On Tuesday, the House of Representatives held its 28th session, headed by Muhammad al-Halbousi.

Parliament session begins
  
{Baghdad: Al Furat News} The House of Representatives session began, headed by Parliament Speaker Muhammad al-Halbousi.

The session’s agenda includes taking the constitutional oath of some alternate representatives and examining the appeals submitted about the validity of the membership of some representatives.

It also includes "voting on the draft law on Iraq's accession to the International Hydrographic Organization Convention as amended and the second reading of the draft law on Iraq's accession to the 1996 Protocol to the Convention for the Prevention of Marine Pollution Resulting from Waste and Other Articles of 1972, and the second reading of the proposal to amend the House of Representatives Law and its Formations No. 13 of the year 2018 and the first reading of the proposal to amend the Law of Publication in the Official Gazette No. 78 of 1977, in addition to public discussions.

{Baghdad: Al Furat News} The House of Representatives voted today, Tuesday, on Hiyam Nemat Mahmoud as Minister of State, after voting to add her to its agenda.

And Minister of State Hiyam Nemat was sworn in.
And yes, she belongs to the Turkmen component.

The department stated that "both Naim Abdul-Mohsen takes the constitutional oath instead of Representative Faleh Al-Issawi, and Ayoub Youssef takes the constitutional oath instead of the late MP Hussein Al-Zuhairi."

{Al Furat News: Baghdad} The House of Representatives announced, on Tuesday, the formation of a parliamentary committee to follow up the demands of farmers in Kirkuk Governorate.

Al-Halbousi directed to set dates for the questioning of the Minister of Finance, the Governor of the Central Bank, and the head of the Communications Commission
  
(Baghdad: Al Furat News) The Speaker of Parliament, Muhammad al-Halbousi, has directed to set dates for the interrogation of three officials.

According to the parliamentary media department, Al-Halbousi was instructed in today's parliament session "to set dates for the interrogation of the head of the Media and Communications Commission, the governor of the Central Bank and the Minister of Finance, according to the council's agenda."
Al-Halbousi also directed the Parliamentary Legal Committee to shine through its legislative procedures to complete the Federal Court law.
It is noteworthy that the head of the Parliamentary Wisdom Bloc, Faleh Al-Sari, is seeking to question the Governor of the Central Bank of Iraq, Mustafa Ghaleb, because the House of Representatives is not convinced of the answers provided during its hosting of last month, and collected signatures to submit a request to question the governor regarding suspicions in the currency auction.
It is noteworthy that the Supreme Judicial Council announced, on the second of this month, that it would initiate the investigation of joint bank documents in the foreign currency sale window.
A statement from the judiciary media, which Al-Furat News received a copy of, stated that "the investigation court competent to combat money laundering and economic crime has responded to the Central Bank's request and began conducting the investigation with documents and documents submitted by the participating banks in the foreign currency sale and purchase window to verify their validity and compliance with the law."

Parliament gives confidence to a Turkmen minister and discusses the rise in the currency’s price and its impact on the local market and citizens {expanded}
  
(Baghdad: Al Furat News) The House of Representatives voted in its twenty-eighth session, which was held under the chairmanship of Muhammad al-Halbousi, Speaker of the Council, and in the presence of 209 deputies this evening, Tuesday, on one law and the formation of parliamentary committees to follow up a number of issues and end the discussion of three Rules.

At the beginning of the session, the Speaker expressed his deep sadness and grief over the death of Representative Hanin Al-Qaddo, calling on him to have mercy and forgiveness and to his family patience and solace.
Representative Hassan Shaker read a statement commemorating the death of MP Al-Qaddo, recalling his career path, after which the council read Al-Fatihah as a mercy for him.
On the other hand, the council voted to give confidence to Hayam Nehme Mahmoud Al-Haidari (from the Turkmen component) for her position as Minister of State and membership of the Council of Ministers.
Muhammad Hussein Shather Badeel, the late MP Ali Al-Aboudi and Ayoub Youssef Al-Rabaei, the replacement of the late MP Hussein Al-Zuhairi and Naim Abdul-Mohsen Omar, instead of Representative Faleh Yunus Al-Issawi, took the constitutional oath for their membership in the House of Representatives.
The parliament postponed the consideration of the appeals submitted about the validity of the membership of some deputies due to the lack of a constitutional quorum of two-thirds of the membership.
On the other hand, Al-Halbousi directed to set dates for the interrogation of the President of the Media and Communications Commission, the Governor of the Central Bank and the Minister of Finance, according to the council’s agenda, in addition to directing the Legal Committee to illuminate its legislative procedures to complete the Federal Court’s law.
The Council voted on the draft law on the accession of the Republic of Iraq to the agreement of the International Hydrographic Organization, as amended, submitted by the Committee on Foreign Relations to enhance the use of hydrography aimed at safety of navigation, increase global awareness, and the development of processes, data, information, products and services related to it.
The House of Representatives voted to form a parliamentary committee headed by the head of the Security and Defense Committee and the membership of other representatives to follow up farmers ’demands regarding agricultural contracts and other issues, provided that it submits its report to the council within fifteen days.
The Council also voted to form a parliamentary committee to follow up the implementation of Diwani Order No. 29 related to combating corruption and to select representatives for it from the Integrity, Legal and Human Rights Committees, in addition to voting to form a parliamentary committee headed by Deputy Abd al-Ilah al-Naeli to verify the legality of the government's implementation of decisions and laws related to transitional justice.
In another matter, the House of Representatives finished reading a report and discussing the draft law on the accession of the Republic of Iraq to the 1996 Protocol to the Convention for the Prevention of Marine Pollution Resulting from Waste and Other Materials for 1972 submitted by the Foreign Relations Committee.
During the session, partly headed by Deputy Speaker Dr. Bashir Al-Haddad, the parliament completed the reading of a report and discussion of the first amendment law proposal for the House of Representatives Law and its formations No. (13) of 2018 submitted by the Legal Committee.
The Council completed the first reading of the proposed publishing law in the Official Gazette No. (78) of 1977 submitted by the Legal Committee to ensure the publication of all decisions of the House of Representatives and the decisions of the Federal Supreme Court for the importance of these decisions and to ensure the flow in publishing laws, decisions and regulations and for the law to contain the publication of the dissolved Revolution Command Council decisions and to avoid Delay in publishing laws approved by the Council after the constitutional period has passed.
Representatives' interventions dealt with discussing a number of general issues, including the demand to activate the principle of decentralization in the work of state institutions and departments in the governorates, implement government promises to pay farmers ’dues, address the conditions of retirees who were referred to retirement according to the new amendment and the need to follow up the issue of currency appreciation and its impact on the local market and the livelihood of citizens And the call to expedite the approval of the Federal Court law.
After that, it was decided to adjourn the session to tomorrow, Wednesday, at five in the evening.

