Iraqi Prime Minister Haider al-Abadi described the disputed areas between Baghdad and the Kurdistan region of Iraq as occupied areas by the region, for the first time since the outbreak of the crisis between the two sides because of the referendum on the secession of the territory. 
This came at a press conference held by Abadi on Tuesday evening, and stipulated the resumption of dialogue with the leaders of Kurdistan to nullify the results of the referendum on secession and adherence to the Iraqi constitution. 
The Iraqi prime minister on the disputed areas that the Kurdistan region "seized the land since 2003 gradually, taking advantage of the concern of Iraqi forces to fight terrorism." 
He called for the formation of a joint administration between Baghdad and the Kurds to manage the affairs of Kirkuk and the rest of the disputed areas under the supervision of a federal, to normalize the situation there and allow Iraqi forces to enter those areas. He said he did not want to "resort to force and shed more blood." 
To impose sanctions
Meanwhile, a source at the Central Bank of Iraq said on Wednesday that the bank has decided to stop its financial dealings with four private banks are taken from the Kurdistan region headquarters. 
The source added that the four banks are Ceyhan, Kurdistan, Erbil and the bank of the region.

This comes after the Iraqi Council of Representatives ratified yesterday a measure to stop financial and banking transactions with the Kurdistan region as part of a series of measures to respond to the referendum of secession conducted by the region. 
The media department for the presidency of the House of Representatives that this action will be taken "while preserving the rights of citizens in the region." 
The Presidency of the Council also decided yesterday to address the Iraqi Federal Court to clarify the legal position of the Kurdish deputies who have been proven to participate in the referendum of secession in preparation for the suspension of their membership. 
The Iraqi authorities in Baghdad began last Friday night to ban the international flight from the Kurdistan region of Iraq and to him, and demanded the region to hand over the management of border crossings.
On the other hand, the Electoral Commission in Kurdistan yesterday that it has completed preparations for the presidential and parliamentary elections in the region by its scheduled date on November 1, despite doubts about the possibility of conducting in the current circumstances.

BAGHDAD (Reuters) - The movement of change confirmed on Thursday that the future of the disputed areas, including Kirkuk, is determined by article 140 of the constitution and not the recent referendum to separate the Kurdistan region from Iraq, pointing out that the government failed to find treatments to put these areas.

"These areas are defined by Article 140 and their fate is linked to this article and not to any referendum," MP Shireen Raza said in an interview with Baghdadiya News.

"The government and the Kurdistan region have failed to find a solution to deal with the situation in these areas, although the constitution was approved more than 10 years ago and the legal period was six months," she said.

It is noteworthy that the disputed areas between Baghdad and Arbil, Kirkuk and areas of Nineveh, Diyala and Salahuddin.
