A Second U.S. Plan to Contain Crisis of Forming New Iraqi Government

A high-level U.S. national security delegation was in Iraq last week to search for a compromise between the two leading contenders for the post of prime minister, Nouri al-Maliki and Ayad Allawi.

The delegation failed in its assignment, but has returned to Iraq with a new plan: Al-Maliki will service as prime minister while Allawi's al-Iraqiya will be assigned the post of president as well as the three security ministries – defense, interior [which controls the national police force] and national [home] security. The Kurdish alliance will get the speakership of parliament, while outgoing president Jalal Talabani will chair the Supreme Political and Security Council.

This plan will deliberately exclude the Iraqi National Alliance (INA) in which Muqtada al-Sadr, the most anti-American politician in Iraq, will be kept outside the ruling coalition. [such a formula will also exclude Ahmad Chalabi, a member of parliament with the INA, who has turned into a strong pro-Iranian voice in Iraq.]

An Iraqi independent daily, al-Muwaten, also reported that President Barack Obama has sent a message to Ayatollah Ali al-Sistani asking him to use his influence to craft a compromise between the feuding political leaders so that a new government could be formed before the withdrawal of the U.S. combat forces.

No U.S. source has confirmed either the U.S. plan or President Obama's message to al-Sistani.

Can't imagine for a second that this is truly an option. This has got to be propaganda. The US stays out for 5 months because they want them to come up with a non-sectarian solution yet they come up with this solution leaving out 2 of the 5 blocs from representation? C'mon.... makes no sense. Thanks for the post though.
