UNITED NATIONS (Reuters) - The U.N. Security Council brought Iraq one step closer on Thursday to ending United Nations sanctions imposed on Baghdad more than two decades ago after former President Saddam Hussein invaded Kuwait In 1990. The 15-member council unanimously agreed that the issue of missing Kuwaiti people, property and archives should be dealt with under Chapter 6 of the U.N. Charter - which urges countries to peacefully resolve any conflicts - instead of Chapter 7.

it would seem that iraq has left unsc chapter 7 and is in chapter 6 for debt and that portion being settled would leave it moot!

being that iraq and kuwait have agreed to final payments for settlements of debt >> Deferral of deposits by Iraq into the UN Compensation Fund renewed<< chapter 8 does not apply!

Iraq currently maintains one exchange restriction and one multiple currency practice (see Informational Annex) for which staff is not recommending approval. Removal of these, and implementation of AML/CFT measures, will help to improve the integration of the domestic financial system into the global economy. to me it reads as lift exchange rate implement AML/CFT and end auctions to be article VIII compliant!

i beg to differ .. the reason they were granted an additional 17% was for the gassing of them.it also includes the reserves because they are a federal entity as the main GOI! if the shitte and sunni didnt want to give them the propper share as in article 140 KIRKUK and 117 for the shares putting it in the constitution seems like a waste of paper.

Article 117 of the constitution recognizes Kurdistan as a federal region

The kurds are entitled too the 17% as required in the constitution! Why shouldnt they recieve it?
