Prime Minister Muhammad Shia al-Sudani, during his presidency of the regular session of the Council of Ministers, in which the head of the Integrity Commission was hosted, to discuss a draft law (the right to obtain information), directed all ministers to study the draft law, provided that their observations regarding it be submitted within a maximum period of one month.

Al-Sudani also directed the importance of paying attention to renewable energy projects, taking practical measures regarding them, and unifying the state's efforts towards the renewable energy file, which the government has adopted among the priorities of its executive program.

During its discussion of the file of new cities approved by the government to address the housing problem, the Council agreed to exclude the project of linking the residential city of Ali Al-Wardi to the city of Baghdad and the annual roads to it, from the instructions for implementing the investment budget related to the requirements for listing investment projects, and for the Ministry of Planning to include the project at an initial estimated cost of ( 217139335000) dinars, except for the reserve and monitoring ratio.

And within the framework of working to prepare ways for the success of the provincial council elections, the Council approved the requirements for implementing these elections for the year 2023, taking into account the opinion of the legal department in the General Secretariat of the Council of Ministers. The Council of Ministers decided to approve the continuation of the Ministry of Health to implement the neonatal intensive care services project. 

The Council approved the financing of the Iraqi Red Crescent Society by the Ministry of Finance, in order to provide urgent humanitarian and medical aid to the brotherly Sudanese people.

The Council also approved the inclusion of the solar energy project signed between the Ministry of Electricity and the French company Total, with the same mechanisms set forth in Cabinet Resolution (23183) for the year 2023, and by the (TAKE OR PAY) method to purchase all available energy from the station, according to the agreed contract formula.

In the field of administrative reform, the Council of Ministers approved the liquidation of the public company for the implementation of water projects affiliated to the Municipality of Baghdad, due to the inability of the aforementioned company to amend and submit financial statements, the lack of material and human requirements, and that it has not carried out any activity since 2009, based on the provisions of Public Companies Law No. (22) of 1997, as amended.

Experts in the economic and political affairs considered that the (Development Road) project, which Minister of Transport Razak Mohibis Al-Saadawi opened yesterday, Tuesday, his headquarters to start the steps of its actual implementation, is a ticket and outlet for the country’s exit from the crisis of the “rentier economy” based on one commodity, and entering the economic zone. The academic and expert in political and legal affairs, Dr. Rakia Al-Khazali, said in an exclusive interview with Al-Sabah: The (Development Road) project to link the port of Al-Faw with Turkey to Europe, initially witnesses the participation of ten regional countries except for Iraq, which are (the six Gulf Cooperation Council countries, And the four neighboring countries Iran, Turkey, Jordan and Syria).

She pointed out that "this project is a cornerstone of a sustainable economy, as it does not depend on oil and contributes to regional integration," and indicated that "this project is a revival of the (Basra-Berlin) project that was agreed upon more than a century ago by the German Emperor Philip II. And the Ottoman Sultan Abdul Hamid II, whose aim was to link the Middle East to the European continent.

The expert, Rakia Al-Khazali, believes that before delving into the positive points that the project deals with from an economic point of view, it is necessary to move on to the method of its implementation, indicating that “according to the visions, there are three options, either the financing of the project is 100% governmental, and this is a very difficult issue that may cause a deficit in The budget for state resources, and the other option is to implement the project in partnership between the government and the private sector, and this also has some danger in light of the scarcity of environmental trust for the private sector and may have some obstacles.

And she indicated that "the third option or the third proposal is that there be investment by a group of international companies for this region," stressing that "the third option is the best, because Iraq needs to attract companies, and strive to be a country that attracts investment, and therefore we need to Attracting international companies, and at the same time we must contribute to a partnership between global institutions and local institutions. The joints of economic life have been paralyzed, except for the transport sector, which is like a third river that does not stop flowing in various circumstances and crises.

He pointed out that "there is a team in the street that goes towards standing with the giant strategic port of Faw and (development road), which ends in 2029, and has a length of 1191 km and passes through more than 13 cities to reach Fishkhabour, Konya, Gaziantep, and then to Mersin," indicating It will achieve a return of more than 18.4%, and all neighboring countries will benefit from it, according to official readings, and it will be a great competitor to two major roads in the region if they see the light, (Iran's north-south line), and the line that starts from Oman and Saudi Arabia and ends in Jordan and Israel.

