The Minister of Water Resources called on Turkey to "share the damage and reactivate the previous memorandum of understanding concluded between the two countries in the field of water, in addition to seeking help from experts to implement projects in central and southern Iraq, in addition to supplying the country with the latest water management techniques, in addition to exploiting drainage water by reducing salt concentrations in the water." Abdullah said, "He assured the Turkish ambassador that the rainfall in the Tigris and Euphrates river basins was low this year, with a lack of water imports, which caused great damage to Iraq, especially the inability to secure drinking water to some southern governorates, which caused conflicts." Al-Sudani had received an official invitation to visit Turkey on January 10 from Turkish President Recep Tayyip Erdogan.

 

In addition, the Parliamentary Agriculture, Marshes and Water Committee confirmed that the committee's advisors will accompany the delegation to Turkey to discuss the water file due to its utmost importance.

 

Committee member Thaer al-Jubouri told Al-Sabah: "The prime minister's visit to Turkey is very important, during which the danger surrounding the water file must be highlighted," stressing that he "knows very well his duty towards the Iraqi people and the high-level keenness to solve it." ".

In turn, political analyst Haider Al-Barzanji said, in an interview with "Al-Sabah", that "the prime minister's visit to Turkey will witness a large presence of the water file, in addition to a number of other files."

 

Al-Barzanji said, "Al-Sudani will carry many files with which he will deal with Turkey, and that there are many political and geopolitical changes that have taken place in the region," explaining that "if Turkey wants to stabilize trade relations with Iraq, it must solve these problems, given that the largest trade exchange is Turkey will be with Iraq," and he added, "This visit will achieve success and important steps on the ground, especially after the repeated achievements of the current government."

The Foreign Minister reveals the most important files that the Sudanese will discuss in Ankara

 The two sides, according to Fuad Hussein, stressed during the meeting the coordination between Iraq and the alliance in the areas of training and consultation and the expansion of military cooperation between them.
On expanding military cooperation between the two sides, he explained that NATO has activities in Baghdad only, according to the decision of the Joint Cooperation Council between the European Union and Iraq, in coordination with the Iraqi Ministry of Defense, and these activities are related to training and advising the Iraqi security forces.  
Hussein pointed out that "the two sides also discussed training the federal police by NATO, as part of the Iraqi forces that previously played a major role in confronting ISIS militants." 
He referred to the meetings held by the Iraqi delegation with the foreign ministers of the European Union on the oil and gas file in Iraq.
And that the discussions in this regard, dealt with ways through which European companies can invest in the fields of oil and gas in Iraq.

And Al-Sudani indicated, "The importance of including in the budget law the draft fund for the development of Iraq, and the funds branching from it, and it is a project whose philosophy depends on the implementation of the private sector."  

  

Al-Sudani talked about "the importance of the development road project, which advisory studies indicate that it will favor a corridor transporting goods and energy in the coming years," noting that "the Al-Faw port project is witnessing parallel implementation of detailed and supporting projects, in addition to the main project."  

  

Al-Sudani called on Turkish businessmen to "localize their industrial and commercial activities in the industrial city attached to the port, and to expedite the reservation of a site for them that would facilitate their contribution to this promising economic path, and to be part of this vital and growing region."  

  

The Prime Minister promised to "continue to take decisions that facilitate the work of investors, the most important of which is the decision to facilitate obtaining entry visas, and to remove any obstacles that prevent the smooth flow of economic and investment activity."  

  

For their part, Turkish businessmen and investors expressed their appreciation for the Iraqi government's actions and the steps taken to encourage investment, and pledged to contribute to strategic projects, infrastructure projects and growing services in Iraq, according to the statement.

A press report spoke of a "condition" set by Turkish President Recep Tayyip Erdogan, in exchange for the release of a limited increase in the waters of the Tigris, during a meeting with Iraqi Prime Minister Muhammad Shia' al-Sudani.  

  

  

The report, published by “Al-Arab” newspaper, followed by “Nass” (March 22, 2023), stated, “Turkish President Recep Tayyip Erdogan met the efforts of Iraqi Prime Minister Muhammad Shia’ al-Sudani to obtain additional quantities of water with a conditional offer that Ankara allow pumping additional limited quantities for a period of one month.” From the waters of the Tigris to Iraq in exchange for increased coordination against the Kurds.  

