The Iraqi Council of Ministers announces the adoption of a number of new decisions

Shafaq News/ The Iraqi Council of Ministers decided, on Tuesday, to form a higher committee to restructure the government apparatus, according to the vision of the new system, in addition to decisions related to the health sector, the economy, investment and foreign employment.

 

The media office of the Prime Minister, Muhammad Shia' al-Sudani, stated in a statement received by Shafaq News agency, that the latter presided over the twenty-fifth regular session of the Council of Ministers, in which developments in the general situation in the country were discussed, and basic files included in government priorities were reviewed, in addition to discussing issues on the agenda. and issuing decisions and recommendations thereon.

 

At the beginning of its session, the Council of Ministers discussed the final report on evaluating the implementation of the priorities and components of the government program by the ministries, within the framework of the government's efforts to implement its vision and work priorities, and the timelines it committed itself to, and assessing what has been accomplished within its government program.

 

In this regard, the Council of Ministers decided to refer the first semi-annual report for the year 2023, related to the stages of progress of the government program, to the House of Representatives, based on the provisions of the amended bylaw of the Council of Ministers 2 of 2019, provided that all ministries and sectoral agencies implement the treatments and recommendations indicated. In the aforementioned report, according to specialization, and notifying the government program follow-up team of the measures taken in this regard.

 

The Prime Minister appreciated the efforts of the government program team, which worked on preparing the report, in a scientific and professional manner. Al-Sudani will later hold a press conference to review the details of the government curriculum and explain the achieved achievement rates.

 

Al-Sudani directed that the Eid holiday be from Tuesday, corresponding to June 27, 2023, until Sunday, corresponding to July 2, 2023, provided that official working hours in all government institutions resume on Monday, corresponding to July 3.

 

And in compliance with the ministerial curriculum adopted by the government, and approved by Parliament last October, the Council of Ministers has set Monday, corresponding to December 18, as the date for holding the 2023 provincial elections.

 

The Prime Minister reaffirmed the support of the Electoral Commission to carry out its tasks, and to provide all the requirements of the electoral process, in a manner that guarantees fair, impartial and transparent elections.

 

Within the framework of the administrative reform that the government resolved to achieve, the Prime Minister directed the formation of a supreme committee to restructure the government apparatus, according to the vision of the new system, which was drawn up by the Constitution of the Republic of Iraq for the year 2005, headed by the Prime Minister, and membership; Deputy Prime Minister, Minister of Planning, Minister of Construction, Housing, Municipalities and Public Works, Minister of Labor and Social Affairs, Minister of Higher Education and Scientific Research, and a number of advisors, in addition to the legal department in the General Secretariat of the Council of Ministers.

The Council of Ministers also approved the transfer of ownership of Al-Furat General Hospital, which is built on a part of the land belonging to the Ministry of Transport / the General Authority for Meteorology and Seismic Monitoring, in the interest of the Ministry of Health / Baghdad Health Department / Karkh, based on Cabinet Resolution 93 of 2022, and that The debt owed by the Ministry of Health, amounting to one billion and 687 million dinars, is written off in favor of the Ministry of Transport / General Authority for Meteorology and Seismic Monitoring, for the occupancy of the property indicated in Paragraph 1 above from the Baghdad / Karkh Health Department, based on the Federal Financial Management Law 6 of 2019 The amended, and Cabinet Resolution 28 of 2020, compensating the Ministry of Transport with another plot of land.

 

In the field of regulating the import process, the Council of Ministers approved the recommendation of the Ministerial Council of Economy No. (230135 s) on ensuring that goods conform to the specifications according to which the import took place (inspecting companies), regarding the review of Cabinet Resolution 60 of 2014, as follows:

 

1. Formation of a committee headed by the General Secretariat of the Council of Ministers and the membership of representatives from the ministries (Planning, Construction, Housing, Public Works and Municipalities, Trade, Health, Agriculture, Industry and Minerals) to include in the decision a unified and easy mechanism for customs clearance, according to which the contracting party is responsible for endorsing and ensuring conformity of imported goods for the benefit of The consumer, covered by the decisions of the Central Agency for Standardization and Quality Control, and requesting its release from the border crossings at the level of one consignment; The importance of the subject and its direct relationship to the health and safety of the consumer.

