The securities ministries is not a person but more of a filling the costume with a body like the Klan /robe just throw any Ole sand daddy in there when there ready to RV the robe will be filled poor guy sounds important but as long as we have 8 bases inside Iraq PEE WEE HERMAN has been named as well. In my opinion no, there has to be a seated GOI inorder to RV otherwise there would be ruckus in there economy. shabbibi said basically that when there is a fully seated government he will RV.

there are 3 ministers in that file with other things like yearly pay for gov officals & employees. We need the 3 seats to be full for chapter 7 to be lifted and than we can see a rv some time after that.
