In the presence of the Minister.. Parliamentary Education: Overture to the Presidency of Parliament to include the file of lecturers in the emergency support law
  
{Local: Al Furat News} The Parliamentary Education Committee, headed by Representative Zaitoun Al-Dulaimi, hosted the head of Sen and the presence of its members today, Thursday, with the participation of the Minister of Education, Ali Hamid Mikhlif, to discuss the educational reality.

A statement by the Parliamentary Media Department, a copy of which was received by {Euphrates News} Agency, stated that “the hosting dealt with a discussion of a number of themes, the most important of which is the Ministry of Education’s readiness to conduct ministerial exams 2021/2022 and ensure the appropriate exam environment for our students and the need to eliminate obstacles that would impede the conduct of the exam process, emphasizing He stressed the importance of coordinating with the Education Committee to overcome the difficulties facing the ministry's work.

On a related level, "a sub-committee was formed regarding the installation of educational supervisors and specialists from the peace and construction session and follow-up on the issue with the Ministry of Finance and the General Secretariat of the Council of Ministers, as well as the formation of a sub-committee regarding the privileges of distinguished school graduates, where the Education Committee stressed the need to resolve the issue of granting privileges to graduates of distinguished schools. Being a pioneering experience in the field of education.”

In the same context, the Ministry confirmed that coordination with the Ministry of Higher Education is underway to absorb the outputs of the distinguished schools according to the required specializations.

The hosting also discussed the lecturers’ file as one of the important files that must be worked on and effective solutions, noting that the Education Committee approached both the Speaker of the House of Representatives and the Finance Committee in order to include a paragraph to address the issue within the Emergency support Law for Food Security and Development.

The committee also submitted a proposal to give reinforcement lessons to the primary grades due to the conditions that students faced during the period of the spread of the Corona pandemic.

Legal expert: The current government and the House of Representatives do not have the power to dismiss conservatives
  
{Politics: Al Furat News} The legal expert, Faisal Al-Rikabi, confirmed today, Thursday, the inability of the current government and the House of Representatives to dismiss and appoint governors.
 

Al-Rikabi told Al-Furat News that: "The House of Representatives or the caretaker government does not have the authority to dismiss or appoint governors in accordance with the constitutional texts, but when there is mismanagement and suspicions of corruption, it is supposed to take a decision against the governor."
He stressed, "the necessity of reinstating the work of the provincial councils or canceling them by a general referendum for the people, as it is a constitutional article that can only be abolished by referendum."
The House of Representatives voted in its session today to dismiss the Governor of Salah al-Din Ammar Jabor al-Jubouri, based on a request submitted by the Prime Minister, to prove that he had caused deliberate negligence and a waste of public money after the parliament agreed to add the paragraph to the agenda.
In response to this decision, the dismissed Governor of Salah al-Din, Ammar Jabour al-Jubouri, announced his appeal against the decision to dismiss him from the House of Representatives today, Thursday, before the Federal Supreme Court.
Al-Jubouri said that, based on the powers, the governor of Salah al-Din will be the agency of Ammar Hikmat al-Baldawi, the technical representative of the governor, until the receipt of the letter of the House of Representatives and the end of the legal period for appealing before the Federal Court, and the decision being taken to a final degree.
With regard to the emergency support law for food security, Al-Rikabi said, “The Federal Court’s appeal to the Food Security Law was limited to the submission mechanism and was not limited to its articles; therefore, the House of Representatives went to implement Article 60 of the Constitution, paragraph II, which provided an opportunity for 10 representatives or an ad hoc committee within Parliament to submit a proposal for the law.
And he indicated, "There is still a group that wants to pass this law and another that rejects the project completely, but there is a group that is going to codify it, that is, to delete some articles from the law."   
Al-Rikabi pointed out that "the constitution is devoid of the caretaker government, but the conduct of daily business according to Article 64 of it and the internal system of the Council of Ministers, and it is not concerned with agreements."
According to Article 64 of the Iraqi constitution:
First: The Council of Representatives is dissolved, by an absolute majority of its members, at the request of one-third of its members, or a request from the Prime Minister and with the approval of the President of the Republic. The Council may not be dissolved during the period of questioning the Prime Minister.
Second: The President of the Republic, upon the dissolution of the House of Representatives, calls for general elections in the country within a maximum period of sixty days from the date of the dissolution, and in this case the Council of Ministers is considered resigned, and continues to run daily affairs.

Shafaq News/ The dismissed governor of Salah al-Din, Ammar Jabr, dispatched himself to the British capital, on Thursday, hours after the Iraqi parliament voted by an absolute majority to dismiss him.

A document issued by Ammar Al-Jabr's office, appended to his name and signature, and received by Shafaq News, showed that "the delegation of Al-Jabr to London to attend the annual spring conference of the British-Iraqi Business Council, which is scheduled to start on May 24, and lasts for five days."

According to the document, Al-Jabr assigned Ammar Hikmat, his technical deputy, to "administer the affairs of the governorate until the end of the conference and his return to the country."
