Yes they can. One of the conditions for Chapter 7 being lifted is to have a recognized stable economy. That Iraq has demonstrated over the last 2-3 years. RV is not held up by chapter 7 but expedites their release from it.

Iraq doesn't care if we, the speculators make money on this or not. The amount that we hold is a drop in the bucket compared to the total. What I would want to see is the Iraqis be able to turn in their 25K notes atr face value to recoup their losses from the past.
