The Republican Party Study Committee in the US Congress recommended, on Thursday, the inclusion of the Badr Organization and its Secretary General Hadi al-Amiri and a number of Popular Mobilization factions on the list of terrorism.

The report recommended to Congress, according to a report by the "Al-Hurra" channel, which was viewed by him / the information, that Badr and Al-Amri should be classified in the list of terrorism, along with other factions such as the Imam Ali Brigades, Saraya al-Khurasani, the Sayyid Al-Shuhada Brigade, the Abu al-Fadl al-Abbas Brigade, and the Al-Wafaa Movement. , The Soldiers of Islam movement, and the Ashura Brigades.

The report pointed out that these factions were not the only groups that signed a statement in April 2020 pledging to confront the United States. The report stressed the Congress that it is necessary for Congress to request an annual report from the US State Department, on the new entities that are run by the Iranian Revolutionary Guard in Iraq.  As he claimed, the committee also advised Congress to request another report on the long-term threats posed by the PMF that fights against ISIS and the threat posed by the crowd to US national security, Israel, the Kurdistan region, Saudi Arabia, Jordan, Turkey, Egypt, and the rest of the partners in Region.

Iraqi Party: Neighboring countries do not wish success in negotiations between Baghdad and Washington

9th June, 2020

The Secretary-General of the Iraqi Nation Party saw the example of Al-Alusi on Tuesday that neighboring countries "fear" the success of the strategic dialogue between Iraq and America, which is scheduled to start during the month of June.

Al-Alousi said in a statement to Shafaq News, that "all neighboring countries do not wish the success of the negotiation, but rather fear it," noting that "the success of the negotiation will give priority to Iraqi sovereignty over regional interventions."  He cautioned that "the concern for the survival of the Iraqi state forces the negotiator to stick to the American presence in Iraq."

According to Al-Alousi, "the militias, the Iranian Revolutionary Guards and the Lebanese Hezbollah are in great alert, because if they succeed in negotiations, they will lose funding and spaces." He also said that "the success of the negotiation will launch an international campaign to chase the corrupt Iraqi politicians and the campaign to recover the looted money." Al-Alusi continued by saying that "the success of the negotiation will enhance the government's financial and marketing ability in the face of the deliberate current attrition."

It is expected that the "strategic dialogue", which will be launched soon, will deal with the fate of the strategic framework agreement signed between the two countries in 2008, which paved the way for the exit of American forces from Iraq at the end of 2011 after eight years of occupation, and also shaped the nature of relations between the two countries at various levels.

Washington and Baghdad will also search for an agreement on the fate of US forces in Iraq, as Iran presses its allies in Iraq to drive US forces out of the country.

Alongside the Washington-led coalition, US forces have withdrawn from 6 military forces in Iraq since the killing of Soleimani and the engineer. The international coalition says this is part of the relocation and withdrawal from bases of a small number of soldiers.

An American military report expresses its concerns about the expansion of Iraq’s relations with Russia and China

%D8%A7%D9%84%D9%83%D8%A7%D8%B8%D9%85%D9%

13:01 - 11/06/2020

A report of the US military affairs newspaper, Clear Claire Defense, reported on Thursday that the new Al-Kazemi government in Baghdad could stimulate cooperation against what it called Iranian influence, while expressing its fear of the expansion of Iraq’s relations with Russia and China.

The report, which was translated by the information agency, stated that: During the strategic dialogue that kicks off today, American officials should not overestimate Al-Kazemi's political position, and instead, enter into dialogue with practical expectations. He added, "The United States should give Al-Kazemi a political space to consolidate his control over the Iraqi government and recognize internal challenges." Rather than seeing these factors as weaknesses, US officials should use them to take advantage of small, but decisive, measures to build Iraqi security and defeat Iranian, Chinese and Russian influence in the long run.

He continued, "The United States must provide economic support to encourage Baghdad to take strict measures against Iranian efforts to circumvent US sanctions through the oil and ports market, and the United States can help in strengthening Al-Kazemi by assisting Iraqwith IMF or World Bank loans or Offering his own American grants.” Explained that “the United States should avoid more military withdrawals that indicate a temporary American presence only and that American and NATO forces are active on the ground in Iraq, and Washington and Baghdad should also discuss updating the rules of engagement between the two armies and developing coordinated tactical options to create stability.” And he stated, “At this point, the United States does not need Al-Kazemi to strike the factions. In fact, moving quickly against them may undermine his political stance, however, Al-Kazimi should be involved against forces launching attacks against American personnel in the Green Zone.”

