UN envoy Ed Melkert in Erbil to meet Kurdish leaders Monday, March 14th 2011 10:44 AM Erbil, March 14 (AKnews) – The United Nations Special Envoy to Iraq Ed Melkert has landed in Erbil, the capital of Iraq’s Kurdistan Region to meet the Kurdish leaders. The surprise visit by Melkert comes as the tensions between the oppositions groups and the ruling parties in Kurdistan are escalating after demonstrations swept across Sulaimaniyah province over the past month demanding political reforms. The ruling parties accuse the opposition, in particular Gorran of inciting the demonstrators. Demonstrators have attacked the headquarters of the Kurdistan Democratic Party (KDP) leading to clashes killing 8 and wounded over 100 people so far. Another subject of contention, likely to feature in the talks, is the deployment of Kurdish Peshmarga forces in the territorially disputed Kirkuk province. Tensions are rising in the multi-ethnic province over the deployment of the Kurdish security forces who, according to Kurdish leaders are there to protect the province's Kurdish and Turkoman populations. Their presence has heightened tensions however between the three main ethnic groups, as the province's Arabs and Turkomen are demanding their immediate removal. Last week a federal parliamentary session in Baghdad was postponed as arguments broke out over the issue between Turkoman and Kurdish deputies from Kirkuk. “Melkert is expected to meet Massoud Barzani, the president of Kurdistan Region,” says a source in Erbil International Airport without giving further details. Baghdad budget vote postponed Monday, March 14th 2011 10:17 AM Baghdad, March 14 (AKnews) – After more than five hours of deliberation yesterday, Baghdad provincial council decided to postpone the vote on the 2011 budget due to objections raised by some council members. Baghdad provincial council leader Kamel al- Zaidi told reporters yesterday that the meeting represented the first reading of the budget and that the vote would now take place on Thursday to give council members and the heads of the provincial committees time to make necessary amendments. “The next two days will be for private deliberation and listening to the opinions of the committee heads who wish to amend some of the monetary allocations,” he said. Speaking at a press conference immediately after the council meeting, Zaidi inferred that this year’s federal allocation would have a long way to go. “The council has prepared an ambitious plan for 2011,” he said, “that includes new and ongoing projects”. Baghdad’s governor Salah Abdul-Razzaq speaking at the same conference said that the Ministry of Finance had reduced the provincial budget for the third year running. “We were hoping to attain a trillion Iraqi Dinars ($858 million) but it was reduced to 617.5 billion IQD ($530 million)”. Razzaq described the allocation as “modest” in relation to the importance of the province and the size of its population. The governor went on to highlight the urgent need to improve public services in the Iraqi capital following the widespread demonstrations that have taken to the streets over the past month and the ongoing strain on the capital’s security forces. “This (budgetary) plan needs more than that,) he complained. The plan submitted to council members today proposed placing 135 billion IQD in ongoing projects, 282 billion IQD in new projects with the remaining 200 billion IQD going to the governorate. The Iraqi parliament gave confidence to part of the 42-seated cabinet of the reinstated Iraqi Prime Minister Nouri al-Maliki Dec.21. Some ministries including the defense, interior and state ministry for national security are temporary run by the PM himself until the new ministers are assigned. Adl Barwari, the PM advisor for the Kurdistan Region affairs told AKnews Saturday according to the statements by the PM and the leader of al-Iraqiya bloc, Ayad Allawi, the candidates for the security posts will be voted to throughout this week. The presidency of the Intelligence Organization, which Kurds claim, is also among the suspended security posts. Barwari quoted Allawi as saying he has named five candidates only for defense ministry. Allawi is the leader of the second largest parliamentary bloc, al-Iraqiya. Lana Mohammed another Kurdish lawmaker also believed voting on the security posts’ candidates is one of the priorities in the agenda of parliament for this week, along with discussing the report about the demands of the Iraqi protesters. In the past eight days citizens in a number of central and southern Iraqi provinces took into streets, condemning the government for poverty, joblessness, corruption and lack of basic services in the country. The rallies led to violence, killing at least 12 people and wounding dozens. The protesters in Baghdad were convinced their demands will be looked at and were sent back home. Citing to AKnews, Sad Matlabi said so far there is no agreement over the candidates for the security posts, adding negotiation over the posts still continues. Matlabi is a deputy form the State of Law Coalition (SLC), headed by Maliki. He believed there are two possibilities for naming the candidates; “either Maliki will hand the candidates’ names to the Council of Ministers, whether or not the blocs have agreed on them, or he may delay the list until the blocs reach an agreement over the issue.” Nahida Dayni, from al-Iraqiya said she will blame on Maliki not “the political blocs” any delay in voting. “He has promised to submit the names for voting throughout this week and any delay in so doing sources from more deliberating on sharing the posts.” Reported by Dilshad Saifaddin and Abdullah Shams Lh/AKnews

He added after completing the process of recycling the money, precise proportions of governmental institutions will be extracted that have exhausted their funds allocated in 2010. Nouri al Maliki has called the Ministry to provide a detailed report of the recycling process of 2010. Khayoon said that Budget 2010 depleted approximately 70% of their funds by ministries, government bodies and provincial councils but it lacks the final exact accounts. The second reading of 2011 budget postponed last Tuesday due to disagreements among the parliament members regarding to oil exportation in Kurdistan on. It is noteworthy that the budget of 2011 amounted more than 102 trillion Iraqi dinars, equivalent to $ 87 billion, accounting for a rate of 75 trillion Iraqi dinars of operating budget and the remaining for investment.
