Officially released? cbi.iq hasn't changed their rates in years. The English page is never updated (You can decipher press releases on the arabic site for info, google translate doesn't like these pdf docs) TradingCharts.com shows forex for IQD at 1140 stable for the past 5 days. granted 20 dinar isn't much but when you factor that the rate has been above 1160 for the past 5 years I'd assume this shows some promise. Then again, this is the only site reporting this, yahoo finance and xe.com both reporting 1163. Human nature favors precaution hence why this is taking so long. Think about it. If people are touting IQD to RV from anywhere to $1.13 - $6+ then the CBI would make a very very strong investment to eliminate its reserves of devaluing currency AKA USD. Granted this also sends an influx of undamaged notes to the CBI as soon as RV hits (check out dinarupdates.com for the article on damaged IQD notes being replaced).