The report recommended that “Washington and Baghdad should address the growing Russian and Chinese influence in recent times. The United States has shifted its focus towards competing with the superpowers in the Pacific region, but China and Russia are achieving diplomatic and trade gains in the Middle East, while still Iraq needs access to the US dollar and support for future IMF loans. China and Russia can raise intelligence concerns by expanding their ties with Iraq .

The New York Times: America wants to keep a large force in Iraq to counter "Iranian influence"

%D8%A7%D9%85%D8%B1%D9%8A%D9%83%D8%A7-4-6

12:17 - 11/6/2020

A report of the American New York Times reported that while strategic negotiations begin between the Iraqis and the Americans, the Trump administration seeks to keep a large force in Iraq to confront what it calls "Iranian influence."

The report, which was translated by the information agency, stated that “There are currently about 5,200 American soldiers in Iraq, whose main tasks are to combat terrorism and train Iraqi forces, but the Trump administration, which considers the American presence decisive in curbing the resurgence of ISIS and as a bulwark against the so-called Iranian influence in Iraq, You want to keep a big force there.”

"We will continue to maintain forces as long as the Iraqi government is ready for the presence of American and coalition forces in the country until the permanent defeat of ISIS is not yet achieved, and this is our policy," US Special Envoy James Jeffrey told a news conference last week. As he put it. "There is pressure from both sides to limit the American military presence, but the Pentagon is still reluctant to keep more than the absolute minimum level for the forces there because they have been attacked by Iraqi resistance factions and since then, the army has strengthened its forces on a smaller number of bases. Separately, the training mission has been suspended in the past few months due to concerns about Corona virus.

He continued, "Pentagon officials believe they are able to perform the mission with nearly half of the current American force, and they have plans to cut the number of troops in Iraq."to 2500 to 3000, but they have no fixed numbers or timetable. Other members of the 29-nation US-led military coalition have already cut their numbers in half, to about 1,200 soldiers, due to Corona. And on the Iraqi side, the country's parliament, angry at the American air strikes in Iraq that assassinated General Qasim Soleimani, Abu Mahdi al-Muhandis and a number of members of the Popular Mobilization Forces, issued a decision in January calling for the withdrawal of American forces, but the Iraqi government took no action on the decision Parliamentary, while Iraqis say they can fight on the ground themselves, but they are still expressing their need for assistance in reconnaissance, air support and training.

For his part, Secretary of State Mike Pompeo said that "the talks that begin on Thursday, which took place last time in 2018, will address "all strategic issues between our two countries" but that discussions will also hover over Iran, which the United States wants to see a decline in its influence, as it would like The United States can see a dwindling economic relationship between Iraq and Iran, while Iraq wants stronger guarantees that the United States will not provoke a conflict with Iran over Iraqi territory. The report pointed out that "the talks that will take place via the Internet and are expected to continue for several months, will also cover the areas of energy and economy, in addition to discussing the US military presence in Iraq."

The US Central Command expects Iraq to ask that its country be kept on its soil

1591835121_-1.jpg

11th June, 2020

The US Central Command in the Middle East expected that the Iraqi government would request that an American military presence in the country be maintained to combat ISIS, on the eve of strategic negotiations between the two governments.

"I think the government of Iraq will ask to keep American and coalition forces," General Kenneth McKenzie, commander of the US Central Command in the Middle East, told an online seminar organized by a Washington-based think tank. He continued, "As you know, from my point of view, we are in Iraq to accomplish the defeat of the organization and to support Iraq in achieving that defeat and to reach a final victory over it."

US Secretary of State Mike Pompeo confirmed in a separate press conference that the "strategic dialogue" between the United States and Iraq will begin Thursday. Pompeo revealed that his assistant for political affairs, David Hill, will head the US delegation, which will include representatives of the ministries of defense, energy, treasury, and several agencies. "With new risks looming, especially the Covid-19 pandemic, deteriorating oil prices and a large budget deficit, it is essential that the United States and Iraq meet as strategic partners to prepare a plan for moving forward that notes the common interest of both of our countries," the US secretary of state said.

Relations between the two countries have been strained since attacks on US interests in Iraq began in late 2019, which Washington has accused Iran and its allies in Iraq of launching. The diplomatic tension between Washington and Baghdad worsened after the American army assassinated the commander of the Iranian Quds Force, General Qassem Soleimani, and the deputy head of the Iraqi Popular Mobilization Organization, Abu Mahdi Al-Muhandis, with an air strike near Baghdad airport in early January. The assassination fueled the feelings of hostility towards the Americans in Iraq and prompted the parliament to ratify an official request to withdraw the American forces deployed in the country as part of an international coalition to combat the Islamic State.

