legislative term of the House of Representatives, which ends today for 30 days, based on the powers granted to the Presidency of the Council to follow up all the table Work and the adoption of important laws, including the federal budget law. " 
The Council completed the vote on a parliamentary resolution that includes not allowing the opening of any security headquarters or the presence of non-federal forces in the province of Kirkuk and the disputed areas and limiting the security of the federal authority exclusively. 
The Council also voted on a parliamentary resolution obliging the competent authorities to activate the provisions of the legislation in force to criminalize those who go to the principles of Zionism in the Iraqi circles, including raising the flag of the Zionist entity in the mass rallies.
Jabouri then offered on behalf of the Council condolences to Hussain al-Shahristani, former Deputy Prime Minister for the death of his wife.

The Council voted not to approve the continuation of the proposed law to amend the law of the elections of the Council of Representatives No. 45 of 2013 and submitted by MP Adnan al-Janabi and a number of deputies. 
The Council agreed in principle to proceed with the amendment of the law in force for the elections of the Iraqi Council of Representatives No. 45 of 2013 through the second reading and the abolition of draft laws submitted in this regard. 
The Council completed the vote in principle on the proposed amendment to the Personal Status Law No. 188 of 1959, submitted by the committees of law, endowments, religious affairs, women, family and childhood. 
The council ended the first reading of the proposed law of Samarra, the capital of Islamic culture, presented by the Tourism and Antiquities Committee to enhance the cultural and religious role of Salahuddin province and activate the tourism, archeological, religious and cultural movement in Iraq.
The committee of deportees, displaced persons and expatriates followed a report on the return of displaced people to their areas, noting that more than 4 million displaced people suffer from the loss of basic services to the scarcity of financial resources. 
The report pointed to the existence of a changing genealogy from one region to another where there were no return for service or security reasons. The committee followed the file of displaced persons and found significant challenges related to delaying the reconstruction of the destroyed areas, which affected the return of displaced persons. Is considered to be displaced from its population as well as a discrepancy in the return of displaced persons to some areas in the province of Salah al-Din and Diyala and the belt of Baghdad. 
In its report, the committee called for the importance of paying attention to the file of the return of displaced persons to Ninewa province, in light of the weakness in the management of camps for the displaced from Nineveh province, which requires the application of the law in all transparency and justice.
The committee recommended in the report that ministries should be alert to supervise the return of displaced persons and hold a central conference to find out the reasons for the non-return of displaced persons to some of their areas and the formation of a committee to follow up the disbursement of funds for the reconstruction of the liberated governorates and follow-up of the kidnappers in the areas of Razaza, Saqlawiya, And the return of students marching their restrictions to study in universities and primary, middle and middle schools with the importance of the return of the dismissed security elements in the liberated areas. 
President Jubouri praised the report of the Committee of Expatriates and Displaced Persons for its full information and recommendations in order to submit it to a vote at a future session.
The Council completed the first reading of a bill to draw the character of the national campaign to build schools and kindergartens provided by the Education Committee for the purpose of providing the necessary funds for the construction of schools and kindergartens and for the contribution of all segments of society in providing the required financial resources for this purpose. 
After that, MP Adnan al-Asadi read a statement on the water crisis in Muthanna province, in which he pointed to the severe suffering of the province of the water crisis and some of the provinces over their water quota, stressing the lack of irrigation water and agriculture in the areas of Muthanna province, calling for a decision obliging the commander-in-chief of the armed forces to send a force Federal increase the excesses from the Shat al-Rumaytha in the province of Diwaniyah and increase the share of water conservation and the restoration of water project Muthanna great as well as take legal action against the offenders.
Al-Jubouri directed the committees concerned to prepare a draft resolution to be put to a vote at a future session, pointing to the need to discuss the issue for its importance. 
For his part, the First Deputy Speaker of the House of Representatives Sheikh Humam Hamoudi contacted the Minister of Water Resources for the purpose of discussing the water problem, pointing out that the problem is the lack of commitment and imposition of the fait accompli by some and the use of large water pumps in the irrigation of agricultural areas, stressing the need for a military security decision to implement the law in the provinces In which there are excesses on water quotas in order to bring the water equally to all. 
The Council concluded reading a report and discussion of the proposed amendment law of the fourth law of the Artists Association No. 129 of 1969 amended and submitted by the committees of civil society organizations, culture, information and legal.
