This is a good question, was wondering so myself.

I am wondering if VIP offers any investment opportunities to people with extra money right now? Or, are the investments only available after a potential RV?

There are valuable resources for anyone in there, both post RV and immediately. One of the main things you can benefit from is solid asset protection strategies that can be used by anyone, immediately.

As far as actual "investment" opportunities, no. It would be illegal for me to present investments to you without taking a few extra steps (complete personal financial evaluation, etc). The investment opportunities I have for us will be presented on an individual basis in accordance with the law, and most of this will happen after the RV.