US President Donald Trump has vowed to end the US military's involvement in costly conflicts in the Middle East, but the administration has confirmed that there is no intention to quickly withdraw from Iraq. And is currently deployed in Iraq, which was invaded by the United States in 2003 with the goal of toppling Saddam Hussein, about 5,200 American soldiers.

American messages to Assad, his choice between a political solution or war and isolation

%D8%A7%D9%84%D8%A7%D8%B3%D8%AF.jpeg

11th June 2020

The American administration has sent a message to the Syrian leadership through its embassy in Damascus, regarding the need to take steps to implement a political solution or face more sanctions and isolation.

"The only exit strategy available to the Syrian regime is Security Council Resolution 2254. The Syrian regime must take irreversible steps to implement a political solution to the Syrian conflict that respects the rights and will of the people or faces more sanctions and isolation," said the tweets, posted by the embassy account on Twitter.

The embassy continued: "As Ambassador Jeffrey said again and again, Bashar al-Assad and his regime are directly responsible for the economic collapse in Syria." The embassy added: "The Assad regime wastes tens of millions of dollars every month to fund an unnecessary war against the Syrian people, instead of providing for their basic needs." And the embassy concluded: "The United States will continue to impose sanctions and increase economic pressure on the Assad regime until any progress is made in the political process, including a ceasefire."

While calling on all international organizations to stop the economic sanctions imposed by some countries due to the spread of Corona, the United States of America still refuses to suspend its sanctions on Syria and Iran.

Last Thursday, US President Donald Trump decided to extend unilateral economic sanctions that have been applied to Syria for another year. The US administration indicated that these sanctions are among the various restrictions imposed by Washington against Damascus, respectively, from 2012 to 2014.

The sanctions package "unfolds": recommendations against Iraqi factions and figures ... and to prevent the extension of exemptions for Iranian energy imports!

Yassin Iraq: Baghdad

Several important paragraphs of the penal code bill that is supposed to be voted upon soon by the US Senate, which included recommendations to place Iraqi entities and figures on the terrorist list, as well as to prevent any further extension to exempt Iraq from sanctions and allow the import of energy from Iran?

The Republican Studies Committee of the American Congress recommended the inclusion of Iraqi armed factions in the list of terrorist groups, as part of a lengthy report on the activities of entities and figures involved in passing the agenda of the Iranian Revolutionary Guard in Iraq, Lebanon, Syria and Yemen. The report said that the Revolutionary Guards created, trained, and managed groups such as the Badr Organization, the oldest Iranian organization in Iraq that fought with Tehran in the Iran-Iraq war.

The report added that the leader of the Badr Organization, Hadi al-Amiri, was involved in a terrorist attack on the US embassy in Baghdad in December 2019.

The report pointed out that since the emergence of ISIS in 2014, the US State Department has granted Iraq about $ 1.2 billion in military aid and $ 4.2 million to train Iraqi forces. The US Department of Defense provided $ 4 billion to Iraqi forces in the war against ISIS, at a time when the Iraqi Ministry of Interior was under the control of the Badr Organization through the then Minister of Interior Qassim al-Araji.

Although the organization is no longer officially the Ministry of the Interior, it still plays a major role in it, thanks to the leadership of the Federal Police, who are affiliated with it.

The report pointed out that despite the inclusion of many Iranian groups in the terrorist list, such as "Fatimiyoun, Zainabiyun, Anjaba, and Asaib Ahl al-Haq", many of the movements supported by the Iranian Revolutionary Guard have not yet been included in the list of sanctions.

The report recommended that Congress “add this organization and its president to the terrorist list, along with other Iranian militias in Iraq, such as the Imam Ali Brigades, Saraya al-Khorasani, the Brigades of the Martyrs’ Brigade, the Abu al-Fadl al-Abbas Brigade, the Loyal Movement, the Jund Movement, and the Ashura Brigades, and other groups Loyal to Iran, which pledged last April to confront the United States.

The report stressed the Congress that the Congress should request an annual report from the US State Department, on the new entities that are run by the Iranian Revolutionary Guard in Iraq.

The commission also advised Congress to request another report on the long-term threats posed by the PMF and other Iranian-backed Iraqi militias, which are fighting against ISIS.

The recommendations include canceling any future exemptions to Iraq from importing energy from Iran.

For his part, political sociology professor Abdul-Jabbar Al-Saeedi considered that the US sanctions are "ink on paper."

