"The Plan"

I've heard a lot of talk about the Plan. Is there any irrefutable evidence of this. It sounds somewhat conspiratorial yet a possibilty, maybe. Thanks

Let me ask you this question. Do you think a bombed out Iraq in 2003 had the wherewithal politically, the financial ability and a stable security system to have money designed, printed, and delivered? Were they able to have democratic elections on their own? There had to be a plan in place to get them to a point that they were a fully free, democratic and soverign nation with a currency that is viable and internationally tradeable. Some one had to plan and pay for it all, and I can emphatically state it wasn't anybody in Iraq.

The evidence of a plan is in the progress, albeit slow to our way of thinking, of where the country was and where it is today, and where it looks like it is heading.

You may have to cut and paste but this is the "unclassified" report from the US Dept of State.
