The Council of Ministers, in its session held yesterday, Tuesday, headed by the President of the Council, Muhammad Shia’a Al-Sudani, decided to transfer the ownership of the land numbered (1 M 11 Telul Al-Nass) from the Ministry of Finance to the Amanat Baghdad, as well as transferring the ownership of the plot of land numbered (72/2 M 11 Telul Al-Nass) from Ashur General Company / Ministry of Construction, Housing, Municipalities and Public Works to the Municipality of Baghdad, to complete the procedures for initiating the implementation of the new Sadr City.

 

A statement by the Prime Minister’s Media Office stated that Al-Sudani reviewed, at the outset of the session, Iraq’s participation in the work of the 32nd Arab Summit, which was held in Jeddah, Saudi Arabia, and the Iraqi delegation’s emphasis on the importance of advancing joint Arab action, integration and economic partnership between brotherly and friendly countries. In the region, and that aspects of cooperation support stability and development steps for the benefit of all the peoples of the region.

 

The Council decided to completely ban the import of motorcycles (ticking and speeding), when safety and security conditions and standard specifications are not met, and to completely ban the import of small bikes whose engine size is less than (40) cc, and to stop the import of motorcycles in all their forms, whose engine size is (40) CC and above, starting from July 1, 2023, and stopping the granting of any licenses to establish a production line for motorcycles inside Iraq, whether from the public, private or mixed sectors, and reviewing the licenses currently granted in accordance with the provisions of the law, indicating that a period of (3) has been set. Months to register the aforementioned bikes, and install registration plates on them. 

 

The Council approved the prohibition of the movement of bicycles (ticking, scooters, and small bicycles) on highways and public roads, stipulating that they be allowed to move after they are duly registered in: (agricultural areas, closed tourist areas, alleys, narrow and secondary roads, and residential areas).

 

  The Council also decided to upgrade (5) two-wheeled bicycles or (3) three-wheeled bicycles or more (tickets or scooters), provided that they are valid for work, in return for registering a new imported vehicle, and granting soft loans to owners of bicycles, ticks, or regulated scooters.

The Council also approved the adoption of national carriers (Iraqi Airlines), other local carriers, or Saudi Arabia, to transport pilgrims in the current season of this year, as an exception to Cabinet Resolution (43 of 2015); A service to the guests of God.

 

The statement indicated that the Council of Ministers decided to grant allocations of (50%) of the nominal salary to employees of residential homes in the capital, Baghdad, and all governorates (nannies, service workers, and craftsmen), provided that those included in the aforementioned description do not receive dangerous allowances, and the decision is implemented starting from June 1, 2023.

On Tuesday, the Council of Ministers issued a package of decisions and recommendations during its session that it held today.  

  

 

  

And a statement by the council, a copy of which “NAS” received, stated (May 23, 2023), “Prime Minister Muhammad Shia’ al-Sudani presided today, Tuesday, the twenty-first regular session of the Council of Ministers, during which developments in the situation and public affairs in the country were discussed, and a review and follow-up of the implementation of decisions were taken. Which pertain to a number of files and issues, follow up on the implementation of the priorities of the government program, as well as discuss issues on the agenda.  

  

The statement added, "At the outset of the session, the Prime Minister reviewed Iraq's participation in the work of the 32nd Arab Summit, which was held in Jeddah, Saudi Arabia, and the Iraqi delegation's emphasis on the importance of advancing joint Arab action, integration and economic partnership between brotherly and friendly countries in the region. And that the aspects of cooperation support stability and development steps for the benefit of all the peoples of the region.  

  

And the statement continued, "And to complete the procedures for initiating the implementation of the new Sadr City, the Prime Minister directed the transfer of ownership of the land numbered (1 m 11 Talul al-Nass) and its area (152 dunums and 18 acres) from the Ministry of Finance to the Municipality of Baghdad, as well as transferring the ownership of the land numbered (72 / 2 m 11 Tulul al-Nuss) and its area (294 dunums and 18 acres) from the Ashur General Company / Ministry of Construction, Housing, Municipalities and Public Works to the Baghdad Municipality.  