Al-Saeedi said in a tweet that "Iran has emerged from the embargo of the blockade and international isolation, after the decline of America's role in the world and the fragility of the American internal situation, which is a dormant volcano that the whole world has witnessed." ”

Below is the text of the statement:

Based on the Strategic Framework Agreement of 2008 for the relationship of friendship and cooperation concluded between the Republic of Iraq and the United States of America, strategic dialogue discussions were held through closed-circuit video meetings between the two parties represented by the Senior Undersecretary of the Iraqi Ministry of Foreign Affairs, Mr. Abdul Karim Hashem Mustafa, on behalf of the Republic of Iraq, and the Under Secretary The State Department for Political Relations, Mr. David Hill, on behalf of the Government of the United States of America. Discussions covered security, counter-terrorism, economics, energy, political issues, and cultural relations.

The two countries reaffirmed their principles agreed upon in the Strategic Framework Agreement, in addition to the principles stated in the exchange of diplomatic notes, and the Republic of Iraq’s correspondence to the UN Security Council numbered (S / 2014/440) dated 25 June 2014, as well as other numbered (S / 2014/691) dated September 20, 2014, respectively. The United States of America reaffirmed its respect for the sovereignty, territorial integrity, and relevant decisions of the Iraqi legislative and executive powers.

On economic and energy issues, the two countries have realized the enormous economic challenges facing Iraq in light of the two pandemic crisis Covid-19, the decline in oil prices, and the need for Iraq to adopt fundamental economic reforms. The United States discussed providing Iraq with economic advisers to work directly with the government of Iraq, in order to help enhance the level of international support for the reform efforts of the Government of Iraq, including support provided by international financial institutions regarding serious plans to enact substantial economic reforms. The two governments discussed potential investment projects involving international American companies in the energy sector and other areas, provided that the working conditions are favorable.

Regarding political aspects, the United States of America has expressed its support for the Republic of Iraq, not only through close bilateral cooperation at the security and political levels, but also through its support for Iraq and its new government. The two countries reaffirmed their importance to assist Iraq in implementing its governmental and reform program in a manner that meets the aspirations of the Iraqi people, including continuing humanitarian efforts, restoring stability, rebuilding the country, and organizing free, fair and fair elections. The United States, in cooperation with its international partners, affirmed its continued support for the preparations made by Iraq for the elections, and efforts to support the rule of law, human rights, and the return of displaced persons and facilitate their integration, especially minorities in Iraqi society that have been subjected to genocide by ISIS.

With regard to the security partnership, the two countries acknowledged that, in light of the distinguished progress on eliminating the threat of ISIS, the United States of America will continue in the coming months to reduce the number of forces present in Iraq and dialogue with the Iraqi government on the status of the remaining forces and where the focus of the two countries is towards developing a normal security relationship Based on common interests. The United States of America also confirmed that it is not seeking to establish permanent bases or a permanent military presence in Iraq, as agreed previously in the 2008 Strategic Framework Agreement, which states that security cooperation is based on mutual agreements. The Government of Iraq is committed to protecting the military forces of the International Alliance, the Iraqi facilities that host them, in accordance with international law and relevant arrangements regarding the presence of those forces and in the form to be agreed upon between the two countries.

An assessment by the US State Department on Iraq "worries" Washington

1591940902_kvkdeir6.jpg

12th June, 2020

The administration of US President Donald Trump is concerned that Iraq is not meeting its human rights obligations to detainees, according to a State Department assessment obtained by the US journal Foreign Policy

The magazine indicates that the Iraqi legal system is faltered due to the lack of judges, the overcrowding of its facilities and the use of bribes, in an indication of the challenges facing Iraq as a result of corruption that fueled widespread anti-government protests last year

"The security and political situation in Iraq has left the judiciary weak, and depends on other parts of the government," said the State Department report sent to Congress last April. He also pointed out that "the Iraqi judiciary suffers from the same rampant corruption that affects the rest of the Iraqi government

The State Department assessment also pointed out that the Iraqi justice system was affected by the implications of ISIS control of large parts of the country and the subsequent events that led to his expulsion. He notes that Baghdad suffers from a lack of competent judges, and it is accused of holding suspects associated with ISIS in isolation before the trial for months without contact with the outside world

Human Rights Watch estimated in December 2017 that Iraqi authorities were holding 20,000 prisoners suspected of links to ISIS. Non-governmental organizations that have been approved by the State Department assessment said that detainees are unable to appeal their detention decision and are often forced to pay bribes to drop the charges. Although the State Department is concerned about the status of Iraqi reforms, some members of Congress see the dialogue between Baghdad and Washington, which was launched on Thursday, as an opportunity to strengthen US relations with Iraq in light of reduced tensions with Iran

"The United States should use strategic dialogue as a new beginning to engage with the Iraqi government to create long-term stability in the country," the American magazine quotes a member of the Foreign Relations Committee, Democratic Senator Chris Murphy

Murphy added that the talks represented an opportunity to help the new Prime Minister, Mustafa Al-Kazemi, in tackling corruption and achieving prosperity for a nation torn by years of war. "These are lofty goals that require sustained diplomatic attention and American financial support, and at the same time they are critical to American national security and regional stability in the long run," he said

Cat medicine appears effective in fighting Corona!