He added that "(the path of development) will achieve a great economic leap for Iraq and the countries of the region," noting that "all the aforementioned data and indicators dictate that the first phase of the project will provide more than 100,000 job opportunities, and at the end of 2029, the percentage may rise to one million jobs."

In turn, the writer and researcher in political affairs, Dr. Qasim Balshan Al-Tamimi, told Al-Sabah: "(The road to development) needs international protection and care that forces Turkey to continue the flow of goods through this road even if relations between Iraq and Turkey falter," referring to That "Certainly, Iraq is in urgent need to get out of the unipolar economy (rentier economy), and (development path) is considered the first and important step to diversify the sources of the Iraqi economy."

In addition to deliberating on the topics prepared on the agenda and taking decisions in their regard.  

  

The statement added, "And as an affirmation by the government of the principle of transparency in the work of state institutions, and in order to enhance responsible media and journalistic work, the Council of Ministers hosted the head of the Integrity Commission, to discuss a draft law (the right to obtain information), and in this regard, the Prime Minister directed all ministers to study draft law, provided that they submit their comments on it within a maximum period of one month.  

  

And the statement continued, "Al-Sudani also instructed the need to pay attention to renewable energy projects, take practical measures regarding them, and unify the state's efforts towards the renewable energy file, which the government has adopted among the priorities of its executive program."  

  

The Council of Ministers deliberated on the Hajj file, and the facilities provided to them, and the Prime Minister wished a successful and safe Hajj for all Iraqi pilgrims heading towards the Sacred House of God, and referred to the state’s support for the pilgrims in the current Hajj season, in order to reach the lowest financial costs among the countries of the Islamic world, In addition to approving the official exchange rate for pilgrims, and affirming his continued follow-up of their affairs, he also directed the provision of all necessary facilities for Hajj, convoys and trips, in a way that provides the best services for them, according to the statement.  

  

The Council of Ministers discussed "the file of new cities adopted by the government to address the housing problem and alleviate overcrowding within city centers, and in the context of the Prime Minister's directives to provide facilities to proceed with them, the Council of Ministers approved the following:  

  

1- Excluding the road project linking the residential city of Ali Al-Wardi to the city of Baghdad and the annual roads to it, from the instructions for implementing the investment budget related to the requirements for listing investment projects.  

  

2- The Ministry of Planning listed the project above, as stated in paragraph (1) above, at an initial estimated cost of (217139335000) dinars, excluding the percentage of precaution and control.  

  

3- Authorizing the Ministry of Construction, Housing, Municipalities and Public Works, the authority to conduct contracts in a direct invitation manner (design and implementation), within the total cost of the project mentioned in paragraph (2) above, as an exception to the instructions for implementing government contracts, and not to disburse any amounts except after the approval of the budget law.  

  

The statement said: “Within the framework of working to prepare ways for the success of the provincial council elections, according to what was included in the government’s ministerial platform, the council approved the requirements for implementing these elections for the year 2023, which are established according to the letter of the Independent High Electoral Commission, taking into account the opinion of the legal department in the General Secretariat.” to the Council of Ministers.”  

  

And between, “In the field of following up the implementation of health and service projects, the Council of Ministers decided to approve the continuation of the Ministry of Health to implement the intensive care services project for newborns, according to what was stated in the Council of Ministers Resolution (182 of 2022), and the appendix to the contract concluded with (GE), dated October 5, 2022.”

And on the path of government efforts to expand and diversify alternative and renewable energy sources, the Cabinet approved the recommendation of the Ministerial Council for Energy No. (23040i) for the year 2023, regarding the inclusion of the solar energy project signed between the Ministry of Electricity and the French company Total with the same mechanisms set forth in Cabinet Resolution (23183) for the year 2023. And by the (TAKE OR PAY) method, to purchase all the available energy from the station, according to the agreed contract formula, according to the statement.  