  

He pointed out that "in the economic and development affairs, the Council of Ministers approved the recommendation of the Ministerial Council for the Economy (23083 BC) regarding approving the recommendations of the committee composed of the letter of the General Secretariat of the Council of Ministers, according to the following:  

  

1- The Iraqi General Authority for Railways determines the proposed route for the railway plan that extends from the sea berths to the south of the port of Khor Al-Zubayr, outside the lands owned by the General Directorate of Free Zones, in coordination between it and the Ministries of (Oil and Water Resources) and the Free Zones Authority within two working weeks, as a maximum. .  

  

2- The Ministry of Finance opened a customs office at the last point of the proposed railway track, according to the Minister of Finance under the Customs Law (23 of 1984).  

  

3- The Ministry of Transport determined the real area required for the project in coordination between it and the two departments (Real Estate Registration and State Real Estate) based on the Ministry of Transport Law (7 of 1994), and taking what is required to purchase it from the Ministry of Finance (legally).  

  

4- The Ministry of Transport takes what is required to implement the aforementioned project, provided that a feasibility study for the project is submitted before starting implementation by the relevant authority, based on Article (1/ Eighth) of the aforementioned Ministry of Transport Law.  

  

And between, “In the file of following up the railway link with the Islamic Republic of Iran, the Council of Ministers approved the following:  

  

1- Oblige all sectoral authorities to provide the necessary facilities in order to own the lands of the (Basra-Shalamja) railway project for the benefit of the Ministry of Transport.  

  

2- Authorizing the Ministry of Transport / the General Company for Iraqi Railways, the authority to hand over land sites for minefields and the site of the navigational bridge on the Shatt al-Arab to the Iranian railways; to begin mine clearance procedures.  

  

3- Assigning the Basra Governorate to start procedures for removing transgressions on the railway track of the aforementioned project, and any transgressions or conflicts that hinder the work of the project.  

  

He pointed out that "with regard to the implementation of the government program to address the housing crisis, and to create new cities that enjoy the infrastructure and the correct legal path to land ownership, the Cabinet decided to approve the amendment of Resolution (324 of 2022) to become as follows:  

  

The ownership of (3000) dunums of the Ghazlani camp is allocated to the current Ministry of Defense for use in accordance with its purposes and objectives, provided that it will not be used as military headquarters or barracks. housing on it, and its ownership is transferred to the investing and beneficiary entities later.  

  

The statement said, "In the field of regulating traffic in the capital and major cities, and reducing momentum and traffic accidents resulting from the indiscriminate use of motorcycles and vehicles similar to them, the Cabinet decided to approve the recommendations of the workshop held in the Ministry of Interior to discuss addressing the phenomenon of the spread of bicycles (ticking, stouta, motorcycles) according to the following:  

  

1Finally banning the import of motorcycles (ticking and scooters) when safety and security conditions and standard specifications are not met.  

  

2Prohibiting the import of small bicycles whose engine size is less than (40) cc, for any purpose whatsoever.  

  

3Stopping the import of motorcycles in all their forms, whose engine size is (40) cc or more, with the exception of the needs of the security and traffic departments.  

  

4Stop granting any licenses to establish a production line for motorcycles inside Iraq, whether public, private or mixed, as well as workshops that assemble these motorcycles locally, and review the licenses currently granted in accordance with the provisions of the law.  

  

5Determine a period of (3) months for registering all the aforementioned bicycles, and fixing registration plates on them, to create a database that will help the security system to find any criminal or terrorist act, and after the aforementioned period expires, the bicycle will be impounded and sent to the General Authority for Customs for confiscation, provided that the authority takes over The General Customs, through joint committees with the Traffic Directorate in the registration complexes in Baghdad and all governorates, issuing registration books and customs permits for bicycles and including them within the customs disks in order to speed up completion.  

  

6 Limiting the movement of bicycles (ticking, scooters, and small bicycles under (40) cc) according to the following:  

It is strictly forbidden to move on highways and public roads.  

  

b) She is allowed to move after being duly registered in: (agricultural areas, closed tourist areas, alleys, narrow and side roads, and residential areas).  

  

7Tarqin (5) five bicycles with two wheels or (3) three bicycles with three wheels or more (tukk or al-Souta), provided that they are valid for work, in return for registering a new imported vehicle, and granting soft loans to the owners of the bicycles, tikk-k, or al-Morqann station.  

