The Ministry advisor, Dhia al Khayoon, told AKnews that the recycling process will be implemented after approving the budget of 2011 by the parliament. He added after completing the process of recycling the money, precise proportions of governmental institutions will be extracted that have exhausted their funds allocated in 2010. Nouri al Maliki has called the Ministry to provide a detailed report of the recycling process of 2010. Khayoon said that Budget 2010 depleted approximately 70% of their funds by ministries, government bodies and provincial councils but it lacks the final exact accounts. The second reading of 2011 budget postponed last Tuesday due to disagreements among the parliament members regarding to oil exportation in Kurdistan on. It is noteworthy that the budget of 2011 amounted more than 102 trillion Iraqi dinars, equivalent to $ 87 billion, accounting for a rate of 75 trillion Iraqi dinars of operating budget and the remaining for investment.