2020.06.12 - 12:19

Baghdad - people

A recent study published by a Chinese website revealed a medicine for cats that showed "effectiveness" in fighting the Corona virus, and an excellent level of safety.

The Chinese "Abacus" website said in a report by "NAS" that "a drug used to treat infection in cats was able to stop the proliferation of the Corona virus in an effective manner during laboratory experiments conducted on it."

The results of the tests appeared two weeks after an American developer announced a drug that treats a disease that affects cats when it submitted a request to the Food and Drug Authority to approve the drug's introduction into the clinical study phase in humans.

"In a computer model and laboratory experiments indicated that the treatment called GC376 was a relatively effective and safe drug candidate," said a research team led by Professor Zhangshiang at the Chinese Academy of Medical Sciences.

The drug is linked to an important enzyme from the emerging coronavirus, according to the study.

The enzyme called "Mpro" breaks down large proteins into amino acids, and the virus in turn uses those acids as blocks to build itself.

The virus cannot clone itself without using this enzyme.

Chinese scientists have found that the drug is able to easily enter infected cells, and thus hinder viral activity in them.

It was only required to use a significantly reduced dose to achieve the highest levels of efficacy.

The researchers confirmed that the drug "showed an excellent (level) of safety."

The cat medicine was developed in the laboratories of "Anife Life Science", which is based in Long Beach, California, USA.

The drug was used to treat cats suffering from peritonitis or peritonitis, a disease caused by a virus infection from the Corona family, but it does not affect humans.

The American company has conducted its own experiments over the past months, which led it to apply for approval from the relevant authorities in the United States to follow up on its experiences in an advanced manner.

Chinese scientists have warned that cats may become a hidden carrier or an intermediate host for transmitting a Coronavirus infection to humans.

"Some diseases are capable of infecting humans and animals alike, and the medications treated for them may be the same for both," said Professor Guo Xiaofeng, a veterinary specialist at the Southern China Agricultural University in Guangzhou.

Hassan added, "If things return to normal after the end of Corona, there is a possibility that an Iraqi delegation will visit the United States, and it may be at the level of the Prime Minister or the Foreign Minister," stressing that "the dialogue continues at multiple levels to follow up on what is agreed upon."

Hassan explained, "The security file moves within the framework of three basic principles, which the Prime Minister identified, the first is the sovereignty of Iraq, the second is the interest of Iraq, and the third is the desire to establish strategic relations with the United States," stressing that "the Iraqi interlocutor was moving in this context, and these principles It was well clear in the language of the statement, and the American recognition of the sovereignty and territorial integrity of Iraq and the decisions of its constitutional institutions, the continuation of the reduction of the American forces in Iraq, and the transition to a normal security relationship, based on the common goal specifically to fight ISIS, because the presence of American military forces in Iraq was and still is Its primary goal is to fight ISIS, and then move to a normal security relationship between two countries trying to frame their strategic cooperation through training, armament, technology support, and other things. "

He continued, "Doubting the Iraqi axes is part of it that has political motives, because some parties did not understand exactly the nature of this dialogue, and I imagined that there is negotiation in closed rooms, in which the core issues are discussed away from the will of the Iraqi constitutional institutions, and this is not true," stressing that " These are Iraqi government representatives chosen on the basis of ministerial and institutional representation. "

The advisor to the Prime Minister emphasized that "the American side was very flexible and willing to make the dialogue a success, and from the beginning its position was clear, regarding the reduction of forces." He pointed out that "the presence of American forces in Iraq is based on two frameworks. The first is the strategic framework agreement between the two countries, and the framework The second is to invite the Iraqi government in letters sent from Iraq to the Security Council to form the international anti-ISIS coalition led by the US.

He pointed out that "these two frameworks are the ones that organized the American presence in Iraq," explaining that "the American side is committed to these two frameworks, and has pledged that its exclusive mission and sole mandate is related to the conflict with ISIS, and that the process of reducing American forces is a natural result of the decline in the threat of ISIS, and the loss of ISIS." Control over Iraqi territory, which assumes the transition to another stage of cooperation between the two countries.