The region’s delegation meets with the House of Representatives tomorrow
  
{Baghdad: Al Furat News} A parliamentary source said that the Kurdistan Region delegation headed by the Deputy Prime Minister of the Regional Government, Qubad Talabani, will meet tomorrow, Wednesday, with the House of Representatives.

The MP for the Patriotic Union of Kurdistan, Rizan Sheikh Dleir, said in a press statement, "It is scheduled that the regional government delegation headed by Talabani will hold a meeting with the House of Representatives at four o'clock tomorrow, Wednesday."
She added, "The meeting will be attended by the heads of the parliamentary blocs and the parliamentary financial and legal committees to discuss the issue of the Kurdistan region’s share of the federal budget for the next year 2021."
A delegation from the Kurdistan Regional Government headed by Qubad Talabani, Vice President of the Regional Government, arrived in the capital, Baghdad, Thursday, to discuss the outstanding problems between the regional and federal governments, the most important of which are employees' salaries and the region’s share in the federal budget for the next year 2021.

"I submitted to the Presidency of the Council of Representatives a request to question the Governor of the Central Bank of Iraq and completed the formal and substantive aspects, and the committee also sent all his requirements to the office of the presidency," Al-Sari said.
Al-Sari called for "setting the date for the interrogation next week, especially as there are serious repercussions on the monetary policy."

Al-Ghashmi calls for hosting the region’s delegation in Parliament and holding telecommunications companies accountable for their greed
  
{Baghdad: Al Furat News} An Iraqi MP, Khaled Al-Jushami, called for the Presidency of the House of Representatives to host the Kurdistan Region delegation that is currently visiting Baghdad in Parliament.

Al-Ghashami said during his intervention in the parliament session today, "We demand that the regional government delegation be hosted within the parliament session in Thursday's session to listen to their proposal and present their final agreement with Baghdad."
And on the delay of farmers' and peasants' dues, he pointed out that "the farmers' dues were mentioned in the borrowing law and they had a financial allocation, but until now, a month ago, it has not been spent on farmers and farmers despite marketing their crops for more than 6 months," calling on the Presidency of Parliament to confirm the Ministry of Finance to pay these Dues and follow-up topic. "
And on the permanence of schools, universities and institutes, Al-Jushami called for the necessity of increasing working days and returning it to its usual form.
He said, "Life in Iraqi society and the country has returned to normal in all its joints, but why does the Supreme Health and Safety Committee specify one day for attendance in schools and colleges, and the rest of the days are through e-learning?"
"The student needs a strong internet service, and unfortunately this service is below zero, and in return, the communication companies demand that customers pay an additional subscription to get better service, and this is unfair, especially since after the service has been weakened to force citizens, parents and families of students to force them to pay an additional subscription," he said.
Al-Ghashmi called on "the Presidency of the Parliament and the Communications Committee to hold telecommunications companies accountable, as it is a sensitive matter related to the education of our students."

Baghdad A parliamentary source reported, Wednesday, 12/16/2020, the arrival of the Kurdish negotiating delegation to the Iraqi Parliament building. The source said, "The delegations will meet with the Presidency of the Council of Representatives, and in the presence of the heads of the parliamentary blocs and the parliamentary financial and legal committees to discuss the issue of the Kurdistan region’s share of the federal budget for the next year 2021."

{Baghdad: Al Furat News} The House of Representatives announced the postponement of its regular session, to be held at five o'clock this afternoon, by one hour.

The council’s media did not mention in its statement the reasons for the delay.

Today, Wednesday, the House of Representatives witnessed a meeting of the heads of political blocs with the negotiating Kurdish delegation in the capital, Baghdad.

A parliamentary source said, "The heads of the political blocs in the House of Representatives, in addition to the first deputy speaker, came to the Constitutional Hall in the Parliament building, to hold a meeting with the Kurdish delegation in Baghdad."
