On Tuesday, the Council of Ministers issued a set of decisions, most notably approving the consideration of those who died in the events of August 29, 2022, as “martyrs” and the inclusion of the wounded among them in the Victims Compensation Law. It also approved the financing of the Ministry of Finance three billion dinars to Karbala Governorate to support the Arbaeen visit, as well as a discussion The reality of electricity and the obstacles that may impede supplying citizens with electric energy.  

  

  

  

The media office of the Prime Minister said in a statement that "Nass" received a copy of it, (September 6, 2022), that "Prime Minister Mustafa Al-Kazemi presided over the thirty-second regular session of the Council of Ministers, in which the developments of political events in the country were discussed, and the main files that were discussed were discussed." related to providing services to citizens, as well as deliberating on topics on the agenda.  

  

He added, "After the Council of Ministers discussed the topics on its agenda, it issued the following decisions:  

  

First / Approval of considering those who died among the demonstrators and members of the security forces and security and military agencies in the recent events on August 29, 2022, as martyrs, and the inclusion of the wounded among them in the amended Law on Compensation for Those Affected by War Operations, Military Mistakes and Terrorist Operations (20 of 2009).  

  

Second / Approval of the recommendation of the Ministerial Council of Economy as follows:  

  

1- All government agencies take into account accuracy and seriousness when approaching the Ministry of Planning on issues related to applications for inclusion in the blacklist, provided that the period for submitting the requirements for inclusion in the list is 6 months.  

  

2- The administrative formations competent in the aforementioned subject (they are the competent administrative formations, and the head of the contracting authority), assume all legal responsibilities and financial consequences when they cause delays in submitting the requirements for inclusion in the blacklist, or provide incorrect information that results in a decision by the competent committee to include Contracting companies and contractors in the blacklist, canceling the classification identity or striking off the name of the contractor based on the instructions for classification of construction companies and contractors and listing in the blacklist (1 of 2015), and the controls attached thereto.  

  

3- All government contracting agencies should expedite the completion of projects within the pre-prepared plans to avoid delays in the implementation of works or their disappearance. And that the defaulters are held accountable in the event of delaying or stopping the completion for reasons that are not legally justified, and all contracting parties bear the legal responsibility for not taking this into account.  

  

Third / Approval of authorizing the Minister of Planning the authority to negotiate and sign the financial agreement (support for durable solutions for the displaced population in Iraq; integration into the labor market and the national education and social protection systems) (NDICIASIA/2021/043-218) submitted by the European Union representative, which includes a financial grant The amount of (75,000,000) euros, only seventy-five million euros, taking into account the opinion of the General Secretariat of the Council of Ministers stated in the memorandum of the Legal Department No. On July 15, 2022, based on the provisions of Article (2 / ninth) of the internal system of the Council of Ministers (2 of 2019).  

  

Fourth / Approval of the amendment of Paragraph (1) of the Council of Ministers Resolution for the year 2022.  

  

Fifth / Funding the Ministry of Finance (3,000,000) dinars, only three billion dinars to the holy governorate of Karbala, to support the fortieth visit of Imam Hussein (peace be upon him), in implementation of paragraphs (1 and 2) mentioned in the book of the Federal Financial Supervision Bureau No. (1/1/) 12/2443), dated February 3, 2021, attached to the Council of Ministers Resolution (15 of 2022).

The Council of Ministers, according to a statement issued by the Prime Minister’s Media Office, issued 4 decisions, including approving the consideration of those who died of the demonstrators, members of the security forces and the security and military agencies in the recent events on August 29, 2022, as martyrs and the inclusion of the wounded among them in the law to compensate those affected by the operations Warfare, Military Errors and Terrorist Operations (20 of 2009), amended.

Shafaq News/ On Tuesday, the Iraqi Council of Ministers issued 5 new economic, investment and financial decisions.

This came during the thirty-second regular session of the Council of Ministers, which was chaired by the Speaker of the Council, Mustafa Al-Kazemi, according to a statement issued by his office, which was received by Shafaq News Agency.

The Council of Ministers decided, today, Tuesday, to count everyone who died in the recent events as a martyr and to include the injured in the compensation law for the affected.
Cabinet spokesman and Minister of Culture Hassan Nazim said, during a press conference that followed the cabinet session and was attended by the correspondent of the Iraqi News Agency (INA), that "Prime Minister Mustafa Al-Kazemi stressed during the session that the government will work until the last minute and deal without emotions regarding recent events." .
He added, "The Council of Ministers decided during the session to count everyone who died in the recent events as a martyr and to include its wounded in the Victims Compensation Law," noting that "what happened in recent days confirms the necessity of resorting to dialogue."
He continued, "The Council of Ministers allocated during today's session 3 billion dinars to support the fortieth visit and at the same time authorized the Minister of Planning to sign an executive agreement with the European Union, and the Union will also grant Iraq 75 million euros to support the displaced."

And the General Secretariat of the Council of Ministers stated in a statement that “Nass” received a copy of it (September 8, 2022), that “the Council of Ministers decided to launch the promotion of the preparatory certificate holders exclusively, up to the (third) degree, provided that this does not result in the creation of new job titles, and the amendment of my ministries. (Finance, Planning) and the Federal Service Council, the job description approved by the ministries and entities not affiliated with a ministry, in a manner that ensures that those covered by the decision reach the third degree.   

  

According to the statement, "The Cabinet Affairs and Committees Department in the General Secretariat of the Council of Ministers stated that the decision will be implemented starting with the issuance of the next federal budget law."