  

8 Paragraph (3) of the decision will be implemented as of July 1, 2023.  

  

And in preparation for the upcoming Hajj season to the Sacred House of God, the Council of Ministers approved the adoption of national carriers (Iraqi Airlines), other local carriers, or Saudi Arabia, to transport pilgrims in the current season of this year, as an exception to Cabinet Resolution (43 of 2015); A service to the pilgrims, according to the statement.  

  

He added, "And as part of the measures aimed at implementing the government program with regard to administrative reform and fighting corruption, the Council of Ministers decided to approve the amendment of the Regulation of the Auditing and Monitoring Profession No. (3) of 1999, regarding allowing government agencies to contract with reliable international financial auditing firms, in coordination with The Federal Financial Supervision Bureau, and with the approval of the Prime Minister without the need for a license to practice the profession, and the amendment is implemented from the date of its issuance.  

  

The statement pointed out that "in the field of providing the most suitable conditions for those in charge of social service and providing them, the Council of Ministers decided to grant allocations of (50%) of the nominal salary to employees of residential homes in the capital, Baghdad, and all governorates (nannies, service workers and craftsmen), based on the provisions of Article ( 15) Of the Law on Salaries of State and Public Sector Employees (22 of 2008), as amended, provided that those included in the aforementioned description do not receive serious allowances, in appreciation of the great humanitarian service they provide to the beneficiaries, and as an incentive for the employees whose services will be transferred to the shelters, and the decision is implemented starting from 1 June 2023".  

  

Within the framework of foreign relations and their documentation, the Cabinet decided to approve a draft law ratifying the agreement to exempt holders of diplomatic, service and private passports from entry visas between the government of the Republic of Iraq and the government of the Russian Federation signed in the capital, Baghdad, on April 2, 2023, and to refer it to the House of Representatives, according to the statement.  

  

And the statement continued, "The Council approved, in the same regard, a draft law to amend the law of the Republic of Iraq joining the International Convention on Load Lines, for the year 1966 and the amending protocol for it for the year 1988, amended in 2003 No. (14) for the year 2020, prepared by the State Council, and referring it to the Council Representatives, as well as the reservation of the Republic of Iraq that signing, ratifying, or joining the aforementioned agreement does not mean, in any way, recognition of Israel or entry into any relationship with it, based on the provisions of the Treaties Law (35 of 2015).  

  

The Council also considered, according to the statement, a number of various public affairs issues presented on the agenda and took the following decisions in their regard:  

  

First: Approval of the Iraqi National Intelligence Service giving the aircraft (MI-172) (VIP) with its spare tools and all its accessories to the Ministry of Defense, based on the provisions of Paragraph (1) of Cabinet Resolution (206 of 2019) confirmed by Paragraph (1) of Cabinet Resolution (340 of 2021).  

  

Second: For the purpose of supporting the work of the Military Industrialization Authority and preserving public money, the Council of Ministers decided the following:  

  

 1- Oblige ministries and security agencies to donate colored metals for weapons, military equipment, and spent and out-of-service ferrous metals to the Military Industrialization Commission without a price, with the exception of the companies of the Ministry of Industry and Minerals, with regard to copper.  

  

2- The transportation of colored metal waste shall be under the supervision of the Iraqi National Security Agency, after it has been confirmed that it is free of radiation from the Radiation Protection Center.  

  

3- Conducting a barter between the relevant authorities with the Military Industrialization Authority to determine its terms and details according to an agreement concluded between the Authority and the relevant authorities.  

  

Third: Approving the inclusion of the Popular Mobilization Authority in the amended Cabinet Resolution (142 of 2009) regarding secret expenses, and adding one billion and five hundred thousand dinars to the Popular Mobilization Authority for the aforementioned purpose.

The statement added that "the Prime Minister reviewed Iraq's participation in the work of the 32nd Arab Summit, which was held in Jeddah, Saudi Arabia, and the Iraqi delegation's emphasis on the importance of advancing joint Arab action, integration and economic partnership between brotherly and friendly countries in the region, and that the aspects of cooperation be Supportive of stability and development steps for the benefit of all the peoples of the region.

And the statement continued, "To complete the procedures for initiating the implementation of the new Sadr City, the Prime Minister directed the transfer of ownership of the land numbered (1 square meter 11 Talul al-Nass) and its area (152 dunums and 18 acres) from the Ministry of Finance to the Baghdad Municipality, as well as transferring the ownership of the land numbered (72/ 2 m 11 Tulul al-Nuss) and its area (294 dunums and 18 acres) from the Ashur General Company / Ministry of Construction, Housing, Municipalities and Public Works to the Baghdad Municipality.