  

Following is the text of the report:  

"We decided to increase the amount of water flowing from the Tigris River as much as possible for a period of one month in order to relieve Iraq's distress," the Turkish president said in a joint press conference with the Iraqi prime minister. This offer appears to be much less than what al-Sudani had hoped to obtain from the visit to counter Iraq's diminishing share of the river, which coincided with a widespread drought that hit the country's agricultural sector.  

  

In exchange for this limited supply of water, Erdogan stipulated that the Iraqi government undertake to describe the PKK as "a terrorist organization and to cleanse their land of this organization whose hands are stained with blood."  

  

Observers believe that this demand will make Iraq a partner in the war against the Kurdish party, and that it will prevent in the future any demand to withdraw Turkish forces from northern Iraq as long as Baghdad, if it implemented what Ankara demanded, recognized the legitimacy of the Turkish military intervention and blessed it.  

  

Al-Sudani had written in the Turkish newspaper “Daily Sabah” prior to his visit to Turkey that he would discuss there “how to cooperate and coordinate to ensure that Iraq obtains its water needs as a lifeline for development and agricultural expansion.”  

  

The two sides will also discuss border control and joint cooperation between Iraq and Turkey, especially in the intelligence aspect and information exchange.  

  

Iraq suffers from an alarming decline in the levels of the Tigris and Euphrates rivers, which originate in Turkey. Baghdad repeatedly accuses Turkey and Iran of building dams that reduce the level of water reaching Iraq from the two rivers.  

  

According to official statistics, the level of the Tigris River in 2022 was only 35 percent of its average rate over the past 100 years.  

  

The matter was exacerbated by the decline in rainfall, to the point of non-existence, during the last three years, and the misuse of water.  

  

Last summer, the Turkish ambassador to Iraq, Ali Reza Günay, responded to Iraqi criticism in a tweet in which he wrote that "drought is not only a problem of Iraq, but a problem of Turkey and our entire region," adding that "as a result of global warming, there will be more droughts in the coming years."  

  

And he considered that “water is wasted greatly in Iraq, and immediate measures must be taken to reduce this waste,” noting that “irrigation systems must be modernized.”  

  

Despite the disappointing water offer for the Iraqis, the Turkish president announced the start of work on the “Development Road” project extending from Basra in Iraq to Turkey, which he described as a “new Silk Road,” in an effort to benefit from this rapprochement with Baghdad to achieve economic gains for his country.  

  

Erdogan said, "We confirmed our determination to work together to complete the development road project aimed at building a land and railway transportation corridor that extends from Basra to the Turkish border. We have taken a serious step that shows our will to work together to achieve this goal, through the Ankara Declaration on which we agreed. The path of development is not only an important strategic project for Turkey and Iraq, but for the entire region.  

  

He pointed out that the concerned ministers were assigned to work on achieving the development road project that extends from Basra to Turkey.  

  

He explained that millions of people in large areas from Europe to the Gulf will benefit from the added value that will appear after the construction of this road.  

  

And he added, “This project will enhance regional cooperation, develop our trade, and strengthen our human relations. We are aware that other sister countries are also interested in this project. I am confident that with their participation, we will be able to transform the development road project into the new Silk Road for our region.”

The Sudanese Prime Minister, Muhammad Shia'a, arrived at the head of a high-ranking delegation to the Turkish capital, Ankara, yesterday, Tuesday, on an official two-day visit, where he was given an official reception ceremony by Turkish President Recep Tayyip Erdogan at the "Bishtappe" presidential palace.

 

The reception ceremony witnessed the playing of the Iraqi and Turkish national anthems in the presidential palace, the Sudanese and Erdogan parading the honor guard, saluting the flags of the two countries and firing twenty-one artillery rounds, saluting the visiting delegation.

 

After that, Prime Minister Muhammad Shia al-Sudani and Turkish President Recep Tayyip Erdogan held a session of bilateral talks, which dealt with the overall relations between the two countries in various fields, and the most important files and issues of common concern.

The Prime Minister explained the importance of the government adopting a budget for three years, which will positively reflect on the smoothness of financing for companies and ease of implementation, as well as government measures to encourage the investment environment in Iraq, and eliminate bureaucracy, red tape and corruption.

Al-Sudani indicated the importance of including in the budget law the project for the Development Fund for Iraq, and the funds branching from it, which is a project whose philosophy depends on the implementation of the private sector.

