In addition to about 3 thousand militants who belong to the Popular Mobilization Forces officially and are deployed inside the Green Zone effectively now, the sources say that the factions have about 10 thousand elements ready to control the overthrow of the Iraqi government at any moment or storm any Arab or foreign embassy .

The sources confirm that Western and Arab embassies have an almost accurate estimate of this situation, and have shared it with the Iraqi government, which promised to take reassuring measures .

Al-Kazemi is moving towards defusing this threat without a broad confrontation for which the official government forces may not be ready .

The sources say that the United Nations sponsored, through its mission in Iraq, an effort to deliver messages to influential parties in the popular crowd regarding the security of foreign embassies, explaining that the United Nations Special Representative in Iraq, Jenin Plasschaert, informed these parties that several Arab and foreign missions are actually considering leaving Baghdad. She explained the disastrous implications this could have for the country .

Plasschaert presented the most recent meetings that she held with various Iraqi parties regarding developments in the political and security situation .

Observers say that the security of international missions in Iraq will remain a card in Iran's hands, as long as its factions have such a presence in the heart of the capital Baghdad and near government headquarters .

According to the spokesman for the Office of the Commander in Chief of the Armed Forces, Major General Yahya Rasoul, "the committee that investigates security breaches will meet and issue several decisions, and will reach good and positive results regarding the targeting of embassies, diplomatic missions and citizen security."

He added that "the commander in chief of the armed forces supervises the security committee, which includes military and intelligence leaders."

The Prime Minister had chaired the first meeting of the committee to investigate these security breaches, and authorized the committee to obtain any information it requested from any party, and directed it to quickly complete the investigation.

Iraqi Prime Minister Mustafa Al-Kazemi recently formed an investigative committee that included leaders and heads of security services, to investigate violations targeting diplomatic missions, against the backdrop of Washington's decision to close its embassy in Baghdad, due to the attacks it was subjected to.

Political parties linked to the armed factions raised doubts about the results of the investigation before it appeared, downplaying the importance of the committee's work. 

Deputy Kata Al-Rikabi, of the State of Law Coalition led by Nuri al-Maliki, said that “Parliament has no knowledge of forming the investigative committee, but we have seen it through the media.” For any issue whose results are to be suppressed, as daily committees are formed, but without significant results. 

He asked about "the results of investigations in other previous committees," stressing that "this committee will be like those that preceded it, which will not reach any results." 

In addition, Foreign Minister Fouad Hussein discussed with the representative of the Secretary-General of the United Nations and the head of the UNAMI mission in Iraq, Jeanine Hennis Blasshardt, the latest developments in the file of the closure of the US embassy and the security file. 

A Foreign Ministry statement said, "The two sides discussed developments in Iraq, especially strengthening security in vital areas, as well as the most important developments in the political situation in the region, and their implications for security and stability." 

The minister affirmed that the government has made great efforts to establish security, including the Green Zone and the airport, and informed it of the results of the political meetings that he conducted, stressing the importance of strengthening the relationship between the UN organization and Iraq, and providing support in preparing for early elections. 

And Blashart presented, according to the statement, "the most important recent meetings that she had with the various Iraqi parties regarding developments in the political and security situation," according to the statement.

On Tuesday, the Turkish Ministry of Defense announced that it had killed five PKK militants, following raids by its fighters inside Iraqi territory.  

According to a ministry statement published by the official Turkish agency and followed by "People", (October 6, 2020), "5 PKK organizations were neutralized in Heftanin and Gara, northern Iraq."      

The Turkish defense statement added that the neutralization of the five elements came as a result of air strikes carried out by Turkish fighters.

In June 2014, the Islamic State (ISIS) seized Mosul, northern Iraq, and only four days later, the supreme Shiite religious authority, Ali al-Sistani, issued a fatwa urging Iraqis to volunteer in the fight against the militants.

Tens of thousands of young men, mostly young men from the impoverished Shiite south and the outskirts of Baghdad, flocked to recruitment centers, army camps and militia headquarters.

A number of young men gathered in a lecture hall in an old building in eastern Baghdad, excited to volunteer against ISIS, with colored clothes and plastic bags and put some clothes in it, as if they were heading for a weekend trip. At the time, some young men wore green gangs bearing the slogan “Kataib Hezbollah,” which was formed by the military commander Abu Mahdi al-Muhandis in 2006 and affiliated with the Iranian Revolutionary Guard.