In the economic and development issue, the Council of Ministers approved the recommendation of the Ministerial Council for the Economy (23083 BC) regarding the approval of the recommendations of the committee composed of the book of the General Secretariat of the Council of Ministers.

Among the recommendations that were approved was, "The Iraqi General Authority for Railways determines the proposed route for the railway plan that extends from the seasides to the south of the port of Khor Al-Zubayr, outside the lands owned by the General Directorate of Free Zones, in coordination between it and the Ministries of (Oil and Water Resources) and the Free Zones Authority during two working weeks, maximum.

The recommendations approved by the Council of Ministers included “opening a customs office for the Ministry of Finance at the last point of the proposed railway track, according to the Minister of Finance under the Customs Law (23 of 1984), and determining the Ministry of Transport the real area required for the project in coordination between it and the two departments (real estate registration and state real estate) based on To the Ministry of Transport Law (7 of 1994), and to take what is required to purchase it from the Ministry of Finance (authorically).

It also included, "The Ministry of Transport takes what is required to implement the aforementioned project, provided that a feasibility study for the project is submitted before starting implementation by the relevant authority, based on Article (1/ Eighth) of the aforementioned Ministry of Transport Law."

 

In the file of the follow-up to the railway link with the Islamic Republic of Iran, the Council of Ministers approved “obligating all sectoral authorities to provide the necessary facilities for the ownership of the lands of the (Basra-Shalamja) railway project for the benefit of the Ministry of Transport, and to authorize the Ministry of Transport / the General Company for Iraqi Railways, the authority Handing over the land sites of the minefields and the site of the navigational bridge on the Shatt al-Arab to the Iranian railways, to start mine clearance procedures, and assign the Basra Governorate to start procedures for removing the trespasses on the railway track of the aforementioned project, and any trespasses or conflicts that hinder the work of the project.

With regard to the implementation of the government program to address the housing crisis, and to create new cities that enjoy the infrastructure and the correct legal path for land ownership, the Cabinet decided to approve the amendment of Resolution (324 of 2022) by “allocating the ownership of (3000) dunums from Al-Ghazlani Camp to the current Ministry of Defense To be used in accordance with its purposes and objectives, provided that it will not be used as military headquarters or barracks, and the remaining area of the camp lands will be allocated for the purpose of announcing it by the committee formed according to the Council of Ministers Resolution (23121 of 2023) to establish a residential city on it, and its ownership will be transferred to the investing and beneficiary entities later.

 

In the field of regulating traffic in the capital and major cities, and reducing momentum and traffic accidents resulting from the indiscriminate use of motorcycles and similar vehicles, the Cabinet decided to approve the recommendations of the workshop held at the Ministry of Interior to discuss addressing the phenomenon of the spread of bicycles (ticking, stota, motorcycles) through “Certainly banning the import of motorbikes (ticking and speeding) when safety and security conditions and standard specifications are not met, and completely banning the import of small bikes whose engine size is less than (40) cc, for any purpose, and stopping the import of motorcycles in all their forms, which The size of its engine shall be (40) cc or more, with the exception of the needs of the security and traffic departments.

The council also decided to "stop granting any licenses to establish a production line for motorcycles inside Iraq, whether public, private or mixed, as well as workshops that assemble these bikes locally, and to review the licenses currently granted in accordance with the provisions of the law."

The council’s decisions also included “setting a period of (3) months for registering all the aforementioned bicycles, and fixing registration plates on them, to create a database that helps the security system to find any criminal or terrorist act, and after the aforementioned period expires, the bicycle will be impounded and sent to the General Customs Authority for confiscation.” Provided that the General Authority for Customs, through joint committees with the Traffic Directorate in the registration complexes in Baghdad and all governorates, issue registration books and customs permits for bicycles and include them within the customs disks in order to speed up completion.

 The movement of bicycles (ticking, scooters, and small bicycles under (40) cc) has also been restricted by completely preventing their movement on highways and public roads, and allowing them to move after being duly registered in: (agricultural areas, closed tourist areas, alleys, narrow and secondary roads, and areas Residential), and (5) five bicycles with two wheels or (3) three bicycles with three wheels or more (ticking or stout), provided that they are valid for work, in return for registering a new imported vehicle, and granting soft loans to owners of bicycles, ticks, or stouts. .

