Text of the draft law the federal budget as the final amended

Bill the federal budget of the Republic of Iraq for fiscal 2011, as amended, the final preparation for submission to the Parliament for a vote. The bill provides that the estimated revenues of the federal budget for the financial year / 2011 of $ (78.705.237.500.000) JD (Seventy-eight thousand seven hundred and five billion two hundred and thirty-seven million five hundred thousand dinars), according to the main accounts.

The project also provides for the calculation of income resulting from export of crude oil based on the average price of $ (73) dollars per barrel and the rate of export of (2.25 million) barrels per day from (150000) barrels per day from the revenues from export of crude oil through the territory of Kurdistan.

The project is also to be bound by the ministries and departments not associated with the Ministry to register the "Closer" all sums cash grants that get under agreements with governments or foreign institutions, and the mind income once and for all the public treasury of the Federal and the Federal Ministry of Finance re-allocated to the purposes for which the stated purpose and in coordination with the Ministry of Planning Federation.

Council of Ministers Resolution No. (425) for the year 2010

Building on what has been agreed upon during the meeting of the Council of Ministers, and introduced by the Ministry of Finance under a number of her book (1020), dated 25/11/2010

Cabinet decided in its meeting the forty-seventh regular session held on 30.11.2010 as follows:

Approval of the draft General Budget Law of the Federal Republic of Iraq for the financial year / 2011 final as amended, and referred to the House of Representatives on the basis of the provisions of Article (61 / item I) of the Constitution

General Budget Law of the Federal Republic of Iraq for the financial year / 2011

((Chapter I))

- Revenue -

Article 1 - First ": A - estimated revenues of the federal budget for the financial year / 2011 of $ (78,705,237,500,000) JD (Seventy-eight thousand seven hundred and five billion two hundred and thirty-seven million five hundred thousand dinars), as shown in (Table / A - income according to the main accounts ) attached to this law.

B - calculation of income resulting from export of crude oil based on the average price of $ (73) dollars per barrel and the rate of export of (2.25 million) barrels per day (two million two hundred and fifty thousand barrels per day) of (150000) barrels per day (one hundred and fifty thousand barrels per day) for revenues from export of crude oil through the territory of Kurdistan and to compel the region to transfer income from that to fund the reconstruction of Iraq DFI after deducting a percentage of (5%) of compensation for the Kuwait war, or any percentage determined by the Security Council and paid to the United Nations and at the non-payment will be deducted funds from the region's share of 17%.

Secondly: "committed to the ministries and departments not associated with the Ministry to register all amounts of cash grants that get under agreements with governments or institutions of foreign income once and for all the public treasury of the Federal and the Federal Ministry of Finance re-allocated to the purposes for which the stated purpose and in coordination with the Federal Ministry of Planning

2 - compensation expenses and debt (000 6484152315) JD

3- for support to social sectors (000 12562258720) JD

4- support the expenses of public companies and self-funded bodies (000 (2,485,669,374 dinars

5- sectoral expenditures

A - Agricultural (000 493861096) JD

B - Industrial and Energy (3642287836000) JD

T - Transport and Communications (234263055000) JD

W - construction, housing and services (211323907000) JD

C - Education (7879075180000) JD

the expenses of ministries and other public administrations (14,609,088,461,000) dinars, according to details provided in accordance with field

1- Operating Expenses table to expenditure by ministries attached to this law.

C - The sum of (250000000000) JD contingency reserve within the provisions of other expenses to balance the Federal Ministry of Finance out of assignments listed in paragraph (I -

The expenditures referred to above.

D - allocation of $ (2657256000000) dinars for reconstruction and development projects, regions and governorates of the Kurdistan Region Dmtha out assignments referred to in paragraph (I - a) above is distributed as follows

A - According to the hearts of each province

B - according to Mahromep that does not disrupt the distribution by the souls of all the counties and implemented as follows:

1. - Governor offers plan reconstruction of the province, districts and areas affiliated ratified by the provincial council to the Ministry of Planning for the purpose of the study and approved to be taken into account the most affected areas within the province.

The governor approved the implementation of the reconstruction plan and Council shall maintain responsibility of monitoring implementation.

E - The sum (1633788000000) dinars to the provinces is equivalent to one dollar for every barrel of crude oil producer in the province and one dollar for every barrel of crude oil refined in the refineries of the province and one dollar for every 150 cubic meters a product of natural gas in the province is distributed according to the production of each province and that the accounting adjustments are made after being examined by the Office of Financial Supervision.

II "disability

A - The total planned deficit for the federal public budget for the fiscal year (000201114275345470) dinars, and covers the shortfall of cash retained from the Federal budget for the year 2010 and the internal and external borrowing.

