  1. Bumped ~ remember this? February 28, 2010 - 04:36:11 PM: Iraqi dinar re-evaluation has to do with economic conditions BAGHDAD / Aswat al-Iraq: Iraqi Prime Minister Nouri al-Maliki said on Sunday that the process to re-evaluate the Iraqi dinar has to do with economic conditions that have to be strengthened. “The Iraqi dinar has all the reasons to grow stronger thanks to an increase in revenues and development of the economy,” Maliki said in response to some questions through the National Information Center. “The government would not rush matters but would rather work on finding all the guarantees to render this measure a success. The Central Bank of Iraq (CBI) is currently entrusted with drawing up a study on the whole issue and would give its decision soon,” said the Iraqi premier. The Iraqi dinar’s exchange rate is suffering from low value against foreign currencies as a result of decades of wars and economic embargo that brought the local currency’s exchange rate to the rock bottom from three dinars per dollar in the late 1970s and 1980s to 3,000 dinars per dollar after the 1990 invasion of Kuwait, followed by a 13-year crippling sanctions regime. The exchange rate fell even more after 2003 to reach 1170 dinars per dollar due to the CBI’s policy of daily auction, in effect for more than five years now. The policy was lambasted by several economists on the grounds that these auctions do not give the real value of the country’s local currency. Maybe he is reading this forum and trying to explain... So R.V. already.. http://articlesofinterest-kelley.blogspot.com/2010/12/february-28-2010-iraqi-dinar-re.html
  2. China and France preparing for intl’ monetary reform summit Countries’ leaders are likely to attend the meeting aimed at reordering the financial system DAVOS, Switzerland – France is trying to engage China in a push to reform the international monetary system and is preparing for a high-profile international seminar on the topic in China at the end of March. Top leaders from China and France are likely to be present at the gathering, which aims to attract the world’s “best minds” to discuss how to shape a new global monetary system, according to Yu Yongding, a senior economist with the Chinese Academy of Social Sciences (CASS) and former academic adviser to China’s central bank. The seminar will be a preface to the G20 summit, which will be held in France in the latter half of this year. The French President, Nicolas Sarkozy, announced his planned presence at the seminar earlier this week and said he hoped that Chinese President Hu Jintao would also attend the meeting. Official confirmation from the Chinese side was unavailable at the time of going to press, but the Chinese embassy in France ran the news of Sarkozy’s announcement on its French-language website. Yu told China Daily on Wednesday that Sarkozy has already invested much energy in pushing forward reform of the current global monetary architecture, which has been dominated by the industrialized countries, especially the United States. “The system must be reformed and China could join hands with the emerging-market economies to push that process while continuing talks with the developed countries,” Yi Xianrong, an economist at the CASS, said earlier. Sarkozy has met the globe’s – in his words – “best experts” recently, including Yu, for suggestions for the reform. Sarkozy’s possible visit and attendance at the seminar signaled that Beijing’s relationship with Paris, and the European Union, will gather greater momentum following Vice-Premier Li Keqiang’s recent visits to Spain, Germany and the United Kingdom. Sarkozy’s planned trip to Beijing would happen just four months after Hu’s visit to France. In November, Sarkozy himself received Hu at the airport, a rare diplomatic arrangement that emphasized France’s renewed efforts to increase its ties with China, analysts said. Two weeks ago, China’s Vice-Foreign Minister, Cui Tiankai, flew to Paris to exchange views with French officials about their stance on monetary reform and coordination of preparations for the G20 summit. Sarkozy’s Beijing visit would be part of his marathon consultation with “heads of state, international organizations, international unions, and company executives” about the priorities for the French presidency of the G8 and G20 nations. Echoing his announcements at the G20 Seoul summit, Sarkozy is still focused on reformation of the international monetary system, regulation of the primary goods market, and the identification of new ways to fund development. French media said the monetary system reform aims to protect emerging countries from disinvestment, to help coordinate a balance between currencies, and to avoid protectionism. He also wants to push forward the internationalization of China’s currency, the yuan, and reduce the supremacy of the US dollar, analysts said. In October 2008, Sarkozy indicated he would push for a “new” Bretton Woods agreement, a commitment he renewed in August 2010 when addressing French ambassadors. “The prosperous years after World War II were largely due to Bretton Woods’ rules and institutions,” Sarkozy was quoted by French media as saying. “Since the beginning of the 70s, we have been living in an international no-monetary system.” The Bretton Woods system set up rules for financial relations between the world’s major industrial economies in the mid-20th century, the first example of a fully negotiated global monetary order. http://cnbusinessnews.com/china-and-france-preparing-for-intl-monetary-reform-summit/ Posted by Kel at 1/28/2011 05:59:00 PM http://articlesofinterest-kelley.blogspot.com/2011/01/international-monetary-reform-china-and.html
