The Minister of Justice to expedite the introduction of the law reforming inmates and depositors into force after the ratification of the Presidency of the Republic

  The Minister of Justice, Dr. Haider Zamili announced after intensive follow-up with the Presidency of the Iraqi Council of Representatives, the law was sent to the Presidency of the Republic for ratification and to be published as soon as possible in the Iraqi fact sheet to enter into force in the next few days after being sent to the Ministry on 8/7/2018 Republic. 
  The Minister of Finance said that the Law of Reform of Guests and Depositors No. 14 of 2018 came in place to replace all laws and regulations governing the management of inmates and former depositors, in particular the Reform of Guests and Depositors Law No. 104 of 1981 and the decision of the Revolution Command Council (dissolved) No. 20 on 25/5/1993. Coalition Provisional Authority (CPA) No. 2 of 2003, and all orders of the Coalition Provisional Authority (CPA) relating to the management of inmates, detainees and detention centers.
  Dr. Zamili explained that this legislation has introduced many amendments that accompany the procedures of managing the inmates and depositors and taking into consideration the improvement of the working conditions of the employees of the reform departments and fixing the entitlements of the employees in these departments in terms of the allocation of risk as well as the allowance for livelihood. Also include the employees of the departments of other ministries, Reform of these allocations. 
  The minister pointed out that one of the most important amendments in this law is the disconnection of the juvenile reform department from the Ministry of Labor and Social Affairs and linking it to the Ministry of Justice in line with the international recommendations and conventions and the need to unify the administration of all Iraqi prisons and convictions.
  The law also covers many details of the prison administration in terms of the scientific classification of the depositors' sentences and their isolation according to their provisions, as well as the aftercare programs after the end of the sentence period, as well as the programs of family visits to the families and the items excluded from these programs. 
  It is worth mentioning that HE the Minister of Justice has directed the Iraqi Fact Department to speed up the publication of this law to put it into effect as soon as possible.