 

2. Obliging ministries, entities not associated with a ministry, and all governorates, to comply with the book of the Ministry of Planning No. (10039) on November 18, 2021.

 

In the context of following up on improving the investment environment, and developing the legal foundations that raise the contribution of investment projects to the national economy, the Council of Ministers decided to amend Council Resolution No. 245 of 2019, to ensure facilitating the allocation of land for investment projects, and to oblige the governorates to prepare everything related to land sorting, and the amendment included Organizing the listing of strategic investment projects and for the National Investment Commission to prepare feasibility studies and the financial model, and to complete all studies, allocations and other requirements, before announcing investment opportunities.

 

The amendment also included granting the National Commission for Investment the authority to amend the investment licenses issued by it after the approval of the sectoral authority, and the formation of committees in the governorates to consider requests for amending investment licenses and setting the controls for these amendments.

 

And as part of the endeavor to regulate the work and residence of expatriate workers, the Council of Ministers agreed to set a new period for submitting requests to adjust the legal status of violating foreign workers, which were granted according to the recommendations of the Committee to Study the Problem of the Increase in the Number of Foreign Workers, which was approved by the Council of Ministers in accordance with its Resolution 23119 of 2023, for a period of 45 working days. The Cabinet discussed other issues on the agenda and issued the following decisions:

 

First: Suspension of Cabinet Decision 23312 of 2023 regarding the issue of the Energy Ministerial Council’s recommendation regarding the third sea pipeline project (Japanese loan) for the Basra Oil Company.

 

Second / Approval of the draft law amending Penal Code No. 111 of 1969, which was audited by the State Council, and referred to the House of Representatives, based on the provisions of the constitution, taking into account the opinion of the legal department in the General Secretariat of the Council of Ministers.

 

Third / amending Paragraph 3 of Cabinet Resolution 23332 of 2023, by adding the following:

 

- Authorizing the holy governorate of Karbala to implement the part related to the governorate; For the completion of the road rehabilitation project (Baghdad - Jurf Al-Nasr - Karbala), as an exception to the contracting methods stipulated in the instructions for the implementation of government contracts, and the value of the cost of the project.

He added, "The amendment also included granting the National Commission for Investment the power to amend the investment licenses issued by it after the approval of the sectoral authority, and the formation of committees in the governorates to consider requests to amend investment licenses and set controls for these amendments."  

  

And he continued, “Within the endeavor to regulate the work and residence of expatriate workers, the Council of Ministers agreed to set a new period for submitting requests to adjust the legal status of violating foreign workers, which were granted according to the recommendations of the Committee to Study the Problem of the Increase in the Number of Foreign Workers, which was approved by the Council of Ministers in accordance with its decision (23119) for the year 2023. For a period of (45) working days, based on the recommendations of the aforementioned committee issued under the letter of the General Secretariat of the Council of Ministers.  

  

The Cabinet discussed other issues on the agenda and issued the following decisions:  

  

First: Suspension of Cabinet Resolution (23312) for the year 2023 regarding the issue of the recommendation of the Ministerial Energy Council regarding the third marine pipeline project (Japanese loan) for the Basra Oil Company.  

  

Second / Approval of the draft law amending the Penal Code No. (111) of 1969, which was audited by the State Council, and referred to the House of Representatives, based on the provisions of the constitution, taking into account the opinion of the legal department in the General Secretariat of the Council of Ministers.  

  

Third / amending paragraph (3) of Cabinet Resolution (23332) for the year 2023, by adding the following:  

  

- Authorizing the holy governorate of Karbala to implement the part related to the governorate; For the completion of the road rehabilitation project (Baghdad - Jurf Al-Nasr - Karbala), as an exception to the contracting methods stipulated in the instructions for the implementation of government contracts, and the value of the cost of the project.  

  

Fourth / The Ministry of Finance allocated an amount of 3 billion dinars to the Ministry of Justice after publishing the Federal Budget Law in the Official Gazette, to address problems and provide requirements for prisons, and to authorize the Ministry to contract in accordance with the instructions for implementing government contracts (2 of 2014).  

  

Fifth / allocating 3 billion dinars to the Border Crossings Authority to purchase baggage inspection devices, after issuing the Federal General Budget Law, from the emergency reserve.