  3. 2011/01/29 Lukman Faily (Iraq's ambassador to Japan): Iraq is beginning a new chapter in its evolution as a democracy Old, friendly and unique ties have existed for some time between Iraq and Japan. Iraq's economic partnership with Japan had a renaissance in the 1970s and 1980s, when Japan was Iraq's leading trade partner. The government of Iraq intends to rebuild stronger political, economic and social relations between the two countries. Japan's support for Iraq after 2003, in the form of grants, official development assistance (ODA) and other help, has been very much appreciated by all Iraqis and their representatives. With the ratification of the new Iraqi Cabinet by Iraq's Council of Representatives in December 2010 and the U.N. Security Council's termination, in the same month, of a large number of resolutions related to Iraq, including the oil for food and other embargoes, the people of Iraq have declared the closure of one chapter and the start of a new chapter in the life cycle of Iraq's new democratic political process. The formation of a new Cabinet, led by Prime Minister Nuri Al-Maliki, comes after a prolonged period of discussion and debate following the March elections. This is what the people of Iraq and our friends in the international community had been looking forward to. The political and security situation in Iraq will be given a boost following the formation of the new government, especially given the fact that the four main political groups have come to an agreement to set aside differences and work together to form a national partnership government. The new Cabinet and parliament will have a number of urgent challenges to overcome in the near future including, to name but a few, the fine tuning of the relationship between the central government in Baghdad and Iraq's provinces, the ratification of a new oil law, the provision of key fundamental services such as electricity and water, and the defeat of terrorism once and for all. Recently, former Iraq's minister of oil, Hussain Al-Shahristani, announced that new data showed Iraq's proven recoverable oil reserves are now estimated at 143.1 billion barrels, an increase of 24 percent. Following the success of all three petroleum licensing rounds in 2009 and 2010, Iraq aims to significantly increase its oil production over the next few years. Iraq will continue to be a mature and responsible member of the international oil market. Increasing oil production and, therefore, revenue will be the catalyst for funding much-needed new infrastructure investment projects in Iraq. Due to the reckless policies of the previous regime, all essential infrastructure in Iraq deteriorated severely for decades. To meet the challenge of repairing and renewing Iraq's infrastructure, the government of Iraq has undertaken a number of nationwide cross-sector initiatives. These projects have involved inviting Japanese and other international companies to invest in the giant opportunities presented by the redevelopment of Iraq's core infrastructure, which has been valued at an estimated 42 trillion yen. There are wide-ranging opportunities for investment, such as building oil refineries, hospitals, power stations and oil pipelines across the country. To encourage and attract investment, Iraq's democratic institutions have endeavored to provide legal and financial protection to investors in accordance with the Investment Law No. 13 (2006) and its amendments in 2009. Iraq has natural and human resources which can be invested to the benefit of its relationship with Japan. Japan, for its part, has great expertise in infrastructure reconstruction, modern technology, and an advanced economy which can be utilized to the benefit of its relationship with Iraq. Mutual respect for one another's long histories and contributions to humanity adds another positive dimension to the relationship. The Iraqi people have a high regard for the Japanese work ethic and Japan's people. A large number of international companies are aggressively moving into the Iraqi market to take advantage of the great investment opportunities it offers. Regional and international governmental representations are also springing up in the provinces of Iraq. Those include a new Turkish consulate in Basra, a French Commercial section in Thi Qar and a consulate in Anbar, and increased British government representation in the Kurdistan Regional Government area and in Basra. There remain formidable challenges for the people and government of Iraq. However, with the support of our friends and while focusing on our objectives, we as a civilization are determined to overcome all hurdles and build a strong democratic nation, which will overcome and reclaim Iraq's historic significance. * * * Lukman Faily is Iraq's ambassador to Japan. http://www.asahi.com/english/TKY201101280408.html Posted by Kel at 1/28/2011 06:58:00 PM http://articlesofinterest-kelley.blogspot.com/2011/01/iraq-is-beginning-new-chapter-in-its.html