Soon, other organized groups appeared, took up arms, and the scene in the north of the country became factions affiliated with different leaderships and references.

With the support of the then prime minister, Nuri al-Maliki, these militias fell under the "popular crowd" and became a recognized institution at the state level through the legislation of a law voted by the majority of parliament members on November 26, 2016.

Systematic recruitment

And about how to join the elements of the "popular crowd", the British newspaper " The Guardian " indicated that at first the door was open for religiously observant Shiite youth who pray and fast, but then everyone began to accept, according to a recruitment officer in 2014.

The officer in charge of recruiting, participated in organizing a unit of fighters in the Syrian city of Aleppo against "ISIS", who said, according to the newspaper, at the time, "We have fought the Americans, and we are fighting ISIS in Syria."

"Our experience will make them strong (militia members), and we will provide them with the best training possible," he added, pointing to Iraqi army soldiers joining them for their desire to get rid of corruption, he said.

The young recruits were also joined by veteran Shiite fighters such as Abu Hashem, who fought deposed Iraqi President Saddam Hussein in the 1980s and 1990s, under the leadership of the engineer, the Hashd's chief of staff and deputy chief, who contacted veteran fighters to meet him.

The newspaper quoted Abu Hashem, an intelligence officer in the "crowd", as saying, "After the fall of Mosul, we did not go to war because of Sistani's fatwa, but at the invitation of the engineer who wanted older fighters to work with him," revealing that "we met him at his home and he told us that the state is Al-Iraqiya fell, echoing that I am the state now.

Iranian control 

After the arrival of Abu Hashim and his companions ready to take up arms in the summer of 2014, the engineer ordered them to go to the Taji military base north of Baghdad to form a new force. Their first mission was to protect Shiite shrines in Samarra and halt the advance of ISIS fighters into Baghdad.

Abu Hashem said, "When we arrived at the base, we found complete chaos, but when the engineer arrived, the ground became organized for him."

And he stressed that "with weapons, cars and men, Iranian advisors came and spread throughout the country in a wide geographical area from Diyala to the east," considering that "Al-Muhandis negotiated with the factions and militias and controlled them."

He pointed out that "when we formed the crowd, we tried to repeat the experience of the Iranian Revolutionary Guard, but we failed in one thing, which is the multiplicity of factions and the different references, which the engineer tried to control."

The danger to the Iraqi state

After the intensity of the battles with "ISIS" and the role of the Hashd militia decreased in this, the popular demonstrations organized by activists who were tired of the ability of armed groups to control all aspects of Iraqi life, and to reap wealth through corrupt means.

"Some military factions receive their salaries from the Iraqi state, but they do not follow the military hierarchy of the commander in chief of the Iraqi forces," an Iraqi analyst, who requested anonymity, said in an interview with the British newspaper.

And he considered that they "act according to their alliances with the Iranian Revolutionary Guard, and serve the largest Iranian strategy in the region, and their own commercial interests."

He stressed that they "constitute a threat to the Iraqi state from within."

The crowd disintegrated and implicated the government

Last January, the Iranian military commander, Qassem Soleimani and Abu Mahdi al-Muhandis, were killed by an American strike, at a time when the militias were under his command and operating under Iran's order.

Nine months after the US air strike, the various factions are more divided than ever, even after the strike encouraged them to use his death as a new excuse to stay.

A government official told the "Guardian" newspaper, "The killing of Soleimani disrupted the flow of decision-making for these factions, and they do not act according to a general strategy."

As a result, the pro-Iranian militias intensified the killing and kidnapping of activists, and began firing rockets at the US embassy in the Green Zone and its military camps, placing the Iraqi government in a diplomatic impasse with Washington, which signaled the closure of its embassy in Baghdad.

Governmental efforts to control the militias

Last April, the former intelligence chief, Mustafa Al-Kazemi, was appointed prime minister, after five months of the government vacuum, after the resignation of the former prime minister, Adel Abdul Mahdi, under popular pressure at the end of November 2019.

Al-Kazemi faces several challenges, the most difficult of which is trying to negotiate a new path for the country, in light of Tehran's influence on politics and security in Iraq with the presence of its armed groups, which are difficult to control.