  

The statement pointed out that “in the field of energy and the development of this vital sector, the Cabinet approved the recommendation of the Ministerial Council for Energy No. (23041 I) for the year 2023, regarding approving the recommendation of the Central Committee for Review and Approval of Referral in the Ministry of Electricity, regarding the direct lawsuit No. (MOE-HQ). -17-2021) A project to install a solar power plant in Al-Muthanna Governorate with a capacity of (750) megawatts, under the custody of (POWER CHINA) and with a total amount of (520.234202) dollars, only five hundred and twenty million two hundred and thirty-four thousand two hundred and two dollars, according to what was stated in the book The Ministry of Planning, which includes the implementation of the project in two phases, at a rate of (250) megawatts, for the first phase, which must ensure the full operation of the station according to the financial authority and the authority granted to the Ministry of Electricity, according to the Cabinet Resolution (361 of 2022), and authorizing the Ministry of Electricity to complete the referral and contracting procedures after approval The Federal General Budget Law for the year 2023.  

  

He explained, “Also in the energy file, the Cabinet approved the recommendation of the Ministerial Council for Energy (23008) for the year 2023, regarding approving the recommendation of the Central Committee for Review and Approval of the referral in the Ministry of Oil, which includes the referral of the project (construction of the third marine export pipeline with a diameter of 48 knots, and operational capacity). 2 million barrels per day, Japanese loan), the Basra Oil Company under the custody of the Dutch company (Boskalis) for (416,900,000) dollars, only four hundred and sixteen million and nine hundred thousand dollars, and with the implementation of (400) days, in addition to the period of early works, provided that they are not transferred until after Approving the Federal General Budget Law for the fiscal year 2023, and completing the requirements for inclusion in the investment budget.

First / approval of the recommendation of the Ministerial Council of Economy (23082 s), which includes approval of what was stated in the Ministry of Health’s letter, regarding reducing the customs fee for spare parts for linear accelerators to 0.25%.  

  

Second: Approving the development, support and maintenance of the system for vehicle registration and driving licenses in Baghdad and the provinces, as an exception to the instructions for executing contracts.  

  

Third / amending the first paragraph of Cabinet Resolution (300 of 2022) regarding the estimated budget for the (25th) Gulf Cup in football, by adding the phrase (and filling other requirements of the Iraqi Football Association).  

  

Fourth: The payment of the amount regarding the allowance for a plot of land for a residential complex, related to the Al-Ahrar residential complex in the governorates of Muthanna and Kirkuk, will be from the Political Prisoners Foundation in accordance with the Emergency support Law, and write off the remaining amount in accordance with Article 46 of the Federal Financial Management Law (6 of 2019).  

  

Fifth / Based on what was stated in the recommendations of the committee concerned with (reconsidering all Cabinet decisions, taken from the previous government, during the period of running daily affairs from October 8, 2021 to October 27, 2022), it was decided to confirm the implementation of Cabinet Resolution (278 of the year 2022), which includes approving the recommendation of the Ministerial Council of Economy regarding obtaining accreditation certificates from the Iraqi Accreditation Commission, according to the book of the Ministry of Planning.  

  

Sixth: Confirmation of the implementation of Cabinet Resolution (33 of 2018) regarding the provision of social security.

The media office of the Prime Minister, Muhammad Shia' al-Sudani, stated, in a statement received by Shafaq News agency, that the latter presided over the twenty-second regular session of the Council of Ministers, in which public affairs in the country were discussed, and the most important economic and service vital files were reviewed, in addition to deliberating on the issues prepared on the agenda. business and decision-making.

 

In confirmation of the government's principle of transparency in the work of state institutions, and in order to enhance responsible media and journalistic work, the Council of Ministers hosted the head of the Commission of Integrity, to discuss the "right to information" draft law.

 

Al-Sudani directed all ministers to study the draft law, provided that their observations regarding it would be submitted within a maximum period of one month.

 

He stressed the need to pay attention to renewable energy projects, take practical measures regarding them, and unify the country's efforts towards the renewable energy file, which the government has adopted among the priorities of its executive program.

 

Al-Sudani referred to the state's support for pilgrims during the current Hajj season, in order to reach the lowest financial costs among the countries of the Islamic world, in addition to adopting the official exchange rate for pilgrims.

 

He stressed that he would continue to follow up on their affairs, and directed that all necessary facilities be provided for pilgrimages, convoys and trips, in order to secure the best services for them.