And in preparation for the next Hajj season, the Council of Ministers approved "the adoption of national carriers (Iraqi Airlines), other local carriers, or Saudi Arabia, to transport pilgrims in the current season of this year, as an exception to Cabinet Resolution (43 of 2015)."

And as part of the measures aimed at implementing the government program with regard to administrative reform and fighting corruption, the Council of Ministers decided to "approve the amendment of the regulation of the profession of monitoring and auditing No. (3) of 1999, regarding allowing government agencies to contract with reliable international financial auditing firms, in coordination with the Audit Bureau Federal Finance, and with the approval of the Prime Minister without the need for a license to practice the profession, and the amendment is implemented from the date of its issuance.

And in the field of providing the most appropriate conditions for those in charge of social service and its provision, the Council of Ministers decided, “to grant allocations of (50%) of the nominal salary to employees of residential homes in the capital, Baghdad, and all governorates (nannies, service workers, and craftsmen), based on the provisions of Article (15) of the law.” The salaries of state and public sector employees (22 of 2008) amended, provided that those included in the aforementioned description do not receive serious allowances, in appreciation of the great humanitarian service they provide to the beneficiaries, and as an incentive for the employees whose services will be transferred to the shelters, and the decision is implemented starting from June 1, 2023.

Within the framework of foreign relations and their documentation, the Cabinet decided to "approve a draft law ratifying the agreement exempting holders of diplomatic, service and private passports from entry visas between the government of the Republic of Iraq and the government of the Russian Federation signed in the capital, Baghdad, on April 2, 2023, and referring it to the House of Representatives."

In the same regard, the Council approved a draft law to amend the law on the accession of the Republic of Iraq to the International Convention on Load Lines, for the year 1966 and its amending protocol for the year 1988, amended in 2003 No. (14) for the year 2020, which was prepared by the State Council, and referred to the House of Representatives, as well. The reservation of the Republic of Iraq proves that signing, ratifying or joining the aforementioned agreement does not mean, in any way, recognition of Israel or entering into any relationship with it, based on the provisions of the Treaty Law (35 of 2015).

The Council also considered a number of various public affairs issues presented on the agenda, and decided to approve the donation of the Iraqi National Intelligence Service (MI-172) (VIP) plane, along with its spare tools and all accessories, to the Ministry of Defense, based on the provisions of Paragraph (1) of Resolution Cabinet (206 of 2019), which is confirmed by paragraph (1) of Cabinet Resolution (340 of 2021).

For the purpose of supporting the work of the Military Industrialization Authority and preserving public money, the Council of Ministers decided to “commit the ministries and security agencies to donate colored metals for weapons, military equipment, and consumed and out-of-service ferrous metals to the Military Industrialization Authority without a price, with the exception of the companies of the Ministry of Industry and Minerals, with regard to copper.” And that the transportation of colored metal waste be under the supervision of the Iraqi National Security Agency, after it was confirmed that it is free of radiation from the Radiation Protection Center, and a barter is made between the relevant authorities with the Military Industrialization Authority to determine its terms and details according to an agreement concluded between the Authority and the relevant authorities.

The Council also decided to "approve the inclusion of the Popular Mobilization Authority in the amended Cabinet Resolution (142 of 2009) regarding secret expenses, and to add one billion and five hundred thousand dinars to the Popular Mobilization Authority."

The recent decisions of the Council of Ministers regarding banning the import of motorcycles, which include "tik-tuk" and "stouta", were welcomed by parliament.

A member of the Parliamentary Security and Defense Committee, Ali Al-Bandawi, told Al-Sabah: "We encourage the government decisions issued to ban the import of motorcycles, as the spread of (stouta and ticking) in the country is unhealthy, with our utmost respect for their owners, and they represent a source of livelihood for them."

And Al-Bandawi indicated that "the price of the (tuk-tuk) vehicle is close to the prices of some categories of cars," stressing that "the decisions will enter into force as soon as they are issued by the higher authorities."

Al-Muhanna continued, "The second framework for the implementation of the decision relates to authorities charged with inspecting warehouses and detecting import violations and cases that violate instructions, and they are responsible for organized crime, as they will have a campaign to monitor any violation of this decision."