Al-Kazemi believes that any direct confrontation with the factions is dangerous and may have serious political and security repercussions, without the positive outcome being guaranteed.

Last June, the Counter-Terrorism Force carried out a raid on a militia cell south of Baghdad, and arrested a group of Iraqi and Lebanese militia members, accusing them of planning to launch a barrage of Katyusha rockets at the Green Zone. 

On the same night, hundreds of militia elements gathered in the streets in a show of force, while others moved on strategic targets in the Green Zone, which led to the release of the detainees.

Deferred confrontation

In this context, the newspaper quoted a senior officer in the Iraqi army as saying, "I sometimes think that the only solution to this crisis, two states and two armies, first we close Baghdad and issue an ultimatum to the Popular Mobilization Units either to join the regular forces or fight you."

…… In summary, every peaceful national demonstration goes out to the street to demand the legitimate rights of people to a free and decent life through reform, eliminating political sectarianism, partisan quotas, and family leaderships, combating corruption, providing basic services to citizens, providing job opportunities and a decent life for young people ... The Ba'athists are the (icon) of these demonstrations, who are the leaders in them, but to demand (their rights) abolishing the constitution, dissolving parliament, overthrowing the government, holding new elections in the hope of winning in them and the return of the Baath regime to rule Iraq again as long as the military coup, and their old (revolutionary) means of controlling Judgment, it was no longer possible after April 2003 ...!

Finally, in every Iraqi national demonstration that takes place today, tomorrow, or the day after tomorrow in Baghdad, it demands reform, combating corruption, eliminating sectarianism in government, abolishing partisan quotas, and providing basic services to people ... You have to (search) for Baathist saboteurs in these demonstrations in order to get rid of them in order not to infiltrate and penetrate and invade them in order to deviate with them to their goals and objectives to return to the rule of the Baath, but, how is the path and the Baathists are like a chameleon in volatility and discoloration ...?!

Observers emphasized that there are difficulties facing the process of creating understandings and signing permanent agreements between the government of Baghdad and Kurdistan, especially those that bear financial consequences, due to the pressures of the Iraqi street in light of the financial crisis facing the country against the backdrop of the Corona pandemic and its repercussions.

For his part, the Deputy Prime Minister of the Kurdistan region, Qubad Talabani, stressed the importance of strengthening relations with the federal government in Baghdad, describing the latter as the strategic depth of the region.

He indicated that there are internal and external pressures to solve the outstanding problems between the region and the center and to reach permanent agreements.

Talabani’s talk about strengthening relations with Baghdad and finding solutions under the roof of the constitution, comes at a time when the Federal Government’s spokesman said that Prime Minister Mustafa Al-Kazemi developed understandings and solutions to the outstanding problems with the regional government during his visit a few weeks ago to Erbil.

Talabani said during an intervention in the regional parliament at the weekend to review the performance of the government after nearly a year of its formation, that Baghdad is the strategic depth of the region, and we must solve the sticking points in accordance with the constitution and the law in a way that satisfies both parties, especially with internal and external pressures to solve them.

Federal government spokesman Ahmed Mulla Talal said that the prime minister's visit to the Kurdistan region sought to resolve the issues and enhance understanding.

He pointed out that the meeting between Al-Kazemi and the President of the region, Nechirvan Barzani, dealt with the 2021 budget, which is the starting point for resolving differences and problems for all issues and rights.

He explained that the talks dealt with the issue of ports, oil, and the share of the Kurdistan region and delivering them to Baghdad, noting that the results will see the light in the 2021 budget.

Kifah Mahmoud, the media advisor in Masoud Barzani's office, believes that the time is early to talk about political alliances and the formation of special blocs and all political actors face the problem of the election law and the formation of the independent election commission that has not yet been resolved.

But it is natural that whoever has stood with Al-Kazemi since his candidacy until now, will pay for a converging political scene between Al-Kazemi and the Kurdistan region.

Mahmoud explained that Al-Kazemi, by virtue of his good relationship with the leaders of the region and his accurate knowledge of the Kurdish issue, its joints and backgrounds, helped build a positive shift in the course of the relationship between the region and the center despite the short period of his work, especially if the early elections that he set in June are realized.

He pointed out that the relationship in general took a positive turn and contributed to developing partial solutions and agreements for some problems such as employee salaries, border crossings and the energy profile.