  6. BAGHDAD / Aswat al-Iraq: The Legislature Jamal al-Battikh of al-Iraqiya Coalition, led by former Prime Minister Iyad Allawi, has said on Friday that the initiative of north Iraq Kurdistan Region's President, Massoud Barzani, to form the new government had been implemented on a "minor" part, pointing out that the Parliamentary blocs have not agreed on the names of all the vacant posts in the new cabinet. "The dossiers, included in the initative of Kurdistan Region's President, Massoud Barzani, for the formation of the government, had been implemented on a 'minor' level," Battikh told Aswat al-Iraq news agency. Kurdistan Region's President, Massoud Barzani, had launched an initiative to settle the crisis of the new government on 16/9/2010, including the formation of 8 to 12 member committee of representatives of different political blocs, to begin discusions to settle their suspended differences and the issue of forming a government of national-partnership, along with the settlement of the Three State Presidencies, the President, Prime Minister and the Parliament Speaker. As regards to the nomination of candidates for the vacant cabinet posts during the Parliament's Sunday session, Battikh said that the Parliamentary blocs have not agreed yet on certain names for the majority of vacant cabinet posts, including the security ministries. Speaking about his al-Iraqiya Coalition's candidate to occupy the remaining cabinet posts, Battikh said that his Coalition had "nominated a woman for a state ministry post, waiting for the Prime Minister to support the nomination." The Iraqi Parliament had granted its trust on 21/12/2010 for the new Iraqi government, comprising 42 ministries, among them 12 state ministries, whilst Prime Minister Nouri Al-Maliki had kept under his adminstration the Ministries of Interior, Defense and National Security, on "acting" basis, whilst he assigned other cabinet posts on "acting" basis also for other personaliies, pending the naming of their original ministers. http://en.aswataliraq.info/Default1.aspx?page=article_page&id=140746&l=1

  14. This is a 2 year old report that was re-dated. Here is the original report and date.. Paris Club lenders complete Iraq debt forgiveness December 22, 2008 - 07:36:40 BAGHDAD / Aswat al-Iraq: The Paris Club of creditor nations said Monday it has canceled a final $7.8 billion of Iraqi debt dating from the Saddam Hussein era. “The sum is the final tranche waived under a four-year-old agreement to reduce Iraqi debts to the group by 80 percent,” the Paris Club said in a statement received by Aswat al-Iraq. The sum represents 20 percent of the debt to the Paris Club of 19 member nations and follows a 60 percent cut in 2004 and 2005, the club said in the statement. “The remaining 20 percent, also $7.8 billion, was not covered by the agreement,” it added. The Paris Club said its decision followed the completion last week of a review by the International Monetary Fund of Iraq’s economic reforms and its 2009 budget. The group agreed in 2004 to write off some $32 billion of Iraq’s Saddam Hussein-era debt, which once totaled $125 billion including debt owed to non-Paris Club members. 15. Story Published: Jan 2, 2011 at 1:51 PM PST BAGHDAD (AP) - Iraq's oil minister said Sunday the country's oil production has increased by about 100,000 barrels a day, exceeding 2.7 million barrels. Abdul-Karim Elaibi also said that Iraq's oil exports will continue to rise and are expected to top two million barrels per day by the end of January, up from daily average of 1.95 million barrels shipped abroad last month. Oil revenues make up nearly 95 percent of Iraq's budget, and the increase in production and exports is vital to bringing the country sorely needed cash for reconstruction after decades of conflict and sanctions. Elaibi told reporters in Baghdad Sunday that production has surpassed 2.7 million barrels per day, but didn't specify which fields the increase came from. Elaibi was appointed oil minister two weeks ago when Prime Minister Nouri al-Maliki's government was sworn in nine months after national elections. Last week, Elaibi reported an increase of 100,000 barrels a day to exceed 2.6 million barrels a day for the first time in 20 years. Iraq has awarded 15 oil and gas deals since 2008 to international energy companies in the first major investment in the country's energy industry in more than three decades. The government aims to raise daily output to 12 million barrels by 2017, a level that would put it nearly on par with Saudi Arabia's current production capacity. Many analysts say the target is unrealistic, given the decaying infrastructure due to many wars and more than a decade-long international embargo. But authorities have ambitious plans for the future, and Elaibi said Iraq is considering a fourth bidding round later this year to further explore the country's vast oil and gas resources. He said the ministry has allocated 12 exploration oil and gas blocs, but did not elaborate. Since the 2003 U.S.-led invasion that toppled Saddam Hussein's regime, Iraq - the holder of the world's fourth largest proven oil reserves of 143.1 billion barrels - has struggled to reach the level of about 3 million barrels it produced in the late 1980s before it invaded neighboring Kuwait. The industry has been hampered by heavy damage to oil facilities during Iraq's decades of wars and international sanctions following Iraq's 1990 invasion of Kuwait. http://www.kimatv.com/news/business/112778184.html
