 Baghdad: Al-Sabah,

the Council of Ministers agreed, in its session held yesterday, Tuesday, headed by Prime Minister Muhammad Shia’a Al-Sudani, to exclude external students for those who have completed (28) years of age, from years of waiting to take the external exam, while obligating all ministries and government formations to complete the entry of their employees’ data. Within the employee registration and retirement contributions collection program of the State Employees Pension Fund.


Al-Sudani directed, according to a statement by his media office, to adopt the recommendations of the Diwani Order Committee (23512 of 2023), regarding addressing the problem of distributing top students and holders of higher degrees between ministries, in line with the laws in force.


The session witnessed a discussion of the agricultural plan, the best ways to support farmers and the national production of primary crops, and confirm the government's endeavor to support the outputs of the agricultural sector, in a way that contributes to providing food security for the country.


The Council agreed to change the link of Dar Al Hanan for the severely handicapped, and the rest of the residential homes from the governorates, and re-link them to the Department of Care for People with Special Needs, which is one of the formations of the Authority for the Care of Persons with Disabilities and Special Needs.


With the aim of strengthening Iraq's role in the field of transparency, meeting international standards, and combating money laundering, the Council of Ministers approved issuing an amendment to the draft system for freezing terrorist funds submitted by the Central Bank of Iraq.

The Iraqi government is active a full year before its formation to prove its seriousness in combating corruption, the first and most important threat to the entity of the state, while the Integrity Commission is making unremitting efforts to hunt down the corrupt, culminating in the issuance of arrest warrants against dozens of officials.


In this context, the government is preparing for a severe blow against the senior corrupt, according to the political advisor to the Prime Minister, Sabhan Mulla Jiyad, who said: The coming days will witness the overthrow of the senior corrupt, which reinforces the seriousness of Prime Minister Muhammad Shia'a al-Sudani in implementing the paragraphs of his government program.


Anti-corruption activist Saeed Yassin Musa explained that combating corruption is divided into two parts: preventive measures and recovery of looted funds.


Moussa told Al-Sabah: "In the government program, there is an anti-corruption clause, and it is divided into two parts: the first is taking preventive measures, and the second is combating corruption and recovering looted assets." He added, "We are facing a very strong decision in the fight against corruption and great cooperation between the Integrity Commission, the government and the judiciary, with the assignment of a higher committee to combat corruption in the government to enforce the law and implement the orders of integrity and the judiciary accurately and cooperate with it without exceeding its job description," stressing that "no one Outside accountability and accountability, and this needs political and legislative support to rein in the exploitation and trafficking of negative political influence for extortion and to protect the corrupt.”


Moussa called on the legislative authority to "enact relevant laws, such as the Recovery Law, the new Penal Code, the Government Contracts Law, and the right to access information, with a set of preventive measures such as assigning competence, experience, and integrity in the public office with performance review, evaluation, and evaluation."

 

He also stressed, " The importance of paying attention to and taking into consideration the outputs of the Bureau of Financial Supervision reports,” calling on the government to “expedite the conclusion of bilateral agreements to recover wanted persons with countries of sanctuary.” It operates within 3 axes in this framework.


Al-Rubaie told "Al-Sabah": "The government is fighting corruption represented by the Integrity Commission, which is the implementing agency of the United Nations Convention against Corruption, and it has been linked to the government program." with the outputs of the government program,” noting that “Iraq works according to a specific tripartite to combat corruption, which is (the international agreement, the national strategy, and the government program), which emphasizes in most of its paragraphs the fight against corruption.”


And he continued: "These measures will deter cases of corruption and have increased the interaction of society with the Integrity Commission, by holding the senior corrupt persons accountable in the special grades, where (40-50) accused are referred to the judiciary monthly," and pointed out that "at the international level, this The issues support Iraq’s position on international indicators, and Iraq has begun implementing the international agreement and developing a national anti-corruption plan, and has begun to limit corruption in state institutions and the private sector,” noting that “these efforts are in the interest of the citizen in particular and society in general, and strengthen his confidence in state agencies and enhance confidence in security and improve services, and give positive indicators.


Al-Rubaie concluded by saying: "The Iraqi street has made an impact in combating corruption, in a way that enhances mutual trust with the oversight bodies."

The Council of Ministers issued, on Tuesday, a package of decisions and recommendations during its session held today.  

 

And the council stated in a statement that “NAS” received a copy of, (August 22, 2023), “The Prime Minister, Muhammad Shia’a Al-Sudani, chaired today, Tuesday, the thirty-fourth regular session of the Council of Ministers, in which developments in the general situation in the country were discussed, and the main files were discussed. which tops the government's priorities, in addition to discussing the topics on the agenda and making decisions and recommendations regarding them.  

