Guru Clare made an interesting statement. If true, this is why Sadr & the Kurds boycotted the Parliament session today. It makes sense to keep Saleh there as President by default to get things done since parliament is working. They were told not to vote on the president of the republic which in turn triggered Saleh to stay as president until whenever, allowing progress. In other threads, Al-Halbousi has directed the Council of Ministers to send the 2022 Budget to Parliament for the purpose of approving it in the service of the Iraqi people. IMO, this screams a rate must be in the budget for approval for the Iraqi citizens.

What he is trying to do is make Kazemi look bad for not adjusting the exchange to make it commensurate with all the natural resources they have and as we all know it can’t be done until they have a fully seated GoI.
