Cabinet held its regular twenty-eighth in Baghdad (Thursday, July 17, 2014) under the chairmanship of Prime Minister Nuri al-Maliki, and issued by the Council following decisions: 1 - Approval of the false letter of authority of the Iraqi public broadcasting services and transmitter / Iraqi Media Network, a number:

 

1/4/2/8648 dated 05/20/2014 on finding new outlets to finance the budget the General Authority for broadcasting services, broadcasting / Iraqi Media Network, as follows: forming a consulting firm specializing providing advisory services and executive Engineering Works and media (audio-visual and reading) to meet amounts to media outlets and private offices, the media in the ministries according to the instructions window adoption of the principle of competition are:

 

- Supply and installation of radio and television studios and accessories. - Supply and installation of Posts, whether radio or television. - the production of programs, series and sold to private channels. - printed newspapers and magazines issued by ministries, organizations and other entities. - printed all models, forms and receipts used by ministries and government bodies and civil being printed now in the private sector to meet the amounts reduced. - producing programs and soap operas, manufacturing and broadcast advertisements for the ministries and other authorities. - print all textbooks and Lieutenant for all stages school and university. - rental spaces of towers television and radio to telecommunications networks and other channels to meet the amounts agreed upon.

 

 

2 - Approval to authorize the boards of directors of public companies for cement for the renewal of the quota free performed by the investor for the company based on the difference in fuel prices equipped by the state based on the powers of the Board of Directors public company under the Companies Act after its ratification by the competent minister.

 

 

3 - approving the recommendations of the Commission to reconsider the representation of joint committees with the sisterly and friendly countries, taking into account the nature of relations with those countries and required by the interests of Iraq, formed under it Diwani (9) for the year 2013.

 

 

4 - to approve the draft law on ratification documents of the Bucharest Conference of 2004 annexed Universal Postal Convention, signed on 04.10.2014, and referred to the House of Representatives, according to the provisions of Articles (61 / item first) and (80 / item II ) of the Constitution.

 

 

5 - approved a draft law of the First Amendment to the Insurance Law on personal responsibility for the state employees and the public sector No. (47) for the year 1990, the auditor by the State Council, and referred to the House of Representatives, according to the provisions of Articles (61 / item first) and (80 / item II) of the Constitution.

 

 

6 - to approve the draft law of the Republic of Iraq to join the Promotional Framework for Occupational Safety and Health No. (187) of 2006, which entered into force on 20/2/2009, and referred to the House of Representatives, according to the the provisions of Articles (61 / item first) and (80 / Coffee II) of the Constitution.

 

 

7 - approving the strategy of training institutions and technical and vocational education in Iraq from 2014 to 2023, contained connect Presidency of the Council of Ministers / advisory board of a number: T / 354, dated 26 / 5/2014.

 

 

8 - issuing instructions No. () 2014 {Instructions to facilitate the implementation of the provisions of the law of the chosen number (13) for the year 2011}, based on the provisions of Article (80 / Item III) of the Constitution and Article 10 of the Law of the selected number ( 13) for the year 2011, taking into consideration the Notes General Secretariat of the Council of Ministers.

 

 

9-1 / amendment to paragraph (1) of the Council of Ministers Resolution No. (255) for the year 2014 to extinguish the remaining amounts owed ​​by people with special needs from a slice severely handicap sold them homes as occupants in the campuses in the cities of stepping up and pinnacles, according to paragraph (11) of section (4) of the Financial Administration Act and the Public Debt (No. 95) of 2004 as amended.

11 - approving the recommendation of the Committee write-offs in the central Ministry of Agriculture on the write-off laboratory glassware belonging to the General Company for Veterinary and exposed to a terrorist incident on 19/11/2006 and thefts of the day (5-9-10/12/2006) and adult book value (13181295) dinars, only thirteen million one hundred and eighty-one thousand two hundred and ninety-five dinars, according to the text of paragraph (11) of Instructions No. (5) for the year 1989 issued to facilitate the implementation of resolution No. (110) of 1989, as amended by Resolution No. (34) for the year 2001.

 

 

12 - approving the recommendation of the Committee on delisting the central Ministry of Finance on the write-off of assets belonging to the Iraqi company for banking services (public company), which are damaged as a result of the terrorist act that took place on the Central Bank of Iraq on 13/6/2010, and of book value (216 111 386) dinars, only two hundred and sixteen million, one hundred and eleven thousand and three hundred and eighty-six dinars, According to the text of paragraph (11) of the Instruction No. 5 of 1989 issued to facilitate the implementation of resolution No. (110) of 1989, as amended by Resolution No. (34) for the year 2001.

The Secretariat announced the Cabinet approval of the draft law on the ratification documents of the Bucharest Conference else e 2004.

 

And a source in the Cabinet of the Government communication and information Office that the consent of the Council included referral to the House of representatives, based on the provisions of articles (61/item first) and (80, item II of the Iraqi Constitution.

 

The approval comes for ratification documents of the Bucharest Conference, signed on 4 October 2004, the Convention World Postal Act 1947, ratified by Iraq by Act No. 41 of 1950, as well as enhanced cooperation in the field of postal transportation planning, and provide the best means for global postal service

1. On 4 June 2004, the Commission submitted to the Council a Communication on the Universal
Postal Union Congress 20041
. The 23rd UPU Congress will take place from 15 September to 5
October 2004 in Bucharest, Romania.
2. In its Communication, the Commission highlighted the importance of this Congress in
promoting the development of international collaboration in the field of international postal
services by revising the Acts of the UPU. Moreover, the Commission identified the main
issues for negotiation, some of which fall within the scope of Community legislation......

In November 2001, the Parliament enacted Law No. 676/2001 on the Processing of Personal Data and the Protection of Privacy in the Telecommunications Sector6 and Law No. 677/2001 for the Protection of Persons concerning the Processing of Personal Data and the Free Circulation of Such Data.7 These laws follow very closely the European Union Telecommunications Privacy (1997/66/EC) and Data Protection (1995/46/EC) Directives respectively. Romania joined the European Union on 1 January 2007.8

 

Law No. 676/2001 provides for specific conditions under which privacy is protected with respect to the processing of personal data in the telecommunications sector. In 2004, Law No. 676/2001 was, practically speaking, replaced by Law No. 506/2004,9 which closely follows Directive 2002/58/EC of the European Parliament and the Council on personal data processing and privacy protection in the electronic communications sector. This directive repealed and replaced Directive 1997/66/EC.10

 

Law No. 506/2004 divides the task of enforcing the personal data protection laws between two institutions: the National Regulatory Authority for Communication (later renamed the National Authority for Management and Regulations in Communications – Romania, or ANCOM11) for issues related to electronic communications and the People's Advocate Office (later renamed the Data Protection Authority, or ANSPDCP), which handles issues related to privacy. In this sense, ANCOM has competence in relation to: security measures for electronic communication; non-compliance with invoice issuing conditions; infringement of the obligations regarding the presentation and restriction of calling; and connected line identification.