B - authorizes the Federal Minister of Finance the power to continue to borrow from the International Monetary Fund which complements the sum of (5.4) billion U.S. dollars, including the World Bank complements the amount of (2) billion dollars in the year 2011, using the special drawing rights of up to SDR (8.1) billion dollars to cover the expected budget deficit of the federal public in addition to domestic borrowing by the treasury transfers.

C - as well as finance the deficit of the loan amount of $ (500) million dollars granted to the Oil Ministry by the British oil company.

((Chapter III))

General and Final Provisions -

Article 3 -

Limits the exchange of key appropriations accounts (grants, subsidies, other expenses, and expenses of capital projects) approved in the general budget of the Federal Republic of Iraq by the competent minister or head of the body is associated with the province in the light of provisions within the annual budget.

Article 4 -

Article 5 -

Council of Ministers amounts approved for use (the contingency reserve), as set forth in item (I "- c) of Article (2) of this Act for the payment of incidental expenses and unexpected after the depletion of the law and the urgent need for domestic spending and the absence of the allocation to cover this need.

Article - 6 -

First: Do not use the approved appropriations in this Act to 30 / December of the fiscal year / 2011 and an affiliate Income earned up to 31/12/2011 and received after the end of fiscal year 2011 revenue "for the federal public budget for fiscal year 2012.

Article 7 -

Article - 8 -

IV ": compliance with the appropriations allocated in the budget in the federal budget may not enter into a commitment to certifying more than what is intended in the federal budget

Article 9 -

First: "The ministries and government departments all Federal accounts monthly (trial balances) at a date not exceeding (10 days) from the end of each month to the Federal Ministry of Finance and Accounting Service

Second: may not make any transfers within the allocations (reconstruction and development projects, regions and provinces) between the provinces

Article -10 -

Federal Minister of Finance in coordination with the Minister of Planning, Federal transfers approved allocations for investment projects contained in the federal budget for the year / 2011 which have not been accounted for (25%) of the allocations for each project within six months from the adoption of the budget that do not affect the obligations of the executed contract, and convert them to other projects and are excluded from projects that did not start the execution of the imperative reasons of security

Article -11 -

Article -14 -

Article -20 -

Article 23 -

Article -24 -

Article -25 -

Article 34 -Non-funding of public companies, self-funded by the federal budget and the possibility of the companies mentioned borrowing from government banks in accordance with the Companies Act No. 22 of 1997, after submission of feasibility studies with the exception of the directorates of the Ministry of the Federal Electricity companies and Federal Ministry of Agriculture and companies mic that was attached to the Ministries of Defence and industry and minerals federated and the General Company of Railways of the Iraqi Ministry of Transport, self-funded.

Article 38 -

Um, note the JD on the end? Wasn't this in the article about the new currency class? A class of 100 JD dinars?

Would this then be a confirmation of a new currency class in the works is true?

Sorry if this is a stupid question, but does that mean that it has now been read 3 times and approved? It also says it will be implemented January 1, 2011, not that it is not approved yet. I am hoping it is approved and will open the door for an RV SOON!!!!!

A previous post by patriotic party girl has text at the bottom stating that it will be published in the Official Gazette and implemented January 1, 2011.this is why asked the question I did. Any ideas?

Jordanian Dinar code is JOD and 1 JOD = $1.41

But a 2008 Iraqi article also refers to JD as Jordanian Dinar... so JD could be JOD..... (Just saying).

example:

Prices of cooking gas in Jordan suddenly increased from 4 JD to 6.5 JD (1 JD = 1729 Iraqi dinar or $1.41) per tube, while fuel gas, which is used for heating purposes, moved upwardly from 0.315 JD to 0.555 JD per litter. LINK: http://en.aswataliraq.info/?p=69278 Feb, 2008

IS this any indication of the use of the JD rate of $1.41 in some weird code way?

Scooter has pointed out in past presentations that the Bahrain Dinar was used in previous documents as perhaps a coded number as well.

I have never seen the JD in this budget draft until this one presented by carlablum.

Scooter has pointed out in past presentations that the Bahrain Dinar was used in previous documents as perhaps a coded number as well.

I have never seen the JD in this budget draft until this one presented by carlablum.

Fishman, I swear I read on article on this site, within the past week, about, the new currency class and it was referencing a new currency class of 100 JD. I have looked all night for the article and I cannot find the darn thing, but I know I read it right here in this section. This is driving me nuts!!

do you mean the new class of 100,000 notes that Salih/Saleh published last week?

If they are insinuating JD is Jordanian Dinar Values.....

This would mean the purchasing power would be 1.41 times each number presented in this budget in USD..

Example:

If 1,000,000.00 JD is allocated in their budget for toothbrushes, that would be 1,410,000,000.00 USD worth of imported toothbrushes. (and their dental care should improve biggrin.gif )

So the purchasing power of these numbers is much greater than the numbers presented in the budget, especially for the investment portion of the budget.
