Thanks for reminding us of this. Also: 1) I like Yota's article better. It eludes to the fact that it is possible to have a Ch 7 release as long as there's an agreement between Iraq and Kuwait, which will be monitored over time. 2) These articles are not a formal press release from the UN...and are open re their translation (as result). 3) Is it possible that Kuwait may not want to allow a release of Ch 7 until Iraq has RV'd their currency, in order to make sure that they get their full payment with revalued currency? Kuwait has been receiving steady payments and still are and IMO want to make sure that they won't get stiffed by Iraq. Petitioning the UN to keep them under Ch 7 sanctions puts pressure on the GOI to RV their currency. Again, JMO. 4) I haven't heard anything on the border issue resolution. Has anyone else? Wow, Manny, do you think most people on this thread need glasses? Where's that "Negative Nelly" thread when you need it? I hope this helps: Q: "Just to confirm for my crowded head, Does Iraq HAVE to RV prior to Ch 7 release, so they can pay Kuwait, as Kuwait may not agree to lift Ch 7 until they're paid? Or, if they don't RV and Kuwait demands payment prior to Ch 7 lifting, at the current rate of the IQD, will this greatly stress their finances?" Response/Answer: "I was under the impression that they would want to RV then pay their debt off but if that could happen countries would just change their value as they see fit. Under the IMF rules a country must not pay debt off with revalued funds, so to make a change in a monetary system that we want they need to be debt free before this type of RV. This includes the Paris Club debt and any other debts of Iraq. Kuwait wants their money before chapter VII release and IMF says pay your debt before you can revalue as well. This is another reason Iraq is opening up Bond sells, easier to pay the bond holders off months and years from now with RV money..... So to answer your question, Iraq needs to pay all debt off, Chapter VII released, RV can happen before if UN gives the ok before the UN announces the release..........."
