"Get your house in order or we will do it for you."  seems to be the philosophy of many countries with regard to ISIS and Iraq. Not going to be a matter of violation of sovereignty and Iraq's wishes. The problem with Daash in Iraq was not handled by the government well. They asked for help but only under their terms and conditions. Now that this has gone international, countries are considering Iraq borders transparent.