  

The Prime Minister directed the adoption of the recommendations of the Diwani Order Committee (23512 of 2023), regarding addressing the problem of distributing top students and holders of higher degrees among ministries, in line with the laws in force, according to the statement.  

  

And in the course of implementing the administrative reform, the Council of Ministers decided the following:  

  

1- Oblige all ministries and government formations to complete the entry of their employees' data within the employee registration and retirement contributions collection program of the State Employees Pension Fund, while updating the changes that occur to employees periodically and continuously.  

  

2- The State Employees Pension Fund notifies the Council of Ministers of the formations that are refusing and reluctant to register and update the data of their employees.  

  

3- The Federal Bureau of Financial Supervision should review the names of the formations referred to in Paragraph 2 above, and approve the extent of response to registering employee data within the performance evaluation indicators for ministries and general managers.  

  

And the statement continued, "The session witnessed a discussion of the agricultural plan, and the best ways to support farmers and the national production of primary crops, and confirm the government's endeavor to support the outputs of the agricultural sector, in a way that contributes to providing food security for the country."  

  

In this regard, the Cabinet approved the following:  

  

1- Transferring fertilizer subsidies allocated to the Ministry of Agriculture to subsidizing the project for the use of modern irrigation techniques.  

  

2- Excluding compound fertilizers (Dap, MAP, NPK), foliar, liquid and organic fertilizers from the instructions for importing hazardous materials.  

  

3- Adopting electronic correspondence, for communication between the relevant authorities; To speed up the procedures for entering fertilizers, transporting them between governorates, and storing them.  

  

4- Emphasizing the implementation of Cabinet Resolution (23111 of 2023), approving the border crossings mentioned therein, and the approved mechanisms, taking into account the implementation of Cabinet Resolution (13 of 2019).  

  

5- Allowing the General Company for Southern Fertilizers to sell its fertilizer products to the General Union of Agricultural Associations, agents and the private sector, as an exception to the previous instructions.  

  

6- Establishing a working cell headed by the National Intelligence Service, with membership in the Ministry of Agriculture, other relevant authorities and representatives of the General Union of Agricultural Associations and the private sector, to follow up on the implementation of Cabinet decisions and instructions for importing and trading local fertilizers and their prices.  

  

7- Approval of the certificate of conformity and its accompaniments issued by the approved foreign examination companies, for the prior chemical, biological and radiological examination of the consignments exported to Iraq, in accordance with the Iraqi standard specifications approved by the Testing, Inspection and Certification Council (TIC), as examination documents with the relevant authorities to facilitate the work of The customs clearing.  

  

8- All relevant authorities shall prepare and provide all necessary facilities for entering, transporting, storing and selling fertilizers locally; To make the agricultural season a success and achieve food security.  

  

9- The Ministerial Council of the Economy determines the purchase price of the wheat crop for the next season, based on the decision of the Council of Ministers (70 of 2020), according to a price equation that adopts international prices with an appropriate support margin, provided that this includes granting an additional encouraging price advantage when purchasing the crop irrigated with techniques. Modern irrigation, and reduce the margin of support for the crop irrigated with traditional irrigation techniques.  

  

10- Continuing to support seeds and pesticides, as in the previous winter season (2022-2023), and not requiring the use of modern irrigation techniques to be included in the aforementioned support, and in the agricultural plan for the next season (2023-2024).  

  

In the education file, and in support of students wishing to take external exams, the Council of Ministers agreed to exclude external students for those who have completed (28) years of age, from the years of waiting to take the external exam, from the periods stipulated in paragraphs (a, b) of item first of the provisions Article Nine of the amended Examinations Regulation No. (18) of 1987, provided that obtaining the certificate in accordance with this article does not result in a change in the job title of those who were employed, whether civil or military, according to the statement.  

  

The statement said: "In order to confirm the support provided to the shelters for people with disabilities and to enhance the care provided to their beneficiaries, the Council agreed to change the point of contact for Dar Al-Hanan for the severely disabled, and the rest of the shelters from the governorates, and re-link them to the Department of Care for People with Special Needs, which is one of the formations of the People's Care Authority." disabilities and special needs.  

  

He pointed out that "in implementation of the provisions of Article (15) of the State's Federal Budget Law for the three fiscal years, and Paragraph (9) of Instructions No. (1) for the year 2023, it was decided to facilitate the implementation of the State's Federal General Budget Law No. (13) for the fiscal years, which includes:  

  

The accounting department audits and confirms the amounts of advances disbursed in its records, in coordination with the concerned departments.  

  

- Tabulating the amounts returned from these advances according to the aspects of disbursement and according to the applicable tabulation within the Federal General Budget Law for the year 2023, and coordination is made with the Ministry of Planning regarding checking the amounts of advances related to investment projects that have allocations included in the budget for the years in question.  