And he talked about the importance of the development road project, which advisory studies indicate that it will favor a corridor transporting goods and energy in the coming years.
And that the Al-Faw port project is witnessing parallel implementation of the detailed and supporting projects, in addition to the main project. 

The Prime Minister called on Turkish businessmen to settle their industrial and commercial activities in the industrial city attached to the port, and to expedite the reservation of a site for them that would facilitate their contribution to this promising economic path, and to be part of this vital growing area.

 The Prime Minister promised to continue taking decisions that facilitate the work of investors, the most important of which is the decision to facilitate obtaining entry visas, and to remove any obstacles that prevent the smooth flow of economic and investment activity.  

For their part, Turkish businessmen and investors expressed their appreciation for the Iraqi government's actions and the steps taken to encourage investment, and pledged to contribute to strategic projects, infrastructure projects and growing services in Iraq.

Al-Saadawi said, in a statement today, that the government's vision aspires to transform Iraq into an international trade center between Asia and Europe, and therefore the path of development assumes great importance in this context.

 

 

He added that the governmental curriculum of the Prime Minister put forward a proposal centered on transforming Iraq into a center for global trade between Asia and Europe, through the Faw Grand Port project and its associated economic zones, residential clusters and tourist attractions, noting that this project "contributes to strengthening economic and trade relations." between Iraq and its neighbors, led by Turkey on the one hand, and the countries of Europe and Asia on the other.

 

Al-Saadawi indicated that the port project includes a development road that will be formed by a highway and a railway, passing through several Iraqi governorates, all the way to the Turkish border, which will allow access to the port of Mersin and Europe via Istanbul.

 

The minister continued by saying, "The Iraqi government has presented to the Turkish side the details of these projects" in order to enhance the economic and trade partnership with Turkey.

 

Last Tuesday, Al-Sudani left Iraq for Turkey on an official visit that lasted 48 hours.

Yesterday, Wednesday, Al-Sudani returned to the homeland, after concluding his official visit to the Turkish Republic, in which he was accompanied by a senior government delegation.

 

Al-Sudani said in a joint press conference he held with Turkish President Recep Tayyip Erdogan on Tuesday that the development road project and the dry canal were discussed, not for Iraq and Turkey, but for the region and the world, linking the East with the West, and it is the global corridor for the transport of goods and energy. This project was the subject of continuous discussion. The Minister of Resources, Awn Dhiab Abdullah, said in a statement to the official newspaper, followed by "Nass" (March 26, 2023), that "the visit of the Iraqi delegation to Turkey, which was useful and important, resulted in an increase in water releases from 200 to 400 m3 / sec, with the aim of securing irrigation." Al-Fattam, which came after the farmers' desire to increase the cultivated areas to more than what was agreed upon, amounting at the time to two million and 500 thousand dunums, to now exceed six million dunums.  

  

He added, "It was agreed, after his meeting with the Ministers of Agriculture, Forestry and Water Affairs of the Turkish side, during his participation in the technical delegation that visited Turkey, to exchange technical delegations between the two parties to implement and activate the Memorandum of Understanding that was ratified in 2021, in which he pointed out that there are texts in it that serve Iraq." .  

  

Abdullah confirmed, "A technical delegation will be sent to Turkey during next April, to discuss the water file, and this procedure will be followed by subsequent steps to negotiate with it regarding an increase in releases within the Tigris and Euphrates rivers, attributing the decrease in Euphrates imports for the current year, to the lack of snow in its basin in Turkey." In the same context, he revealed the formation of an operations room and a crisis cell to meet the needs of the coming summer, as well as the adoption of several measures in this regard, the most important of which is filling unlicensed fish lakes, and stopping fish farming within the authorized ones during the next summer season, warning The country's water reserves are very limited to face the next summer season.  

  

The Minister of Resources stated that "the agricultural sector's need for water becomes at its lowest level during the months of April and May and the transition from winter to summer cultivation, revealing the completion of crop irrigation in some areas, and there is rain today and tomorrow for weaning irrigation, which enhances the possibility of storing water more due to rain." In conjunction with imports from Turkey, noting that the ministry is currently pumping water from the Tigris to the Euphrates River to enhance its level, and in the event of a water shortage, the fixed reserves in Tharthar Lake will be used by pumping.