  

The departments concerned audit the trial scales, supported by evidence, to the Accounting Department.  

  

- The Accounting Department at the Ministry of Finance provides the Budget Department with detailed audited tables, showing the amounts of advances and the parties to which they are disbursed, thus confirming the validity of the data contained therein and the allocations for which are included within the federal general budget for the fiscal years, for each year separately.  

  

The budget department in the Ministry of Finance submits a recommendation to the Council of Ministers to take a decision to extinguish and add financial allocations to it without entailing an actual disbursement, and for the purposes of the entry settlement.  

  

And between, “Within the government’s plans to develop the railway system in Iraq, and with regard to the Basra-Shalamja railway project, the Council of Ministers approved the following:  

  

1- The Basra governorate obtains the approval of all concerned departments on the path proposed by it, and it is fixed in the basic design of the governorate, in a way that does not conflict with any future activity or projects.  

  

2- Obtaining the fundamental approvals to allocate the lands belonging to the state, through which the track passes, for the purposes of the Basra-Shalamcheh railway project.  

  

3- The Basra Governorate removing all encroachments on the new railway track proposed by the Basra Governorate.  

  

4 - The Ministry of Environment / Department of Mine Affairs to identify the areas contaminated with mines on the new route proposed by the province of Basra.  

  

5- The Ministry of Transport shall determine the expropriation amounts to be included in the project with the Ministry of Planning.  

  

And he said: “In the electricity sector, the Council of Ministers approved the recommendation of the Energy Ministerial Council (23066 I) for the year 2023, which includes the exception of chemicals whose details are set out in the Ministry of Electricity’s letter, dated July 17, 2023, which will be supplied by the Chinese company (CMEC) contracting with the Ministry of Electricity.” Electricity in the implementation of the Salah al-Din thermal power station project, which is needed by the aforementioned company in the washing process for the units, and is excluded from issuing the import license, provided that the import license and the required documents are completed later within (60) working days as a maximum, and the General Electric Power Production Company bears the responsibility for the region The North, the responsibility in the event of non-compliance with that, and the General Authority for Customs and the Directorate of Customs of the southern region and its border crossings, and the Iraqi National Intelligence Service, will expedite the removal of the aforementioned chemicals upon their arrival.  

  

He added, "With the aim of strengthening Iraq's role in the field of transparency, meeting international standards, and combating money laundering, the Council of Ministers agreed to issue an amendment to the draft system for freezing terrorist funds submitted by the Central Bank of Iraq, based on the provisions of the constitution and the Anti-Money Laundering and Terrorist Financing Law (39 of 2015). Provided that the aforementioned draft system is reviewed in accordance with the established procedures, prior to its issuance.  

  

He explained, "The Council of Ministers discussed other issues on the agenda, and issued the following decisions:  

  

First: Authorizing the Ministry of Health to negotiate and sign a separate technical agreement with the German Development Bank, so that the Ministry can start implementation, noting that the text of the agreement has been reviewed with the Ministry of Health and the German Development Bank.  

  

Second / Approval of the following:  

  

Authorizing the Director General of the General Commission for Taxes at the Ministry of Finance to negotiate and initial a draft agreement to avoid double taxation and prevent evasion from paying taxes imposed on income and capital, between the government of the Republic of Iraq and the government of the People’s Republic of China, as amended by the State Council, based on provisions of the constitution.  

  

The Ministry of Foreign Affairs prepared the necessary authorization document on behalf of the Government of the Republic of Iraq to the Director General of the General Commission for Taxes, according to the approved contexts, and submitted it to the General Secretariat of the Council of Ministers, in order to obtain the signature of the Prime Minister.  

  

Third / Approval of the following:  

  

Granting a subsequent license to initial the draft air transport agreement between the government of the Republic of Iraq and the government of the Kingdom of Spain, based on the provisions of Treaty Contract Law No. (35) of 2015.  

  

- Authorizing the Director General of the Iraqi Civil Aviation Authority, the authority to negotiate and sign a draft air transport agreement between the government of the Republic of Iraq and the government of the Kingdom of Spain, based on the provisions of the Constitution, taking into account the notes of the legal department in the General Secretariat of the Council of Ministers.  

  

The Ministry of Foreign Affairs prepares the necessary authorization document on behalf of the Government of the Republic of Iraq for the Acting Director General of the Civil Aviation Authority, according to the approved contexts, and submits it to the General Secretariat of the Council of Ministers, in order to obtain the signature of the Prime Minister.  

  

Approving the recommendation of the Ministry of Foreign Affairs regarding the reopening of the Embassy of the Republic of Kazakhstan in Iraq, based on the provisions of Foreign Service Law No. 45 of 2008 and the Vienna Convention on Consular Relations of 1963.
